Terms of Reference for Individual Consultant/Firm for ToTof CRP on HEalth

Introduction of Taraqee Foundation:

Taraqee Foundation, a national level NGO, registered with Security and Exchange Commission of Pakistan (SECP) under the Company’s Ordinance 1984 and engaged since 1994 in different development sectors of Balochistan i.e. Health, Education, Environment & Infrastructure, Livelihood and emergency response.

Background Information and Rationale:

Taraqee Foundation has engaged with PPAF in implementing a project on Institutional Development in UC Saddar Muslim Bagh of district Killa Saifullah from March 2015. The project is mainly working with communities in five different areas i.e. Social Mobilization, Health, Education, Community Physical Infrastructure and Livelihood. The first phase of the project was purely on community mobilization and involving community to form Community Organizations (COs), Village Organizations (VOs) and Local Support Organization (LSO). Each CO will be formed by involving 15 – 25 household members and their office bearers will move further to form VOs and LSO. The community institutions also finalized their Village Development and Union Council Development Plans to identify their needs and its solutions.

The Fourth phase of the project is initiated by meeting the requirements of Village/UC Development Plan. One of the activities is design to advocate community on health issues and its precautionary measure for which the job is handed over to community itself. Taraqee Foundation will identify some potential community members to be known as “Community Resource Person (CRP)” who already have some knowledge on health issues and having the quality of delivering trainings/sessions to the community.

The project has successfully entered in its fourth phase. The previously held training for CRPs on basic and General Health andHygiene concepts resulted fruitful. Therefore,a refresher Training for CRPs is designed to give them more hands on experienceon delivering knowledge in accordance to address the health issues and precautionary measures in more appropriate manner. This refresher will precisely supplement the advocacy and awareness raised earlier amongst the targeted community on Basic Health and Hygiene.

Taraqee Foundation is intended to hire a specialized firm or individual consultant to conduct the ToT (Refresher) for CRPs and these CRPs will further impart sessions with community to advocate them particular knowledge.

Specific Objectives:

  1. A refresher Training will be provided to the CRPs in order to enhance and strengthen their capacity on Basic Health and Hygiene Concepts.
  2. Enable and equip the CRPs to gain complete grasp on the subject which will be a sustainable asset for future interventions
  3. Understand the concepts as well as in-depth knowledge on general health issues, health & hygiene, safe drinking water, and open defecation issues.
  4. CRPs are aware with solutions about the said issues and ready to provide the information to community as per techniques taught by consultant.
  5. CRPs are able to develop plans, maintain record, and write reports on sessions.

Scope of Work:

The consultant/firm will impart the ToT to the Community Resource Person (CRPs) and meet the above mentioned objectives. Consultant/firm will prepare and provide a training manual/module for its own use for ToT and for CRP use during sessions. The manual/module will cover the areas identified in the objectives and submit to Taraqee Foundation for record. Consultant/Firm will have to prepare handouts for ToT participants as well as CRPs to be developed in Urdu so that CRPs will impart sessions accordingly. Consultant/firm will have to impart training in district for which TF will support in traveling, boarding and lodging. All the arrangements related to venue, refreshment/food, stationery (as required by consultant) will be the responsibility of TF. At the end of training, consultant/firm will be responsible to provide ToTreport for the pre and post evaluation of the CRPs.

Consultant/Firm has to follow the simplest approach to impart the contents with frequent use of local language. The methodology of the training would be participatory with excess use of group work, role play and any other practical method, meanwhile, plenary lecture would also be feasible for better understanding. Consultant/Firm will have to show already prepared sample for plans and reports templates so that participants will have hands on practice on each record. All the contents should be delivered by giving daily life examples and demonstrate the same where required. Medium of instruction for training should be Pashto (Primarily) and Urdu (Secondarily).

Eligibility of a Firm:

  • Must be registered as training firm under company registration.
  • Authorized of awarding certificate on health specific trainings.
  • Must be associated with health sector from more than 8 years.
  • Minimum 5 years’ experience of conducting Training of Trainers on health issues.
  • Must be equipped with required tools and setup required for ToT.
  • Must have trainers having 5 years of experience in health sector with excellent presentation and interpersonal skills.
  • Must have trainers having 3 years of experience in conducting ToT particularly on health.
  • Excellent report writing skills in English and Urdu and able to conduct and analyze pre and post evaluation.

Eligibility of a Consultant:

  • Must have Master Degree in relevant subject or certified on health portfolio.
  • Must have 8 years of experience with health sector.
  • Must have 5 years of experience in conducting trainings.
  • Must have 4 years of experience in imparting trainings on community health issues.
  • Excellent report writing and presentation skills.

Deliverables:

  • Training Manual/Module.
  • Handouts for participants.
  • Day-wise schedule of trainings with contents and methodology.
  • Training report for every separate event.

Contract Duration:

The assignment will be completed within 20 days after signing of agreement including report submission and other related documents. Expected dates of training will be communicated later by TF.

Budget and Payment Schedule:

  • Consultant/Firm will quote the budget in Pak Rupees for his/her services, module/manual and handouts.
  • 30% agreed amount will be paid on commencement of training and submission of module/manual and handouts.
  • 50% agreed amount will be paid after completion of training events in the field.
  • 20% agreed amount will be paid after submission of report and analysis on pre & post evaluation.

Selection Method for Firm:

Selection of the firm will be finalized after scrutiny on the basis following criteria:

  1. Registration Certificate (10 Marks)
  2. Eligibility of Awarding Certificates (10 Marks)
  3. Firm’s overall experience (20 Marks)
  4. Firm’s relevant experience (20 Marks)
  5. Availability of relevant setup and equipment (20 Marks)
  6. Trainers’ Qualification in relevant subject (10 Marks)
  7. Relevant experience of Trainer (10 Marks)

Selection Method for consultant:

Selection of consultant will be finalized after scrutiny on the basis of following criteria:

  1. Educational Qualification (20 Marks)
  2. Total Working Experience (20 Marks)
  3. Experience in conducting training sessions (20 Marks)
  4. Experience in relevant subject (20 Marks)
  5. Report Writing and Presentation Skills (20 Marks)
