Board of Education Meeting

The Board of Education of the Mansfield City Schools District met in a Board of Education meeting at 7:00 p.m., on Tuesday, May 17, 2011, in the Community Room of Mansfield Senior High School, 124 North Linden Road, Mansfield, Ohio.
Lowell Smith, President, called the meeting to order.
The roll, as taken by the treasurer pro tempore, was as follows:

Dan Freund, Superintendent, and Rosetta Stephens, Interim Treasurer, were in attendance along with community members and staff.
President Lowell Smith welcomed Mrs. Rosetta Stephens who will be serving as the Interim Treasurer through July 31, 2011.
11-74Resolution to Adopt the Agenda

Presentations:
IMAC/STAR Graduates
Harold Dean introduced STAR graduate Tyler Askey and IMAC graduate Tiara Clement who have completed their graduation requirements. Kayla Dale (STAR) also met her graduation requirements, but was unable to attend the meeting.
Middle School Student Council
Student Council Advisor Jen Lepard, along with Student Council representatives Maria Cabrera, Brittany Douville, Jessica Cline, Brian Waldron, Aylissia Rowlinson, and Malik Mason, explained the activities of the Middle School Student Council and shared their experiences at the state Student Council conference. Members of the Student Council worked on their project for the state conference for three months. They created a papier-mâché tree and tiger; which won them a first place in the competition. They will have the huge tree and tiger on display in the middle school when students return to school in August.
Malik Mason served on the state executive team this school year. He was elected at last year’s state conference. He shared some of his experiences working at the state level and working with students across the state.
Mrs. Lepard shared that Mansfield was asked to host the 2012 state convention at Mansfield. She said the Mansfield City Schools have only hosted the event twice before, once in the 1950’s and again in the 1970’s. She asked for the Board’s and Superintendent’s support by providing letters supporting Mansfield’s application for the conference; which was enthusiastically encouraged by the Board and Superintendent.
Reading Recovery
Barb Collins explained that the district has Reading Recovery teachers in every elementary (K-2) building. Reading Recovery is a short-term intervention beginning with the lowest achieving first grade students. The intervention is short-term, usually 12 to 20 weeks in length, with a Reading Recovery teacher working one-on-one with the student in individualized instruction for approximately 30 minutes daily. The US Department of Education has found Reading Recovery to be a very effective intervention for reading.
In the district’s elementary buildings a three-tier approach is used for intervention with students. The first tier is effective classroom instruction, tier 2 is small group pull out, and tier 3 is Reading Recovery which iscurrently only available to first grade students.
Reading Recovery has two positive outcomes. A child completing Reading Recovery reaches average reading level for his/her grade or above. Or a child is recommended for additional intervention or evaluation; which gets the student the extra help needed without going through a retention process first.
Reading Recovery teachers Terry Lynn Foltz, Nancy Shatlock, Debbie Stull, Deb Mayo, Laura Stake andclassroom teacher Holly Christie, along with some of their Reading Recovery students and their parents shared the different aspects of the program and how it works. Everyone is very thankful that the district brought back Reading Recovery Program this year.
Board Development:
Ms. Osgood commented on success of this year’s Teacher of the Year program and thanked Larry Gibbs for coordinating the program.
Ms. Osgood shared that she and Superintendent Freund attended the Fine Arts Committee meeting. She noted that the Fine Arts Committee and the Kennedy Center Grant partners are a good fit and are going to work in a coordinated effort in support of arts education across the district.
Mr. Smith thanked Larry Gibbs for the great pictures and articles about our district and students that have been appearing in the News Journal.

Mr. Freund reviewed Board Bylaw 0123 – Board Code of Ethics/Code of Conduct.
Treasurer’s Report:
Mrs. Stephens provided and explained graphic printouts of four major funds, general fund, food service, athletics, and insurance. The graphic chart for each fund area showed the monthly activity of funds for each year covering a four-year period (2007 through 2010).

11-77Resolution to Approve the Superintendent’s Recommended Contracted Services
Mr. Smith moved and Mr. Elswick seconded a resolution to approve the following contracts.
- An agreement between Tracy McDaniel of Evaluation Services and the Pupil Services Department for school psychological evaluations or reports for designated students on an as needed basis from May 26, 2011 through August 26, 2011. The cost of the service is $55.00 per hour plus $.50 per mile. The total contract will not exceed $10,000.00 and will paid through Special Education Grant funds.
- Contracted services of COSI on Wheels (Launch into Space) with Sherman Elementary School. COSI will provide a family involvement program for grades kindergarten through third grade on April 27 and 28, 2011. The cost of the program will be $2,460.00; which will be paid through Title I grant funds.
- An agreement with the Greater Cincinnati Coalition for the Homeless and the Mansfield City Schools State and Federal Department. The Coalition for Homeless will provide a speaker for the April 27, 2011, Homeless Awareness and Identification event. The cost of the speaker, $222.65, will be paid through the McKinney-Vento Grant funds.
- A sports medicine contract for 2011-2012 between MedCentral Health System and the Mansfield Senior High Athletic Department for a licensed, certified athletic trainer to be available to student-athletes. Coverage begins August 1, 2011 through July 31, 2012, or the end of the scholastic athletic calendar; whichever comes first. The cost of the service is $12,750.00 and will be paid through the general fund accounts.
- An affiliation agreement between the University of Akron and Mansfield City Schools. Mansfield will provide cooperating teachers to work with university student teachers for their essential educational experiences. There is no cost to the district through this agreement.
- An agreement with Mt. Vernon Nazarene University and Mansfield City School to provide field experience and student teaching placements for Mt. Vernon students for the 2011-2012 school year. There is no cost to the district through this agreement.
- Contracted services agreements with MSA Sport for the renovation of the Mehock Track facility. The process has two phases. Phase 1 includes a new 10 lane 400 meter synthetic track, renovated field event areas, and grass throwing range/football field for a total of $24,670.00. Phase 2 includes new grandstands, fencing and sidewalks, new sports lighting system as allowed by zoning, new P/A system and scoring tower renovations for a total of $18,410.00. The project will be paid through Permanent Improvement funds.
