The Secretary of the Permanent Council of the Organization presents his compliments to the Permanent Representatives and is pleased to inform them that the Chair has convened a regular meeting for Wednesday, February 18, 2004, at 10:00 a.m., in the Hall of the Americas, to consider the following topics:[1]/

  1. OAS Electoral Observation Mission in Guatemala (November and December 2003)

(The Chief of the OAS Mission, Dr. Valentín Paniagua, will present a preliminary oral report)

  1. Report of the Chair of the General Committee on the Reports of the Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights, pursuant to AG/RES. 1932 (XXXIII/O/03), Access to Public Information: Strengthening Democracy (CP/doc.3780/03 and CP/doc/3803/03)

(By decision taken on December 18, 2003, the proposals presented by the Special Rapporteur of the IACHR on the implementation of AG/RES. 1932, were referred to the General Committee. Ambassador Paul Durand, Permanent Representative of Canada and Chair of the General Committee will present the Committee’s recommendations [CP/CG-1564/04])

  1. Special Meeting of the Permanent Council on the implementation and promotion of the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality [AG/RES. 1941 (XXXIII/O/03)]

(As requested by the Council on January 27, Ambassador Margarita Escobar, Permanent Representative of the El Salvador and Chair of the Informal Working Group established on that date, will inform on preparations forthat meeting CP/CIM)

  1. Special Meeting of the Permanent Council on Promotion of Democratic Culture through Education [AG/RES. 1957 (XXXIII/O/03)]

(Ambassador Juan Manuel Castulovich, Permanent Representative of Panama and Chair of the Working Group established to study the proposal presented by UPD/UDSE will present the draft agenda of that meeting)

  1. Naming OAS meeting room after Dr. José Gaspar de Francia

(The Delegation of Paraguay will present the corresponding draft resolution
