Summary of Department’s/Program’s Role in MRRD or brief description of position

Responsible for supporting the cell in related procurement and financial issues. Considering the complexity of the project, the Officer shall have a clear understanding and knowledge of block grant disbursement guidelines for various programmers within the MRRD operations manual and the Financial Management Manual. The officer will also be responsible for day-to-day running of the unit’s operations and activities. In coordination with the FinanceDirectorate and other related directorates, the incumbent shall have experience in dealing with Ministry of Finance rules, regulations and procedures.

Specific Roles and responsibilities are as follow:

  • Monitoring the financial issues of the relevant program and sub-programs, specifically the financial activities of the Implementing Partners and direct implementation activities as applicable.
  • Reviewing the existing Financial Management Information System (FMIS) and making appropriate recommendations to improve the system to produce timely, reliable, consistent and accurate financial reports for the finance department and the programme.
  • Establishing and maintaining good working relations with the implementing or facilitating partners, as well as other related external agencies including MoF, Finance department of Joint Secretariat, etc.
  • Providing critical review and monitoring of any financial reports, in light of budget lines, expense eligibility criteria and valid support documents.
  • Leading the budget preparation process and follow up for each region, province or programme.
  • Updating all stakeholders with required financial information within the line of authorization.
  • Ensuring all transactions with the Ministry of Finance including, but not limited to, allotments, expenditures and revenues are reconciled with MoF at least once on a monthly basis.
  • Ensuring financial accounts and procedures for implementation of the project are maintained properly and in a timely manner.
  • Providing the General Sheet to the Special Disbursement Unit – MoF.
  • Working with partners and other programmes to ensure that all past and future expenditures are correctly debited to the program and relevant accounts and preparing a full reconciliation against work plan(s) and budget.
  • Reviewing all financial reports against expected outputs based on the agreed work plan, and correlating financial reports with program reports. Advising and proposing corrective actions, as necessary, including the re-phasing and realignment of activities and budget.
  • Alertingthe celltoany shortfalls, over-expenditures and inappropriate execution rates.
  • Maintaining statistics and ensuring availability of funds in accordance with project payment schedules and ensuring timely replenishment of designated accounts for various projects.
  • Ensuring reliable tracking of grant/credit agreements and ensuring that a sound fund tracking system is in place and updated on a regular basis.
  • Ensuring all work units establish and maintain fixed asset registers separately for different projects and reporting to the finance department on location, useful life and value of all project assets.

Knowledge/experience, qualifications/skills and abilities required:

  • Must have graduated from high School; Diploma in Business Administration, finance and accounting is desirable or equivalent professional qualification
  • 3 - 5 years of financial management work experience in government, international NGOs, UNAgencies.
  • Demonstrate familiarity with government budgeting, financial, accounting and reporting requirements.
  • Possess high team spirit, excellent people skills, and ability to work under pressure.
  • Capable of fostering collaboration and team-work.
  • Excellent communication skills, excellent Dari/Pashto and English capabilities. (written/reading/spoken).
  • Computer knowledge, (MS Office, Internet and Financial packages).
  • Demonstrated interpersonal skills including diplomacy and tact.
  • Ability to set priorities and manage time effectively.
  • Ability to work both independently and as an effective team member.
  • Demonstrated ability to take initiative, build consensus and make things happen.
  • Ability to write in a clear and concise manner and to communicate effectively orally.

Reporting relationships:

Reports directly to the National Coordinator with coordinationand collaboration of financial issues with the Director of Finance in Kabul.
