The Common Council for the City of Faith, South Dakota met in regular session on June 7, 2005 at 7:00 P.M. in the Community Room of the Community Center. Mayor Haines called the meeting to order, called roll call, and led the Pledge of Allegiance.
Council members present: Inghram, Walker, Clark, Murray and Selby.
Council members absent: Stocklin.
Others in attendance were: Debbie Brown, Dave Gebhart, Mike Fisher, Jim Holloway, Arlie Hulm, Arlen Hulm, Bill and Ida Hibner.
Walker made motion, seconded by Selby to approve the agenda. Motion carried.
Walker made motion, seconded by Clark to approve the minutes from the May 17, 2005 meeting with the following corrections:
Historical Society:
Change to $500 one time instead of yearly.
Haying:
Inghram abstained.

Selby made motion, seconded by Clark to approve all claims as presented. Motion carried.
7:15 P.M. – Hearing on Malt Beverage License Renewal:
Lynn’s Dakotamart, Farmer’s Union Oil Co., and M&D Food Shop have all submitted Off Sale Package Malt Beverage License renewal applications for the July 1, 2005–July 30, 2006 licensing period. Mayor Haines allowed for those in favor of the renewals to address the Council. Mike Fisher spoke in favor of renewing the licenses. None were present to speak against the renewals. Walker made motion, seconded by Clark to approve renewing Lynn’s Dakotamart, Farmer’s Union Oil Co., and M & D Oil Company’s Off Sale Package Malt Beverage Licenses. Motion carried.

7:30 Open Bids for Airport Lighting:
The following bid was opened:

Inghram made motion, seconded by Clark to accept the bid of $185,845.80 from Muth Electric, Inc. subject to SDDOT Aeronautics and FAA approval. Motion carried.
Halloween Carnival:
The Council once again tabled the Halloween Carnival until we receive more information from Debbie Gropper.
Approve Lifeguards and Pool Manager:
Selby made motion, seconded by Clark to change the pay scale for Lifeguards to $5.50 to $6.50. Motion carried.
Walker made motion, seconded by Selby to add the pay scale for Pool Manager of $500 to $525 monthly. Motion carried.
The Pool Committee met and recommended hiring Terry Berndt at $6.25, Takayla Lightfield at $5.75, Amanda Dutton at $5.75, Jim Hellekson at $5.50 for lifeguarding and Jaci Hellekson at $5.15 for ticket taker. Summer Recreation wage as $5.15. Selby made motion, seconded by Clark to approve the Pool Committee’s recommendation. Motion carried.

Sidewalks along Highway 73:
Inghram made motion, seconded by Walker to cost share with the State when they do the highway coming through Faith in two years. Motion carried.
Floor Machine for Community Center:
The Council agreed to try the floor machine fromLynn’s Dakotamart before looking into anymore floor machines.
Building Use and Fund for Community Center:
The Council discussed different situations that are coming up for people wanting to use the Community Center. Everyone agreed that anyone wanting to use the gym area needs to come before the council.
Mayor Haines stated he would like to see a fund set up and money put in it monthly to take care of the Community Center and other buildings owned by the City. Discussion was held regarding changing the monthly percentage on lottery money brought in for the monthand set aside money for Building Improvements. Selby made motion, seconded by Walker to change the percentages of lottery money taken in monthly to 10% Fixed Assets, 25% Community Development and 65%Building Improvements. Motion carried.
Fairgrounds:
The Stock Show and fairgrounds committee didn’t meet so the issue is tabled until next meeting. Mayor Haines asked the committees to meet before next meeting.
Ad in the insert sent out for the State High School Rodeo:
The Faith Independent asked if the City would be interested in purchasing an advertisement for $100 that is placed in an insert paper for State High School Rodeo. Walker made motion, seconded by Selby to not purchase the ad. Inghram – no. Motion carried.
SnowRemovalBuilding:
Dave Lutz had talked with Wayne Nelson with SDDOT about a possibility of purchasing a hangar from Bill McDaniel instead of rebidding or the City building the building. Selby made motion, seconded by Walker to approve the plan to move forward with the possibility to purchase the hangar. Motion carried.
Elected Officials Workshop:
Mayor Haines stated that the Elected Officials Workshop is coming up July 15th, 2005and if anyone on the Council was interested in going, they need to let the Finance Office know as the form needs to be in by July 5, 2005.

SurplusLand:
Selby made motion, seconded by Inghram to go ahead with the plan to replot an area south of the fairgrounds and west of the racetrack that is not used by the fairgrounds. Motion carried.

Mayor Haines has been working with Dan Pirotek to set a date for the Community Auction as July 23, 2005.
