The Constitution of the CarnegieMellonUniversity Math Club

Article I: Name and Purpose

  1. The name of the organization shall be the “Carnegie Mellon University Math Club”, which will be abbreviated “CMUMC.”
  1. The purpose of the organization is

1.to promote an awareness and critical understanding of mathematics in modern societyon campus and in the local community,

2.to assist students pursuing a career, academic research, enrollment in professional organizations or postgraduate school that pertains to mathematics or a related science, and

3.to provide academic assistance to students on campus or in other secondary schools within Pittsburgh.

Article II: Membership

  1. CMUMC abides by the Carnegie Mellon University Statement of Assurance. CMUMC is open to any student, staff member, or faculty member within the Carnegie Mellon community.

B. Definition of an Active Member

1. Active members are the only members permitted to vote or run for a position during elections. As long as one fulfills the criteria for active membership, he is given the right to vote on any procedure or during any election regardless of any circumstances.An absentee ballot or any other voting method must be granted to an active member upon request.

2. Active members are undergraduate and graduate students who have either

  1. attended at least half of the general body meetings of the current or preceding semester, or
  2. attended or contributed to at least four different activities or projects during the current or previous semester sponsored or co-sponsored by CMUMC, or
  3. Receiveddirect approval from the faculty advisor to be considered an active member.

3. There are no financial requirements for active membership.

Article III: Meetings

  1. CMUMC will meet at least once biweekly. The general body will decide what day of the week to meet. Executive Board may vote to create other additional or urgent general body meetings. Majority vote of Executive Board is needed to cancel any general body meetings.

Article IV: Executive Board Officers

A. A plurality vote of the Executive Board is necessary to provide CMUMC sponsorship or co-sponsorship of an event.

  1. Executive Board shall be composed of a President, Vice-President, Treasurer, Secretary, Volunteer Coordinator, Activities Coordinator, and Website Coordinator.

C. Responsibility of the President

1. Delegates any responsibilities to other Executive Board members.

2. May appoint any chairs or committees to fulfill certain projects or activities.

3. Moderates and sets the agenda at all general body and Executive Board meetings.

4. Represents CMUMC to the administration or other organizations.

5. Oversees that other Executive Board members are completing their assigned tasks.

D. Responsibility of the Vice-President

1. Fulfills role as President in case the President is absent or if the position has become vacant.

2. Handles the publicizingand advertising of general body meetings and campus activities or events sponsored by the CMUMC.

3. Coordinate the counting of votes and certifying results of elections.

E. Responsibility of the Treasurer

1. Maintains financial accounts, handles purchases towards the CMUMCinventory, and keeps records of financial transactions.

2. Coordinates fundraising if necessary.

F. Responsibility of the Secretary

1. Records minutes at general body meetings and Executive Board meetings and distributes them to Executive Board members.

2. Maintains the CMU Math Clublibrary and inventory.

3. Maintains all old and updated copies of the Constitution and documents all successful and failedamendment bills to the Constitution.

G. Responsibility of Volunteer Coordinator

1. Keeps lists of members who volunteer to tutor students from CarnegieMellonUniversity or from local high schools.

2. Organizes all volunteering activities.

3. Directs the search for speakers to host on campus.

H. Responsibility of Activities Coordinator

1. Manages all social events and activities for CMUMC

2. Coordinates games and competitions for CMUMC.

I. Responsibility of Website Coordinator

1. Keeps a monthly itinerary of events and relays information to the general body members.

2. Directs the search for scholarships, internships, academic research, professional and career opportunities relevant to members of the CMU Math Club.

3. Creates and updates the official website for CMUMC.

Article V: Elections

  1. Elections of Executive Board members are held annually during the latter half of the spring semester, at a time agreed upon by a plurality of the sitting Executive Board and ratified by a plurality of the general body, no later than the last general body meeting of the semester.
  2. The Vice-President directs the documenting of votes form active members.
  3. Each Executive Board member holds his position for a term of one academic year.
  4. Any active member may run for any Executive Board position.
  5. Elections are held in this order: President, Vice-President, Treasurer, Secretary, Volunteer Coordinator, Activities Coordinator, and Website Coordinator.
  6. Each election starts with a period for nominations. Self-nominations are allowed.
  7. In the order that candidates were nominated, each candidate is allowed five minutes to give a speech. Candidates are then allowed five minutes to answer questions from the general body. After all candidates for a position have given their speech, the general body is allowed to deliberate for five minutes and then vote. Active members may vote by absentee ballot prior to the start of the election if they cannot attend the meeting. The candidate who wins a plurality of votes wins the election. The Vice-President announces and certifies the winner for each election.
  8. Section F of Article V also applies to special elections. Special elections only apply to the President position, whereas all other vacant positions must be appointed by the President.

Article VI: Removal of Officers

  1. An active member may petition the removal of any Executive Board officer on the groundsthat the officer has committed an act deemed egregiously irresponsible, detrimental to the goals of the CMUMC, corrupt, offensive to the campus community, or if the officer fails to fulfill assigned responsibilities.

1. The active member must write up a petition for removal of an officer and have at least 20 active members or 20 percent of the general body must sign the petition before the petition may be submitted.

2. The active member must submit a copy of the petition to every Executive Board officer, including the one being charged for removal, at least two days before a general body meeting for the petition to be an agenda item during that meeting.

3. At the next general body meeting, the sponsor of the petition must be allowed to make his case for removing the officer in question in front of the general body for 15 minutes. The officer being charged is then allowed up to 15 minutes to present a defense in front of the general body and answer any questions.

4. The general body in attendance at the meeting will vote on whether to remove the officer. A majority is needed to remove the officer. If removal is successful, the officer being charged loses his position at the end of the meeting.

  1. Only the President may appoint and remove any non-executive committee chairs or their respective committees.

Article VII: Vacancies

  1. If an Executive Board position becomes vacant, then the President may appoint another active member to that position. If the President position is vacant, then the Vice-President ascends to the President and appoints a new Vice-President. If both the President and Vice-President positions become vacant simultaneously, then an immediate special election for the President position must take place immediately at the next general body meeting. Afterwards, the President appoints the Vice-President. Article VI explains the protocol for special elections.
  2. All vacancies must be filled before voting or other executive board procedures may be fulfilled. Filling vacancies should have highest priority on the current agenda forthe Executive Board meeting.

Article VIII: Amendments

A. Only active members may petition an amendment to the Constitution.

1. The amendment bill petitionmust receive at least 20 active member signaturesor signatures from at least 20 percent of the general body. The petition must also receive one signature must be an executive board officer.

2. The amendment bill must then be presented, discussed, and put up for a vote at the next immediate general body meeting.Other members may suggest amendments to the bill, but only friendly amendments will be entertained.

3. The general body will vote on the measure to amend the constitution. A two-thirds vote from active members who are present at that meeting is necessary for the amendment to pass.

4. If the amendment bill passes, this Constitution will be amended immediately and the enforcement of the amendment will take in effect after the general body meeting ends.
