SECTION 2 – OVERVIEW OF THE ROLE

The Agency

The Australian Transport Safety Bureau (ATSB) is an independent Commonwealth Government statutory Agency. The ATSB is governed by a Commission and is entirely separate from transport regulators, policy makers and service providers. The ATSB's purpose is to improve safety of, and public confidence in, aviation, marine and rail transport through:

·  independent investigation of transport accidents and other safety occurrences

·  safety data recording, analysis and research

·  fostering safety awareness, knowledge and action.

Position Description

The ICT and Business Services section is responsible for the provision of Information and Communications Technology (ICT) policy and services. Services include the day-to-day operations of ICT infrastructure including desktop computers, data centre, voice communications, data network and major office machines. Our area is responsible for the development and maintenance of the ATSB’s internally developed Safety Investigation Information Management System (SIIMS) and a range of infrastructure support services including the internal and external web sites. We manage property and accommodation services, staff travel arrangements and fleet management as well as both IT and physical security services.

The Senior Developer will work in a small ICT team within the Operational Support branch. Due to the nature of working within a small agency and ICT team, the Senior Developer will be expected to be flexible and work closely and collaboratively with other ICT team members on ICT related areas which may reside outside of usual developer duties.

Key responsibilities and accountabilities include:

The primary duty of the position is to manage all application life cycle development activities. This duty will encompass, but is not limited to the following:

1.  Development and maintenance of code and associated documentation

2.  Modify code to correct errors or enhance program’s capabilities

3.  Track bug reports and feature requests for business applications

4.  Provide level 3 support of business application servers

5.  Manage source control repositories to support business applications

6.  Provide advice to management on business solutions

7.  Manage any application development activities undertaken by third party providers, including mentoring, supervision and code review

8.  Undertake software technical design

9.  Prepare technical documentation for support personnel and business administrators

10.  Translate the solutions provided by systems or business analysts into detailed program specifications

11.  Manage priorities and ensure application programs meet user requirements and are delivered on time.

The position is expected to work and interact directly with internal support teams and ATSB stakeholders and reports directly to the Chief Information Officer.

Required knowledge/skills/capabilities:

·  Object Oriented JavaScript development; ideally with experience developing SPA and the use of client-side data-binding and routing frameworks such as Knockout, Backbone, or Angular. Experience with any other libraries will also be taken into consideration.

·  Experience in or familiarity with Aurelia will be highly regarded.

·  Experience in Bitbucket server and/or Jira will be highly regarded.

·  Microsoft C# .NET, in particular experience with Web API, ASP.NET and WCF services

·  Demonstrated experience writing asynchronous code

·  Familiarity with Microsoft SQL Server, stored procedures, and Entity Framework (or another ORM) is highly desirable

SECTION 3 – THE SELECTION PROCESS

A Selection Advisory Committee (usually consisting of a Chair and at least one other panel member) is formed to conduct the recruitment and selection process.

The Committee assesses all the applications and agrees on a selection of candidates who will progress to the next stage, generally an interview at our Canberra office. The interview usually takes approximately one hour and may involve a practical work based assessment.

Reference checks are performed on those candidates who are deemed to be in strong contention for the role as a result of the interview/assessment process.At this time the candidate will be subject to referee checks. Included in the referee checks will be an appraisal of your personal integrity for the purposes of a NV1 security check. Candidates will be advised prior to referees being contacted by any panel members.

Once the panel has agreed on the candidate, a report which provides an overview of the selection process, each candidate’s assessment and the recommendation is provided to the relevant delegate for approval. Human Resources will then conduct a quality check to ensure that a merit process has been undertaken.

A verbal offer will then be made to the selected candidate, followed by a written offer.

Other suitable candidates may be placed on a merit list which will remain open for 12 months.

Candidates not selected for interview will be notified accordingly (via email). Unsuccessful candidates who were interviewed will be contacted by a member of the Committee. Feedback may also be provided at this time upon request.
