Regulations Regarding the Procedures by which Monetary Prizes for Outstanding Sports Achievements shall be Awarded,
and the Monetary Prize Amount
Issued pursuant to
Section 14, Paragraph two
of the Sports Law
1. This Regulation prescribes the procedures by which Latvian athletes, their trainers, the support staff providing services to the athletes, including sports doctors, support staff and the relevant Sports Federations recognised by the Sports Department shall be awarded monetary prizes for outstanding sports achievements (hereinafter – monetary prize), and the monetary prize amount.

2. The monetary prize is awarded by the Cabinet, taking into consideration a recommendation by the Latvian National Sports Council.

3. In order to receive a monetary prize, a sports federation recognised by the Ministry of Education and Science shall submit an application to the Ministry of Education and Science. A document shall be appended to the application, which certifies to an outstanding sports achievement, and the information necessary for awarding the monetary prize (Annex). The Ministry of Education and Science shall aggregate the applications and submit them to the Latvian National Sports Council for evaluation.

4. A monetary prize shall be awarded for achievements that have been attained at official international competitions open to the public, that are included in the relevant international sports federation‘s competition calendar, if the referred to federation is recognised by the International Olympic Committee (IOC) or is a member of the General Association of International Sports Federations (GAISF). These competitions are the following:
4.1. the Olympic Games;
4.2. World or European Championships for adults (including those for disabled persons);
4.3. World or European Championships for athletes aged from 16 to 23 years (for bobsleighing up to 26 years) (including those for disabled persons);
4.4. World Military Sports Games, Police Championships and the Universiade;
4.5. World Cup (or European Cup, if the respective type of sport is not contested in a World Cup) contest for adults (final standing);
4.6. the Paralympic Games; and
4.7. complex sports competitions in non-Olympic sports types (if they take place not more often than every four years).

4.1 If an athlete in a calendar year has several achievements in individual sport types, in a national sporting team or state sporting team, for which in accordance with this Regulation a monetary prize may be awarded, the monetary prize shall only be awarded for that achievement, for which the largest monetary prize amount has been prescribed in this Regulation. If the amount of the monetary prize is the same, the monetary prize shall only be awarded for one achievement.

5. The Latvian National Sports Council, when drawing up a proposal for awarding a monetary prize, shall evaluate the importance of the contest, the number of competing countries and the number of participating athletes or teams.
6. The Ministry of Education and Science has the right to request necessary additional information from the applicant.

