SPECIFICATION AND CONDITIONS OF TENDERING

FOR A ROAD GRADER

TENDER NUMBER: 02-2012/2013

A.DESCRIPTION OF UNIT AND REQUIREMENTS

A1THE VEHICLE

The role of this Grader (hereafter referred to as the grader) is to:

•Construct roads, drainsand carry out various tasks through out the Council area.

•Maintain unsealed roads and drainage channels throughout the Council area.

•Tow council’s 8 ton combination roller

A2EQUIPMENT/LEVEL OPTIONS

Type of Grader

Council requires a grader capable of completing the tasks shown above. The unit replaces a Caterpillar 12H.

The following options are to be quote separate from the grader:

•Work lights

•Grade control

•Fire extinguisher

•UHF radio

•Window tinting

•Rear mounted rippers

•Flashing beacons as per standards

•Load rated tow hitch suitable to tow an 8 ton combination roller

•Hydraulic couplings to suit towed combination roller

•Trailer lighting plug

•Scheduled Service Agreement Cost Summary

All safety equipment which forms part of the standard package must be clearly listed in the offer. Additional safety equipment should be included under ‘options.’

Tenderers may submit one (1) or more of their products they believe will fulfill Council’s requirements (each product is to be shown separately). If a manufacturer can achieve the desired result of a listed item in another fashion, full details of the alternative should be included in the tender.

A3OPTIONS TO BE PRICED SEPARATELY

All attachments or optional extras are to be priced separately.

A4SPECIAL CONDITIONS

All graders tendered must comply with all current Australian Design Rules and must comply with the South Australian Work Health and Safety Act & Regulations. They must comply with relevant Codes of Practice and Australian/New Zealand Standards and be suitable for the role as defined above. The year of manufacture must be stated in the submission and be shown on the compliance plates. The grader must be supplied with the operator’s manual, service book, parts list/s and workshop manual.

A5DEMONSTRATIONS

Suppliers must make tendered plant available for demonstration/operation if requested by Council’s Depot Operations Coordinator. A Current owner reference list with contact details should also be provided.

B.CONDITIONS OF TENDER

B.1CLOSING DATE

Tenders close at 12 noonTuesday the17th December2012, at the offices of the District Council of Mallala, 2a Wasleys Road, Mallala, SA 5502.

B.2LODGEMENT OF TENDERS

Tenders shall be enclosed in a sealed envelope clearly marked “TENDER Grader 02-2012/2013” and addressed to:-

B.3CLARIFICATION OF DOCUMENTS

If there is any doubt as to the meaning of any portion of the Tender documents or in the event of any error or discrepancy in the specification, the tenderer shall seek clarification. Enquiries relating to any detail in the tender documents shall be addressed to:

B.4FORM OF TENDER

The tender shall include the Tender Form A.1 complete and signed

The amount tendered shall make all due allowance for profit establishment and all other charges.

Tender prices shall be fixed prices, allowances shall be made for normal wear and tear on the trade-in unit (if applicable), any delivery delay of the new vehicle and anticipated price rises.

Council may accept part of or all of any tender.

Council is not bound to accept the lowest or any tender.

B.5CONFORMING TENDER

The tenderer is required to submit a tender conforming in all respects with the requirements of the tender documents.

Additionally a tenderer may submit a non-conforming tender clearly marked and accompanied by a detailed explanation of differences, advantages and cost savings.

B.6COMPLIANCE

The vehicle shall comply in all respects with:

•The regulations of the current South Australian Road Traffic Act.

•The relevant Safety provisions of the Occupational Safety, Health and Welfare Act 1986 as amended.

•Relevant Australian & New Zealand Standards.

B 7TRADE IN

Tenders are required to provide a trade in valuation for Caterpillar 12H grader App. 11,905 hours. Serial number CAT12HKCBK00670 registration number DVP 529 Council may trade this grader to the successful tender or may tender it separately or send it to auction as it sees fit. The trade in will be available for appraisal by arrangement Council’s Depot Operations Coordinator.

B.8TENDER ASSESSMENT

Tenders will be assessed for product quality (for Council’s purposes) of the tendered item, value for money over the anticipated life of the item, ease of operation and compliance with OH&S requirements.

An assessment of ‘No’ for the compliance criteria may eliminate the tender from further assessment.

B.9DELIVERY

Tenders must specify the delivery date and include delivery to the Mallala Council depot.

B.10REGISTRATION

The vehicle is to be delivered registered within South Australia and ready for the road in every respect.
