TENDER NOTICE FOR GENERAL UPKEEP & MAINTENANCE

Sealed and separate tenders are invited in two bid system (Technical and Financial) directly from reputed and experienced bidders for annual maintenance contract of General upkeep & maintenance in Embassy’s complexes of Defence Wing at Kathmandu, Pension Paying Office Pokhara and Pension Paying Office Dharan. The last date of receipt of offer in sealed envelope is on or before 27 July 2015upto 1700 hrs. Interested parties are requested to contact AMA(P), Defence Wing, Embassy of India, Kathmandu (Ph. 01- 4415609/01-4410900Ext. 4185/4186) from 28 May 2015 onwards between 10.00 A.M. to 4.00 P.M for visit on site and getting detailed scope of work, evaluation criteria etc.

NOTICE INVITING BIDS
Embassy of India invites sealed and separate tenders under two bid systems (Technical and Financial Bid) from established/reputed labour contractors/manpower supply agencies for annual General upkeep & maintenance of its premises at kathmandu, Pokhara and Dharan. Brief scope of work is as follows:-
(1)Daily cleaning of the office premises of Defence Wing at Kathmandu (excluding Defence Attache’s office). Cleaning of furniture items, floorings, glass/wooden doors and windows, fixtures and shifting of furniture etc. General conservancy services and cleanliness of office toilets to keep in hygienic condition.
(2)General service, maintenance and development of the campuses at PPO Pokhara, PPO Dharan and PPO Kathmandu.
(3) Collection and disposal of all garbage and waste material at designated places.
(4) Any other related work assigned from time to time by these offices.
The contractor shall engage a total of 12 workers (both skilled and unskilled viz 06 for PPO Pokhara, 03 for PPO Dharan, 02 for PPO, Kathmandu and 01 for Defence Wing excluding Defence Attache office, Kathmandu) having the required experience. The bids should be strictly in accordance with minimum wages fixed by Government of Nepal. The financial bid will be opened only for such companies which succeeds on the basis of pre-qualification/evaluation criteria
Interested parties meeting the above requirements are requested to contact AMA (P), Embassy of India, Kathmandu from 28 May 2015 onwards between 10.00 A.M. to 4.00 P.M. for visit on site for getting detailed scope of work, evaluation criteria. Last date for receipt of sealed bids will be 17.00 hrs. on 27 July 2015.
The Embassy of India reserves the right to reject/cancel any or all bids without assigning any reason. Telephone enquiries will not be entertained.

1.SCOPE OF WORK

A.PENSION PAYING OFFICE, POKHARA

The scope of work will include:

(i)Grass cutting, cleaning of roads, pathways, minor painting in following areas:-

(a)Helipad-47524 sqft

(b)Rally ground-72384 sqft

(c)Play fields-25350 sqft

(d)Area of ESM meetings-24090 sqft

(ii)Periodic maintenance of sewage system, soak pits & sewage tanks.

(iii)Periodic maintenance of water pipe line, daily water supply to 61 staff quarters, guest houses, dormitories, office and upkeep of entire water supply system within PPO complex.

(iv)Daily/periodic maintenance of plumbing, masonry, electricity and wood work.

(v)Seating arrangement of shamiyanas, carriage over 1000 chairs, dias and other related works during national days and visit of VVIPs.

(vi) Collection and disposal of all garbage and waste material at designated places.

(vii)Any other related work assigned from time to time by the Embassy.

B.PENSION PAYING OFFICE, DHARAN

The scope of work will include:

(i)Day to day maintenance work inside PPO Complex spread over an area of 9.32 acre likes grass cutting, cleaning of roads, pathways, drainage, rally ground, lawns, orchards, offices, other building premises.

(ii)Minor painting, electric and plumbing works, gardening, horticulture and maintenance of aesthetics of the area.

(iii) Collection and disposal of all garbage and waste material at designated places.

(iv)Any other related work assigned from time to time by the Embassy.

C.PENSION PAYING OFFICE, KATHMANDU

The types of daily works to be carried out at PPO Kathmandu are as under:-

(i)Cleaning of office area of PPO Kathmandu (Approx 2560 sqft) at Thamel.

(ii)Cleaning of furniture/furnishing items, floorings, glass/wooden/iron chair, tables, doors, windows and shutter etc of office of the PPO Kathmandu.

(iii) Cleaning of open space/lawn/waiting area for pensioners of PPO Kathmandu.

(iv) Cleaning of sign boards/indication boards/name boards etc.

(v) Cleaning of toilets/urinal.

(vi)Collection/disposal of all garbage and waste materials.

(vii)Cleaning of decorative items etc. held within office premises.

(viii) Any other related work assigned from time to time by the Embassy.

D. DEFENCE WING (EXCLUDING DEFENCE ATTACHE OFFICE)

The types of daily works to be carried out are as under:-

(i)Cleaning of 03 offices, NE Cell, Lib of ROIE, Store room including 05 toilets.

(ii) Cleaning of open space/lawn/waiting area etc.

(iii) Collection/disposal of all garbage and waste materials.

(iv) General cleanliness of office premises.

(v) Any other related work assigned from time to time by the Embassy.

2.The cleaning material, consumable items and equipment such as lawnmovers, bush cutters, gardening implements, etc. shall be supplied by the respective offices.

3. The Contractor shall engage 12 workers (both skilled and unskilled) (06 at Pokhara, 03 at Dharan, 02 at PPO, Kathmandu and 01 at Defence Wing (Excluding Defence Attache office).

4.The working hours for the Contractor’s employees will be 0800 hrs to1700 hrs on a five-day week basis with lunch break from 1300 hrs to 1400 hrs. Saturday and Sunday will be the weekly off days for workers. The working hours for the Nepali calendar months Mangsir to Magh (3 months) will be 0800 hrs to 1600hrs.

5.There will be no holidays for the employees except for two days during Dashain and one day for Deepawali (Bhai Tika) [Dates to be decided on mutual consultation].

6.The Contractor shall employ, in consultation with the Defence Wing, Embassy of India, only those persons who are physically, medically and mentally fit and whose antecedents have been verified and cleared.

7.The workers engaged by the Contractor will be the employees of the Contractor and the Defence Wing, Embassy of India will not, in any way, be responsible for any liability/compensation on account of accident, injury or death of workers while performing their work inside the Embassy campus.

8.The Contractor will be responsible for providing two sets of uniforms (winter and summer) to all the workers engaged by him.

9.The contractor shall pay minimum wages fixed by GON to the workers/labours

10. The agreement shall be valid for a period of one year from 01 Jul 2015 unless otherwise terminated earlier by a written notice by the Defence Wing , Embassy of India or extended by mutual agreement between both sides.

Pre-Qualification/Evaluation/Exclusion Criteria

NOTE : Unprecedented situation : If after opening of financial bids it is found that there are more than one lowest bidders, in that case preference will be given to those contractors which scores more evaluation marks in the technical bids
Minimum 70% examination mark is required to shortlist the firms for opening of financial bids.
