SECTION 2 – OVERVIEW OF THE ROLE

The Agency

The Australian Transport Safety Bureau (ATSB) is an independent Commonwealth Government Statutory Agency. The ATSB is governed by a Commission and is entirely separate from transport regulators, policy makers and service providers. The ATSB's purpose is to improve safety of, and public confidence in, aviation, marine and rail transport through:

  • independent investigation of transport accidents and other safetyoccurrences
  • safety data recording, analysis andresearch
  • fostering safety awareness, knowledge andaction.

The ATSB does not investigate for the purpose of apportioning blame or to provide a means for determining liability.

The Position Description

The role of a Transport Safety Investigator is multifaceted and therefore more encompassing than just attending aviation, rail and/or marine accident sites. Whilst having a credible level of specialist knowledge based on appropriate qualifications and relevant industry experience, TSIs must be able todemonstrate:

  • personnel management and leadership skills capable of leading a team of like-minded professionals within a collaborativeenvironment
  • analytical and written skills capable of producing a final published transport safety investigationreport
  • project management skills capable of achieving a defined outcome, with agreed resources within a prescribed timeperiod
  • communication and stakeholder management skills capable of professionally representing the ATSB’s interests with a range of government and private sector organisations and the generalpublic
  • ability to work collaboratively and cooperatively and recognise/respect the work preferences and different views ofothers
  • ability to apply industry knowledge and experienceimpartially
  • knowledge of relevant legislation and supportingregulations
  • an ongoing commitment to self-development and the maintenance of industry awareness.

SECTION 3 – SELECTION CRITERIA

In accordance with the above position description the ATSB is seeking evidence in support of one specialist criterion and six other core criteria. Applicants should frame their responses against each of the numbered selection criterion outlined below, taking into consideration the sub-pointed relevant capabilities.

  1. Qualifications and experience (relevant capabilities):
  • Honours degree or equivalent in a field relevant to the study of human factors issues in transport safety
  • Masters/PhD degree in a field relevant to the study of human factors issues highly desirable
  • Developed ability to apply human factors knowledge and principles to the evaluation of work tasks and management systems
  • Strong research or working background in cognitive psychology, organisational psychology and/or fatigue management highly desirable.
  1. Personnel management and leadership skills:
  • Demonstrated leadership skills including the ability to cultivate productive working relationships through internal and external professional networks

  • Demonstrate a wide-ranging knowledge of the aviation, rail and/or marine industries

SECTION 4 – THE SELECTION PROCESS

Securing a coveted Transport Safety Investigator position is a highly competitive process. Shortlisted candidates may be required to attend an assessment centre in Canberra. At the assessment centre candidates will undertake a range of selection activities. These activities may include individual work-based scenarios (designed to draw out analytical and written skills) and group based scenarios (designed to draw out verbal communication, interpersonal and collaboration skills). In addition, candidates may undergo psychometric/personality testing.

Final interviews and/or reference checks will be conducted with those candidates who are deemed to be in strong contention for the role as a result of the assessment

centre. Included in the referee checks will be an appraisal of your personal integrity for the purposes of a baseline security check.

SECTION 6 – GENERAL INFORMATION

Specific conditions of employment for transport safety investigators

  • Transport Safety Investigators (TSI) are required to attend transport accidents which there may be fatalities or injuries to persons. TSIs may also be required to interview injured persons and/or next ofkin.
  • For work health and safety reasons, TSIs are required to be vaccinated against Hepatitis A and B, Tetanus and Typhoid before attending accident sites. Additional inoculations may be required when attending overseas accidentsites.
  • TSIs must be physically capable of undertaking the duties of the position including field deployments to remote areas often under hazardous and arduous environmental conditions andterrain.
  • After a successful probation period, TSIs are expected to participate in a roster arrangement whereby they are ready to respond to an accident at short notice for approximately one week permonth.
  • TSIs are required to complete formal training in Transport Safety Investigation usually within the first 18 months of their employment. This is a mandatory requirement in terms of progressing to higher classifications/salarypoints.
  • These specific conditions will be formalised through the successful applicant’s employment letter ofoffer.

Medical examinations

As a condition of your engagement you will be required to attend a medical examination to assess your fitness for employment as an Australian Public Servant. You will be advised of your appointment date following your commencement. As a minimum, all new TSIs (excluding those who continue to qualify for an exemption) are required to attend a standardised APS medical examination in accordance with the following periodic schedule:

  • On engagement(pre-employment)
  • 4 yearly intervals until reaching 39 years of age(inclusive)
  • 2yearlyintervalsfrom40yearsofageuntilreaching59yearsofage(inclusive)
  • Annually from 60 years of age (inclusive) toretirement.

In addition to the APS medical, TSIs are required to attend a Track Safety Heath Assessment- Category 3 Rail Medical as part of their probation process.
