2017 REQUEST FOR PROPOSAL (RFP):

The 48th ANNUAL PAFPC CONFERENCE

May 7-10, 2017

Presenters are invited to submit a Request for Proposal (RFP) for the 2017 Annual Pennsylvania Association of Federal Program Coordinators Conference (PAFPC). The RFP will be available in January at Proposals will be reviewed and selected on a rolling basis upon submission.

  • All proposals must be received by March 20, 2017.
  • Proposals must be submitted in Microsoft Word.
  • Persons submitting proposals must be registered for the conference.

The 2017 Annual PAFPC Conference will be held at Seven Springs Resort, Champion, PA. The conferencewill begin at 5:00 p.m. on Sunday evening May 7, 2017 and will end at noon on Wednesday, May 10, 2017.

Conference Purpose: The primary purposeof the conference is to provide required training and encourage networking among PDE, IUs, district, school and business staff, and parents in order to share strategies in the creation of successful, effective and compliant programs. Highlighted is training and technical assistance on the Every Students Succeeds Act (ESSA) and the Uniform Grants Guidance (UGG).

A secondary purpose of the conference is to showcase Pennsylvania literacy by providing effective practices that are working in our classrooms and schools, including personalized learning. Personalized learning seeks to accelerate student learning by tailoring the instructional environment—what, when, how and where a student learns—to address the individual needs, skills and interests of each student.

Session Content: There are two primary areas of focus for session proposals. Based on the focus area selected, a session can vary in the extent to which it focuses on student achievement. All presenters must identify one of the focus areas that is most relevant to the proposal:

1. Technical assistance in the correct use of ESSA federal funds and state resources, including audit and compliance

2. Technical assistance in the implementation of effective instructional programs, or the innovative and effective use of materials and technology

When determining the focus area, presenters should keep to the following guidelines:

Sessions included in this focus area should provide specific information and guidance regarding:

  • Compliant use of ESSA federal funds
  • Effective implementation of federal grant programs to target student achievement
  • Collaboration and coordination of federal and state resources to address student achievement
  • School and district level planning
  • Audit preparation and resolution
  • Fiscal controls and best practice
  1. Technical assistance in the effective implementation of instructional programs, or the innovative and effective use of materials and technology

Sessions included in this focus area should emphasize school improvement efforts that have positively affected student learning and achievement. Sessions should be designed to share lessons learned and best practices for success. Sessions should focus on:

  • Analysis and use of data
  • Effective instructional programs
  • Innovative practices
  • Integration of technology
  • Effective transitions (preschool to kindergarten, middle to high school, and high school to postsecondary or career)
  • Promising practices for implementing personalized learning and multi-tiered systems of support
  • Teacher mentoring
  • Effective leadership
  • Quality professional development
  • Engaging parent and family engagement

Presenters are encouraged to share the challenges faced, actions taken to overcome those challenges, lessons learned, and practices necessary to avoid those challenges in the future.
