TEXAS DISTRICT ANCHOR STANDING RULES

ARTICLE 1 TEXAS DISTRICT PILOT-ANCHOR COMMITTEE

The Texas District Pilot-Anchor Committee shall consist of the Texas District Pilot Governor, Governor-Elect, Treasurer, and Secretary, Texas District Anchor Coordinator, and the Texas District Anchor Co-Coordinator.

ARTICLE 2 DUES

A. The annual Texas District Anchor dues will be based upon the total club membership roll as of November 1st and will be payable before December 1st each year and will be paid directly to the Texas District Pilot Treasurer.

B. Dues for new members joining a club after November 1st will be paid within thirty (30) days of their acceptance into membership.

C. All Texas Anchor clubs must be members of the Texas District and Pilot International.

ARTICLE 3 TEXAS DISTRICT ANCHOR OFFICERS

A. The officers of the Texas District Anchor will be President, Vice President, Secretary, and Treasurer.

B. Qualifications for District Anchor Office

1. A nominee for District Anchor President will have been a member in good standing of the nominating club for one year, will be a high school junior at the time of election, and will have one full year of high school remaining.

2. All other officers will be Anchor Club members in good standing and have at least one full year of high school remaining.

3. No officer may serve in the same office for more than one year.

4. Nominations for a District Anchor Office must be submitted to the District Anchor Coordinator by December 1st, giving qualifications. A list of qualified candidates will be sent to each Anchor club in the Texas District prior to December 15th. A second deadline of January 10th will apply in the event there should be no nominees for a given office.

5. In the event no nominees are received for a given office, it will be the responsibility of the Texas District Pilot Anchor Committee to secure a nominee for each office.

6. No more than one candidate may be nominated from any Anchor Club.

7. There will be no nominations from the floor.

8. Only handbills, posters, and fliers may be used in campaigning for office.

9. A specified time and place will be arranged for each nominee to be presented to the convention body. Each nominee will present a statement and the outline of this statement will be furnished to the nominee by the Texas District Anchor Coordinator.

10. Nominees will be so designated on their name badges.

11. A nominee must meet all requirements for attendance as outlined in Article III, Section D, Item 2.

12. The Anchor must have served at least one year as an Officer in his/her Club.

13. Must have attended at least one Anchor District Convention.

14. Must be present at convention to present their nomination speech.

C. Election of Texas District Anchor Officers

1. Election will be by ballot at a specified time during the Texas District Anchor Convention. The Texas Pilot District Administrative Council will act as Election Tellers, reporting to the District Anchor President.

2. If there is only one nominee for any office, the District Anchor President will declare the candidate elected by acclamation.

D. Duties of Texas District Anchor Officers

1. Officers’ term of duty will begin at the close of the convention at which they are elected and continue until the close of the following convention.

a. If any officer becomes disabled and/or mentally unable to perform the duties of their office for a period of three (3) successive months, he/she automatically forfeits their office and their position.

b. In the event the office of the President becomes vacant, the Vice President automatically becomes President. If a vacancy occurs in any other office, the Texas District Pilot-Anchor Committee fills such vacancy for the unexpired term by appointment.

2. Officers will attend all scheduled meetings of the annual Texas District Anchor Convention.

a. Attend a meeting of the District Anchor Officers and the Texas District Pilot-Anchor Committee prior to the start of the District Anchor Convention.

b. Attend a meeting of the Incoming and Outgoing District Anchor Officers and members of the Texas District Pilot-Anchor Committee at the close of the District Convention.

c. Attend a mid-year meeting of the District Anchor Officers and the Texas District Pilot-Anchor Committee to plan for the annual convention, to be called by the Texas District Pilot Governor.

3. Officers will contribute to the District Anchor Newsletter.

4. The incoming Texas District Anchor President and the incoming President of the Outstanding Anchor Club are encouraged to attend and participate in all Anchor activities at the Pilot International Convention. If the designated Anchor cannot attend, the opportunity is offered to the next Anchor District Officer and Club Officer in line.

ARTICLE 4 TEXAS DISTRICT ANCHOR CONVENTION

A. A Texas District Anchor Convention will be held each year in February. It will be the responsibility of the Texas District Pilot Governor Elect to select a convention site on or before the first of the year, one (1) year prior to such convention.

1. The District Anchor Convention registration fee will be set by the Texas District Pilot-Anchor Committee and paid directly to the Texas District Pilot Treasurer.

2. Convention registration fee for Delegates, Alternates, and Visitors must be submitted concurrent with the registration form.

3. A refund for a registration will not be made unless the registration is canceled in writing to the Texas District Anchor Coordinator by the deadline set.

4. Minutes of the Texas District Anchor Convention will be governed by Robert’s Rules of Order, Newly Revised, in all cases where they are applicable and in which they are consistent with the Standing Rules or Special Rules of the organization.

5. A Parliamentarian will be appointed for each meeting by the Texas District Pilot Governor.

B. Delegates to the Texas District Anchor Convention.

1. The voting body will include the accredited delegates from each Anchor Club in good standing and the Texas District Anchor Officers.

2. Each Anchor Club in good standing in the Texas District will be entitled to three (3) delegates and three (3) alternates. The Anchor Club President, President-Elect, and one other officer will be delegates, when possible, and alternates elected from, and by, Anchor Club members. No delegate may be a nominee for District Office.

