GENERAL ORDER NO. 1:

Effective: 12:01 AM, Thursday, January 1, 2016

  1. All General Orders issued prior to January 1, 2016 are canceled.
  1. New GCOR signal aspects and indications have been adopted by TRRA. These new signal rules are being progressively applied to all control point and intermediate signals as upgrades and wiring changes are made at each field location. Current signal aspects and indications will remain in effect at all locations until individual GeneralNotices are issued by location.

The attached chart shows the new GCOR signal rules (Rules 9.1.3 to 9.1.15). The italicized number in parentheses under each new GCOR rule is the similar current signal rule.

As of this date, GCOR Signal Indications are currently in effect at the following locations:

  • Gratiot StreetTA 002 (Merchants and MacArthur Subdivision)

Employees are required to know which chapters are required for their craft and that their rule book contains all updates that have been released for their required chapters.

4. Reference TRRA Train Dispatcher Rules

Rule 21.7 (Blue Signal Protection of Workmen) is canceled in its entirety.

General Code of Operating Rule 5.13 must be used to reference Blue Signal Protection of Workmen.

5. Reference TRRA Air Brake and Train Handling Rule 103.8.4

Rule changed to read as follows:

Securing Train or Portion of Train with Locomotive Attached

When securing a train or portion of a train with a locomotive attached:

1. Fully apply the independent brake

2. Make a 20-psi brake pipe reduction

3. Apply sufficient number of hand brakes to secure the cars left standing. All locomotive parking brakes must remain in the Release Position until the completion for the testing.

4. Release the automatic brake, if applicable, and allow the train slack to adjust.

5. Gradually release the independent brake allowing slack between locomotives and cars to adjust according to grade conditions.

6. After the slack has fully adjusted, observe the equipment for 1 minute to determine that there is no movement indicating that the hand brakes are effective and the equipment will remain secured.

EXCEPTION: When the lead locomotive consist is detached froma Distributed Power train, the Distributed Power locomotives leftunattended in the train are not governed by the requirements of thispart provided the locomotives are properly configured in “SET OUT”

mode. A sufficient number of hand brakes must be applied to securethe equipment left standing.

6. Reference TRRA Subdivision Timetables, Merchants Subdivision, SI-02 Speed Restrictions

The following speed restriction is added to read as follows:

Grand Avenue to Gratiot

7. Reference TRRA Maintenance of Way Rules, 42.0 (Rules for On-Track Operation of Track Cars, Roadway Machines and Work Equipment).

Rule 42.1.7 (Safe Passage) is changed to read as follows.

Occupants must keep a lookout for trains, obstructions in flange ways, animals and other objects that might affect the track car's safe passage.

When using gang motor cars, assign one employee on each end of the car to watch for obstructions and other hazards.

Employees so assigned must face outward and must be seated to ensure secure footing and hand hold. Do not overload ends or sides of gang motor cars.

8. Reference TRRA Maintenance of Way Rules, 42.0 (Rules for On-Track Operation of Track Cars, Roadway Machines and Work Equipment).

Rule 42.3.1 (Requesting and Releasing Track Authority is changed to read as follows:

After an employee requests a track authority, the dispatcher or control operator must confirm the limits with the employee prior to issuing the authority. This job briefing is intended to ensure that there is no misunderstanding of the limits of the authority.

When releasing a track authority, the employee will provide their identification, location and their intent to clear or release an authority, including the limits of that authority. The employee will then ask the dispatcher or control operator to advise when ready. When the train dispatcher or control operator advises that he/she is ready, the employee will release the authority in the normal manner. The employee must then listen carefully to the dispatcher's or control operator's repeat to ensure that the proper track authority is being released.

Before a track car can occupy a main track, all information included in the track authority must be given to all track car occupants and others who will use that authority. This information also includes advice covering the movement to be made and the work to be performed.

Track cars, including roadway machines and work equipment, must have a working radio on at least one unit when moving together under the same track authority.

Employee designated by the employer to provide On-Track-Safety for a roadway worker group or groups, and each Lone Worker, shall be provided, and where practicable, shall maintain immediate access to a working radio. When immediate access to a working radio is not available, the employee responsible for On-Track-Safety or Lone Worker shall be equipped with a radio capable of monitoring transmission from train movement in the area.

The above does not apply to railroad operations where the work location of the roadway group or Lone Worker:

  • Is physically inaccessible to trains;
  • Has no through traffic on adjacent tracks during the period when roadway workers will be present.

9. Reference TRRA System Special Instructions, Item 18 (Track and Time / Foul Time Reference Guide).

MOW Rule 42.3.1 (Requesting and Releasing Track Authority) is changed to read as follows:

Maximum Clearance changed to read as follow:

Freight and/or Equipment exceeding 20’ 7” will not clear the main spans of the MacArthur Bridge.
