Tertiary Education Organisations – Student Exchange Programmes

This form is to be completed when seeking approval from the Ministry of Education for a new or renewal of an existing student exchange scheme with an educational institution abroad.

For an international exchange student to have “domestic’ status and hence not be a full fee paying student, the exchange scheme must be approved by the Government (section 159 Education Act 1989).

This requirement for approval by the Government only applies to the exchange agreements between a NZ tertiary organisation and a foreign tertiary institution which involves a movement of students between the two countries.

Tertiary Institutions may have other types of agreements with foreign tertiary and other institutions that do not require government approval.

In approving the exchange scheme the Ministry of Education will look mainly for a fair reciprocity (ie equal exchange of students), credit transfers and educational value.

Information in this application form will be used by Immigration New Zealand (INZ) to verify that the scheme does not hold any immigration risks for New Zealand.

7.  Incoming students only - Pastoral Care

The Code of Practice for the Pastoral Care of International Students (the Code) does not apply to tertiary students on approved exchange schemes (section 159 of the Education Act 1989).

Do incoming exchange students have the same access to student services that are available to all other foreign full fee paying students

8.  Outgoing students only

Has the institution advised the student of the level of student services available at the host institution?
Is the home institution comfortable that the foreign institution is able to provide an adequate level of pastoral care to the NZ student? If not please explain.

9.  Incoming students - For Immigration Purposes only

(a)  Please note that individual students wishing to participate in the exchange scheme will not automatically be granted entry to New Zealand under this scheme. They must individually meet criteria set by INZ in order to obtain a visa to study in New Zealand.

If students arrive in New Zealand without a visa, INZ may grant a student permit for the exchange scheme, provided that there are special reasons why they have not obtained a visa, and they meet the criteria set by INZ.

(b)  Criteria include:

·  Admission to suitable courses

·  Travel arrangements – the incoming student should have return tickets to their home country or sufficient funds.

·  Accommodation – suitable accommodation during their stay in New Zealand.

·  Sufficient funds available for maintenance during their stay.

10. Evaluation of the Agreement by the Ministry of Education

o Agree to provide the Ministry of Education annually with details of the number of inbound and outbound students who have participated in the scheme in the preceding 12 months;

o Agree to provide the Ministry of Education the necessary information to enable an evaluation of the scheme.