C. Dismissal from Texas District Anchor Convention

Misconduct will constitute dismissal from the Texas District Anchor Convention. Listed below are some specific instances of misconduct.

1. Use, by Anchors, of alcoholic beverages or illegal drugs.

2. Rowdy, disruptive, or disorderly conduct.

3. Smoking during convention functions.

4. Leaving convention headquarters without the sponsor/chaperon’s knowledge and permission.

ARTICLE 5 FINANCES

The Texas District of Anchor shall operate on a budget approved annually by the convention body at each Texas District Anchor Convention. The budget is to be drafted by the Texas District Pilot Governor and Treasurer, and approved by the Texas District Pilot-Anchor Committee prior to its presentation to the convention body for approval by the voting delegates. The Texas District Anchor Treasurer will present the Proposed Budget to the convention body.

A. All Texas District Anchor financial transactions will be handled from one bank account. Income from dues, convention registrations, and all other sources will make up the funds in this account, and all approved expenses including expenses connected with the Anchor District Convention will be paid from this account.

1. The expenses (Registration, Transportation, and Lodging) of the District Anchor Officers will be paid for the District Anchor Convention as shown in the District Anchor Budget, provided the officers attend all scheduled meetings of the District Anchor Convention.

2. The District Anchor Budget will include sufficient funds to cover the transportation expenses for checking convention facilities.

3. The District Anchor Budget will pay the Registration, Transportation, and Lodging of the Pilot-Anchor Committee members (which includes Anchor Coordinator and Co- Anchor Coordinator), and Parliamentarian for the District Anchor Convention.

4. A District Anchor Convention Reserve Fund, not to exceed One Thousand Dollars ($1,000.00) will be accumulated from unused convention funds for the purpose of defraying unforeseen expenses, not covered by the budget, which may arise during future conventions.

5. The Texas District Anchor Budget will be flexible to allow for escalation of costs.

B. The audit committee appointed each year by the Texas District Governor of Pilot International to audit the books of the Texas District of Pilot International will also audit the books of the Texas District of Anchor. The audit statement presented to the Texas DAC of Pilot International will include the necessary information from the audit of the Texas District Anchor books.

ARTICLE 6 DISTRICT ANCHOR AWARDS

A. Awards for 1st, 2nd, and 3rd place will be given in three (3) categories for Grades 1-8 and Grades 9-12. These categories are:

1. Yearbook

2. Scrapbook

3. Brain-related Focus Project

B. Each Texas District Anchor Club will submit an Anchor Service and Achievement Projects (ASAP) Report. Each club will receive recognition based on the number of points earned on this report.

C. The Texas District Pilot-Anchor Committee will set up uniform rules and score sheets to be used in judging all Texas District Awards.

D. Texas District Anchor Clubs are eligible to submit a request for a Texas District Project Grant. The Texas District Pilot Awards Jury will determine the winner(s).

E. Texas District Anchor Clubs may submit entries for the Pilot International Anchor Awards. Awards for 1st, 2nd, and 3rd place will be given in each of the two categories, at the District Anchor convention. Only the 1st place winner in each category will be submitted as an entry to Pilot International as the Texas District Anchor Award Winner.

The two (2) categories are:

1. Anchor Advisor of the Year

2. Outstanding Anchor Club of the Year

F. Five to seven members representing at least 2 Texas District Pilot Clubs will be appointed by the Texas District Pilot Governor and will not judge an entry of their own Anchor Club. The Texas District Governor-Elect will act as the liaison between the judges and Anchor Club members. Only Anchors may request clarification of judging.

G. The deadline for the Yearbook Award, Scrapbook Award, Brain-Related Focus Project Award, and the ASAP Report will be announced in writing by the Texas District Anchor Coordinator. All other District and International Awards have entry dates written within their general criteria.

ARTICLE 7 DISTRICT ANCHOR NEWSLETTERS

District Anchor Newsletters will be coordinated through the Texas District Anchor Coordinator. They will be published periodically.

ARTICLE 8 RECORDS

A. The following records are permanent and will be preserved:

1. Minutes of the District Anchor Convention, including audit reports.

2. Any correspondence related to serious problems in the District.

B. The following records will be kept for five (5) years:

1. District Treasurer’s Files

2. Any Votes-by-Mail

C. The following records will be kept for two (2) years: Newsletters & Bulletins of the Texas Anchor District.

D. All records must be passed on to the officers’ successor at the close of the District Convention with the exception of the Texas District Pilot Treasurer’s records. The Treasurer’s records will be given to the Texas District Pilot Governor for the District Audit committee.

E. A copy of the District Anchor convention minutes will be furnished to the Texas District Pilot-Anchor Committee as soon as possible after the close of the District Anchor Convention.

ARTICLE 9 AMENDMENTS TO THE TEXAS DISTRICT ANCHOR STANDING RULES

These Standing Rules may be amended by an affirmative vote of a majority of the qualified delegates present and voting thereon at any Texas District Anchor Convention provided the proposed amendments are submitted in writing to the Texas District Anchor Coordinator by December 1st, and presented in writing, to the Anchor Clubs of the Texas District not less than thirty (30) days prior to the opening of the Texas District Anchor Convention at which action is to be taken on the amendments.
