TERMS OF REFERENCE

Certificate training in preparation of flour-based food products

1.  Objective

The course is designed to give candidates the basic knowledge and skills required for making flour-based food baked in an oven (bakery products) such as cake, bread, rolls, cookies,pies, pastries, muffins, etc. Upon completion of the course, the candidate should be in a position to start a bakery business of his/her own.

The training program would broadly cover the following topics:

·  Selection, measurement and mixing of ingredients

·  Decorating (creating colour, texture, and decorative objects)

·  Baking tools and kitchen equipment

·  Ingredient choices

·  Baking of products (of various types and sizes)

·  Dough

·  Fillings

·  Sanitation

2.  Duration

2 weeks (The training will tentatively commence from 1st December, 2017)

3.  Location

Tentatively and preferably in eastern region

4.  Responsibility of the Service Provider

1.  Arrangement of logistics (food, accommodation, training hall/classroom, training equipments & materials)

2.  To develop course content based on the client’s (DCSI) requirement

3.  Collaborate with the client (DCSI) in all aspects for successful conduct of the training

4.  Impart service with highest standard of professional and ethical competence and integrity

5.  Ensure highest occupational safety standards in the conduct of the training

6.  Submit training report at the end of the training program

5.  Qualification of the Trainer (s)

A trainer (s) assigned by the Service Provider for carrying out the training program must have:

1.  Good communication and interaction skills (should be fluent in English and Dzongkha. Other languages are an added advantage)

2.  Over 3 years of experience in instructing/teaching participants in baking

3.  A minimum qualification of Diploma in baking from recognized institute within/outside the country

6.  Pre-requisite

1.  The Service Provider should have qualified trainer (s) for carrying out the training program

2.  The Service Provider, for the purpose of carrying out the said training, should:

·  Assign minimum of 3 trainers with their name and Curriculum Vitae

·  Submit detailed course content with the course objective (s)

·  Submit overall cost of the training program including therein:

-  Professional fee (for training delivery)

-  Training materials (must manage enough training materials)

-  Food and accommodation, and

-  Certificates for the participants upon successful completion of the training program

7.  Data, services and facilities to be provided by the Client

The Client would provide necessary information and other support as may be desired for the successful conduct and completion of the training.

8.  Training Methods and Techniques

In order to achieve highest performance and efficiency, the training is to be designed on participatory approach. The training method should consist of:

·  Simple and easy-to-understand theoretical explanation

·  Demonstration by the trainer (s)

·  More of hands-on practice by participants ( intensive guidance to be provided by the trainers)

·  Stimulate and facilitate discussions among the participants

The Service Provider must, with due diligence, use all his/her skills for the training in order to provide maximum benefit to the participants.

9.  Before the Training

·  The Service Provider should submit training outline to the Client (DCSI) based on the training plan well in advance of the training program

·  The Service Provider should sign an agreement with the Client (DCSI) before the commencement of the training program

·  All the required training materials should be arranged and kept ready before the commencement of the training program

The Client (DCSI) holds the right to cancel the training if the service provider fails to adhere to the Terms of Reference.

10.  During the Training

The trainer (s) should:

·  Follow strictly the working hours as per the course schedule

·  Be responsible for training tools, materials and stationeries

·  Not avail leave during the training period

·  Keep record of individual participants and carry out continuous assessment

·  Be professional and interesting

·  Be a role model

·  Report to DCSI on any problem/issue faced during the training period

·  Submit the final training report and daily attendance sheet signed by all the participants and countersigned by the trainer on daily basis

11.  Payment of Professional Fee

·  60% of the course fee before commencement of the training

·  40% of the fee after completion of the training and upon submission of the training report and daily attendance sheet
