Terms of Reference for the Planning, Monitoring and Reporting Consultant

Level: P2

Duration: 15 November 2014 - 15 January 2014 (2 months duration; 5 working days in November; 15 working days in December; and 10 Working days in January, in total, 30 working days)

1.  Purpose of Contract:

The Planning, Monitoring and Reporting Consultant is providing professional expertise and assistance in the area of monitoring and reporting to the UNICEF Ukraine Country Office, being accountable for the accomplishment of the stated below end-results by deadlines set by the CO as per below.

2.  Objective of the Contract with expected results

The Consultant will support the CO on the following work processes:

a)  Annual Review, including AMP;

b)  Annual Report;

c)  Rolling Work Plan (2015 - 2016);

d)  MidTerm Review of the Country Programme 2012 – 2016.

3. Deliverables:

a)  Annual Review process documented and its results incorporated in the annual report;

b)  The Annual Report chapters on “knowledge management” and “evaluations” have been drafted and submitted to the M&E Specialist by 25 of December 2014;

c)  Based on preliminary inputs from Programme leaders (IR owners), analytical write-ups not exceeding 300 words are drafted for 5 IRs for review by the Deputy Representatives by 14 December 2014;

d)  Based on results frameworks and inputs provided by Programme leaders (IR owners), an advanced draft of the 2015 – 2016 Rolling Workplan has been provided by 15 January 2015;

e)  Six Theories of Change (Early Intervention; Juvenile Justice; Prevention of Mother to Child Transmission; Family Environment; Most at Risk Adolescents; Reproductive Maternal and Child Health) have been reviewed and are meeting the quality benchmarks established and have been submitted to the Deputy Representative by 15 December 2014;

f)  6 analytical segments of up to 1500 words each required for the production of a single ToC analytical document have been provided to the MTR Consultant by 15 January 2015;

3.  Performance indicators for evaluation of results:

·  Timeliness of submitting deliverables as per deadlines specified above;

·  Quality of submitting deliverables (as confirmed by the Deputy Representative in Consultant’s monthly evaluation report)

4.  Qualifications/specialized knowledge/experience required to complete the task:

Education: University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.

Work experience: Professional work experience in programme development and implementation including monitoring and evaluation activities, as follows two years of relevant professional work experience. Developing country work experience. At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Language: Excellent command of English at native speaker level (written and oral) is required. Knowledge of Ukrainian and Russian) is an asset.

Professional experience and background:

·  Professional technical knowledge/expertise in data analysis and reporting;

·  Professional technical knowledge/expertise in demography, statistics, and data management;

·  Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods;

·  Professional technical knowledge/expertise in Activity Monitoring;

·  Knowledge/expertise of best practices, lessons learned and communication;

·  Excellent knowledge of UNICEF’s policies and procedures for programming, monitoring and evaluation guidelines;

·  Latest programme monitoring and evaluation theory, including theories of change, methodology, technology and tools;

·  Full commitment to UNICEF Mission Statement and observance of UNICEF Guiding Principles.

5.  Definition of supervision arrangements:

Under the overall supervision of the UNICEF Representative, the Consulant is supervised by the Deputy Representative, P4, IMIS no. 21626. Guidance and advice will be provided on a weekly basis by the Monitoring and Evaluation Specialist. The Consultant will have meetings with the Deputy Representative as deemed necessary where pending issues will be discussed, guidance will be provided in resolving impediments, and further actions will be planned.

6.  Description of official travel involved:

The Consultant works from the location of his/her permanent residence, provided a regular liaison via skype and email (as requested by the CO) is ensured.

The Consultant is expected to present himself/herself to the Country Office at least 1 per month to facilitate inputs to monthly Programme meetings.

7.  Estimated cost of the contract and funding source by Grant:

30 working days + DSA in case of travel to the CO and travel expenses; to be covered from non-grant GC

8.  UNICEF recourse in the case of unsatisfactory performance:

Cessation of the agreement. In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assessment completion, UNICEF is entitled to decrease the payment by the range from 30 to 50%.

9.  Support provided by UNICEF:

Day-to-day support for the assignment will be provided by the UNICEF Monitoring and Evaluation Specialist and will include the monitoring guidance and assessment of key information and informants; relevant information sharing via e-mail; briefing sessions; and facilitation of the consultant’s meetings with UNICEF counterparts when necessary.
