PIT Bulk Payment System
The Bulk Payment Application allows a third party to pay online for one or more pending PIT permit application transactions. Third party payers are entities that wish to pay permit application fees for their applicants. Pending transactions are submitted online for payment by a third party. The PIT applicant enters the third party ID provided by the third party payer on their online application instead of paying immediately with a credit card or electronic check.
The Bulk Payment Application offers the following advantages:
- Programs can process multiple applications for new permits while creating only one financial transaction for the entire group of applicants.
- Paying for a group of applicants online should take only a few minutes for the third party payer.
TMB will issue all user names and passwords to third parties. Contact TMB for the followingtypes of requests at :
- Request to be set up as a third party payer.
- Questions or help on how to use the application.
- Problems with your user name, password, or third-party identification number.
- Questions on the status of recently paid applications.
Access the Application
TheTMB PIT Bulk Processing systemcan be accessed through the following URL after 7/25/2013:
Login page:
- Enter a valid User Name and Password and click the ‘Log In’ button.
- First time access – enter the temporary password you were given by the TMB.
- If you have forgotten your username and/or password, you will need to contact the TMB. Send your request to
- If you enter an incorrect password 5 times in a row, you will be locked out of the system. You will need to contact the TMB to have your account unlocked. Send your request to
Change Password page:
- Click the “Change Password” link under the Steps menu.
- Enter your current password.
- Enter your new password.
- Passwords must be a minimum length of 6. They can contain characters, numbers and/or special characters (ex. $, !).
- Re-enter your new password and then click the “Change Password” button.
Transactions page:
- Click the “Transactions” link under the Steps menu.
- Any applicant who entered your third party ID number on their application will be listed on this page. The list will include their name, type of permit, personal TMB ID number, program number, date they submitted their application and the total amount for the application.
- To select transactionsfor payment and proceed to the payment page, select one or more of the available checkboxes in the ‘Select’ column and click the “Continue” button.
- The application will not transmit to our office until the payment is made. You will have 15 days to pay for a transaction once a physician submits his/her application. After that time, the application will drop and the physician will have to reapply online.
Review page:
- Review transactions and click the “Continue” button to move to the payment pages.
- If you need to make a change to the list of transactions, click on the “Transactions” link under the Steps menu.
Payment page:
- You may pay by either Credit Card (MasterCard, Visa, Discover, American Express) or Electronic Check. Click the radio button next to your choice and then click the “Continue” button.
Payment confirmation page:
You must click the checkbox at the bottom of the screen to accept the payment terms.
Click the “Press to continue” button.
You will leave the TMB website and be redirected to the payment portal at Texas.gov.

Select if this payment IS being funded specifically by a FOREIGN source (bank or company), an International ACH Transaction (“IAT”).
As defined by NACHA, IAT means a credit or debit entry that is part of a payment transaction involving a financial agency's office that is not located in the territorial jurisdiction of the United States. For purposes of this definition a financial agency means an entity that is authorized by applicable law to accept deposits or is in the business of issuing money orders or transferring funds. An office of a financial agency is involved in the payment transaction if it:
- Holds an account that is credited or debited as part of the payment transaction;
- Receives payment directly from a Person or makes payment directly to a Person as part of the payment transaction; or
- Serves as an intermediary in the settlement of any part of the payment transaction.
Texas.gov Payment Verification page:
- Review payment information. You may edit billing and payment information here if needed. You will also need to enter a randomly generated verification string. When complete, select “Make Payment”. You will receive a printable receipt at the end of your successful payment transaction.

Receipt of Payment
- Print the Receipt page for your records. This is the only receipt available. The bulk payment transaction number is shown in the row labeled ‘Trace Number.’ The Trace Number should be used to reference the payment. The receipt will also include the Pay Type (CC – Credit Card, ACH – electronic check), Transaction Date (payment date) and full payment amount. It will also include a list of applicant names, PIT types and application fees for each person that was included on the payment.