7. Athletes in individual sport types and disciplines shall be awarded a monetary prize in the following amount (after payment of taxes):
7.1. for achievements gained at the Olympic Games:
7.1.1. first place – up to LVL 100 000;
7.1.2. second place – up to LVL 50 000;
7.1.3. third place – up to LVL 30 000;
7.1.4. fourth place – up to LVL 15 000;
7.1.5. fifth place – up to LVL 10 000;
7.1.6. sixth place – up to LVL 5000;
7.2. for achievements by adults at the World Championships:
7.2.1. first place – up to LVL 20 000;
7.2.2. second place – up to LVL 10 000;
7.2.3. third place – up to LVL 5000;
7.3. regarding achievements by adults at the European Championships:
7.3.1. first place – up to LVL 10 000;
7.3.2. second place – up to LVL 6000;
7.3.3. third place – up to LVL 3000;
7.4. for achievements at the World Military Sports Games, Police Championship and the Universiade:
7.4.1. first place – up to LVL 5000;
7.4.2. second place – up to LVL 3000;
7.4.3. third place – up to LVL 1000;
7.5. for achievement (final standing) at a European Cup contest for adults:
7.5.1. first place – up to LVL 10 000;
7.5.2. second place – up to LVL 5000;
7.5.3. third place – up to LVL 3000;
8. The athletes selected to play for national teams in Olympic sport type sports, their trainers, the support staff providing services to the athletes, including sports doctors, support staff (together) shall be awarded monetary prizes in the following amount (after payment of taxes):
8.1. for achievements gained at the Olympic Games:
8.1.1. first place – up to LVL 300 000;
8.1.2. second place – up to LVL 200 000;
8.1.3. third place – up to LVL 100 000;
8.1.4. fourth place – up to LVL 50 000;
8.1.5. fifth place – up to LVL 40 000;
8.1.6. sixth place – up to LVL 30 000;
8.2. for achievements by adults at the World Championships:
8.2.1. first place – up to LVL 200 000;
8.2.2. second place – up to LVL 100 000;
8.2.3. third place – up to LVL 50 000;
8.3. regarding achievements by adults at the European Championships:
8.3.1. first place – up to LVL 100 000;
8.3.2. second place – up to LVL 50 000;
8.3.3. third place – up to LVL 30 000;
8.4. for achievements at the World Military Sports Games, Police Championship and the Universiade:
8.4.1. first place – up to LVL 25 000;
8.4.2. second place – up to LVL 15 000;
8.4.3. third place – up to LVL 10000.
9. Athletes in non-Olympic individual sport types and disciplines shall be awarded a monetary prize in the following amount (after payment of taxes):
9.1. for achievements at complex sports competitions (if they take place not more often than every four years):
9.1.1. first place – up to LVL 20 000;
9.1.2. second place – up to LVL 10 000;
9.1.3. third place – up to LVL 5000;
9.1.4. fourth place – up to LVL 3000;
9.1.5. fifth place – up to LVL 2000;
9.1.6. sixth place – up to LVL 1000;
9.2. for achievements by adults at the World Championships:
9.2.1. first place – up to LVL 15 000;
9.2.2. second place – up to LVL 7000;
9.2.3. third place – up to LVL 3000;
9.3. regarding achievements by adults at the European Championships:
9.3.1. first place – up to LVL 7000;
9.3.2. second place – up to LVL 4000;
9.3.3. third place – up to LVL 2000;
9.4. for achievement (final standing) at a European Cup contest for adults:
9.4.1. first place – up to LVL 6000;
9.4.2. second place – up to LVL 3000;
9.4.3. third place – up to LVL 1500.
10. The athletes selected to play for national teams in non-Olympic sport type sports, their trainers, the support staff providing services to the athletes, including sports doctors, support staff (together) shall be awarded monetary prizes in the following amount (after payment of taxes):
10.1. for achievements at complex sports competitions (if they take place not more often than every four years):
10.1.1. first place – up to LVL 80 000;
10.1.2. second place – up to LVL 60 000;
10.1.3. third place – up to LVL 40 000;
10.1.4. fourth place – up to LVL 20 000;
10.1.5. fifth place – up to LVL 15 000;
10.1.6. sixth place – up to LVL 10 000;
10.2. for achievements by adults at the World Championships:
10.2.1. first place – up to LVL 75 000;
10.2.2. second place – up to LVL 45 000;
10.2.3. third place – up to LVL 25 000;
10.3. for achievements by adults at the European Championships:
10.3.1. first place – up to LVL 45 000;
10.3.2. second place – up to LVL 25 000;
10.3.3. third place – up to LVL 12500.
11. The athletes up to 23 years of age for places achieved at the World or European Championships in non-Olympic sports types and disciplines shall be awarded monetary prizes in the following amount (after payment of taxes):
11.1. first place – up to LVL 3000;
11.2. second place – up to LVL 2000;
11.3. third place – up to LVL 1000.
12. The athletes up to 23 years of age selected to play for national teams in non-Olympic sports type sports, their trainers, the support staff providing services to the athletes, including sports doctors, support staff (together) shall be awarded monetary prizes in the following amount for the placings achieved at World or European Championships:
12.1. first place – up to LVL 10 000;
12.2. second place – up to LVL 7000;
12.3. third place – up to LVL 5000.
13. In order to promote the development of sports type and youth sports programmes, the Olympic sports type sports teams federation shall be awarded monetary prizes in the following amount:
13.1. for national teams participating in the Olympic Games – up to LVL 100 000;
13.2. for national teams participating in the World Championships for adults participating in finals competitions – up to LVL 75 000;
13.3. for national teams participating in the European Championships for adults finals competitions – up to LVL 50 000;
13.4. for the participation of a national team composed of athletes up to 23 years of age:
13.4.1. in the World Championships finals competitions – up to LVL 20 000;
13.4.2. in the European Championships finals competitions – up to LVL 15000.
14. In order to promote the development of sport types and youth sports programmes, the non-Olympic sports type sports teams federation shall be awarded monetary prizes in the following amount:
14.1. for competing of a national team at complex sport contests that take place not more often than every four years, – up to LVL 50 000;
14.2. for national teams participating in the World Championships for adults in finals competitions – up to LVL 30 000;
14.3. for national teams participating in the European Championships for adults in finals competitions – up to LVL 20 000;
14.4. for athletes up to 23 years of age participating in national teams:
14.4.1. in the World Championships finals competitions – up to LVL 10 000;
14.4.2. in the European Championships finals competitions – up to LVL 7000.
15. The athletes from 16 to 23 years of age (in bobsled – up to 26 years) for places achieved at the World or European Championships in Olympic individual sport types and disciplines shall be awarded monetary prizes in the following amount (after payment of taxes):
15.1. first place – up to LVL 6000;
15.2. second place – up to LVL 4000;
15.3. third place – up to LVL 2000.
16. The athletes from 16 to 23 years of age selected to play for national teams in Olympic sports type sports, their trainers, the support staff providing services to the athletes, including sports doctors, support staff (together) shall be awarded monetary prizes in the following amount for the placings achieved at the World or European Championships:
16.1. first place – up to LVL 20 000;
16.2. second place – up to LVL 15 000;
16.3. third place – up to LVL 10000.

16.1 An athlete who has participated in an individual sport team shall be awarded a monetary prize up to 75% of the monetary prize amount for one individual athlete referred to in this Regulation.

17. Sports trainers (trainers), the support staff providing services to the athletes, including sports doctors, support staff (together) shall be awarded monetary prizes up to 50% of the amount of the monetary prize amount for one individual athlete or team referred to in this Regulation.
18. In order to promote the development of a sports type and youth sport programme, the Cabinet may award a monetary prize of up to LVL 25 000 to the relevant sports federation for individually achieved placings in the sports types and disciplines referred to in Sub-paragraphs 7.1, 7.2 and 7.3 of this Regulation.
19. The State budget resources allocated for the Ministry of Education and Science’s sub-programme “Outstanding achievements in sport” and other State budget resources shall be utilised for monetary prizes if the relevant decision has been taken in accordance with the Law On Budget and Financial Management.
20. A Sports Federation that has received a monetary prize in accordance with this Regulation shall publish a report in the newspaper Latvijas Vēstnesis [the official Gazette of the Government of Latvia] on the utilisation of the awarded financial resources.
21. Cabinet Regulation No. 194 of 22 April 2003 Procedures by which Monetary Prizes for Outstanding Sports Achievements shall be awarded, and the Monetary Prize Amount (Latvijas Vēstnesis, 2003, No. 63; 2004, No. 1480) is repealed.
