Terrorism (Community Protection) (Chemicals and Substances) Regulations 2006
1Objective
The objective of these Regulations is to prescribe the chemicals and substances to which the mandatory reporting requirements in Part 4 of the Terrorism (Community Protection) Act 2003 apply.
2Authorising provision
These Regulations are made under section 40 of the Terrorism (Community Protection) Act 2003.
3Revocation
The Terrorism (Community Protection) (Chemicals and Substances) Regulations 2005[1] are revoked.
4Prescribed chemicals and prescribed substances
For the purposes of section 22 of the Terrorism (Community Protection) Act 2003 a prescribed chemical or substance is a chemical or substance that is specified in the Schedule.
5High consequence dangerous goods

For the purposes of section 22 of the Terrorism (Community Protection) Act 2003 a chemical or substance is prescribed to be high consequence dangerous goods if it is specified in the Schedule.

Regulations 4 and 5
Ammonium nitrate, calcium ammonium nitrate, ammonium nitrate emulsions and ammonium nitrate mixtures containing more than 45% ammonium nitrate[2] other than—
(a)solutions; or
(b)a chemical or substance that is a class 1 explosive listed in Appendix 1 or 2 of Chapter 9 of the Australian Code for the Transport of Explosives by Road and Rail 2nd edition, published March 2000 (as published from time to time).

1. General Information
The Terrorism (Community Protection) (Chemicals and Substances) Regulations 2006, S.R. No. 80/2006 were made on 27 June 2006 by the Governor in Council under section 40 of the Terrorism (Community Protection) Act 2003, No. 7/2003 and came into operation on 27 June 2006.
The Terrorism (Community Protection) (Chemicals and Substances) Regulations 2006 will sunset 10 years after the day of making on 27 June 2016 (see section 5 of the Subordinate Legislation Act 1994).
