TERMS OF REFERENCE

IKHALA TVET COLLEGE: REQUEST FOR A SERVICE PROVIDER TO PROVIDE STATIONERY AS PRESCRIBESD BY DHET FOR THE PERIOD OF ONE YEAR

1.  PURPOSE

The Ikhala TVET College intends to appoint a service provider that will provide textbooks on behalf of the College.

2.  SCOPE OF WORK

Ikhala TVET College requires a reputable service provider to provide stationery to Ikhala TVET College.

3.  DURATION

The contract will be valid for a period of one year January to December 2018.

4.  TASK DIRECTIVE

The TVET College will brief the successful bidder on the specific dates of deliveries of the textbooks.

5.  TEXTBOOKS SPECIFICATIONS

The successful bidder will be tasked with providing the following stationery to Ikhala TVET College on specified period that will be agreed upon by both parties

7.  EVALUATIONS METHODOLOGY

All bids received will be evaluated in the following phases:

·  Phase 1: Responsive Criteria

The minimum requirements that must be satisfied or met by prospective bidders in order to pass to the next stage of the evaluations are:

Ø  Valid Tax Clearance Certificate submitted with bid documents;

Ø  Certified copy of CK or Registration Documents;

Ø  Original or Certified copy of BBBEE Certification;

Ø  Latest Municipal Account ( to confirm address and existence of provider)

Ø  Complete all Standard Bids Documents(SBD );

·  Phase 2: Functionality Criteria

Ø  A panel will evaluate all tenders received on the functionality criteria as reflected. The best proposals will be identified, based on the scores allocated with regards to functionality. A bidder that scores less than sixty (60%) in respect of “functionality” will be regarded as non-responsive and will be disqualified.

Ø  For purposes of comparison and in order to ensure a meaningful evaluation, bidders are requested to furnish detailed information in substantiation of compliance to evaluation criteria.

FINANCIAL STANDING: The Supplier to submit bank statement or balance sheets to determine solvency or a letter from the registered provincial institution as a guarantee. / 10
EXPERIENCE: The bidder must have performed or being appointed to do similar projects at least three at the estimated value of R 300000.00 and above for the past three years 2012-2015. The bidder to attach or submit at least three letters from references for the work of the above estimate. These references should be from the TVET Colleges, Universities, Government or Public Institutions. / 30
METHODOLOGY: The bidder to submit a detailed proposal on the bidder to submit a detailed proposal catering methods of and timeframes for ordering procedures, delivery procedures, returns procedure, logistical arrangements, time lines, suppliers ( if sub-contracting not more than 25%) and project management, and how to control these activities involved and do oversight. / 60

Points awarded for BBBEE Status Level of Contribution

In terms of the Regulation 5 (2) and 6 (2) of the Preferential Procurement Regulations, preference points will be awarded to a bidder for attaining the B-BBEE status level of contribution in accordance with table below:

8.  SPECIAL CONDITIONS

·  The evaluations will take into account similar projects that have been successfully held with a specific focus to TVET Colleges, Universities, Government or Public Institution.

·  At least the branding and promotional materials services must be one of the core business functions of the bidder.

·  The bid must be properly submitted on or before the closing date and time specified on the invitation, fully completed. The bid documents must be lodged in the tender box at IKHAL TVET COLLEGE ZONE D, GWADANA DRIVE, and EZIBELENI.

·  The quotation should be inclusive of packaging and distribution of the materials.

9.  GENERAL CONDITIONS

·  The General Conditions of Contract will be applicable to this bid;

·  Ikhala TVET College reserves the right to sign a Service Level Agreement with the preferred bidder to supplement the General Conditions of Contract.

·  Ikhala TVET College will not be held responsible for any costs incurred by the bidders in the preparation and submission of the proposal.

·  Please take note that Ikhala TVET College is not obliged to select any of the bidders submitting proposals.

·  Evaluation on functionality criteria can only be done on the basis of information, which was asked for. The comprehensiveness of the proposal can therefore be decisive in the awarding therefore.

10.  FEES AND PAYMENT SCHEDULE

·  Fees must be quoted in South African currency;

·  All prices quoted must include VAT; and

·  Bidders should take note that Ikhala TVET College will pay within thirty (30) days after the receipt of invoice and the services has been rendered.
