TENDER NOTICE AND INVITATION TO TENDER

Bidders are hereby-invited bid for The rehabilitation of bulk water and sanitation infrastructure in a number of Tsitsikamma Villages.

Bidders must be registered with the CIDB. The principal tenderer should have a CIDB contractor grading of 4ME or higher, with the civil works under this contract to be executed by a subcontractor with a CIDB contractor grading of 4CE/3CEPE or higher.

A compulsory clarification meeting with representatives of the Employer will take place on Wednesday 25January 2012 at the Assegaaibosch Lodge (GPS Co-ordinates: 33o56’44”S & 24o18’51”E.), commencing at 09:30.

Bid documents will be available from the Koukamma Municipality, 5 Keet Street, Kareedouw Cashier’s office upon payment of a non-refundable fee of R250.00 per document as from 25 January 2011. The closing time and date for the receipt of bids is 12:00 on Friday, 10 February 2012. Bid documents must be deposited in the tender box at reception.

Preferential Procurement policy framework Act (PPPFA) points will be awarded as follows:

·  Price – 90 points

·  B-BBEE Status level of contributor – 10 points

Total = 100 points

Bidders should take note of the following bid conditions:

1.  An original valid tax clearance certificate must be submitted with the completed original tender document.

2.  Telegraphic, telephonic, facsimile, e-mail and late tenders will not be accepted.

3.  The principal bidder should have a CIDB contractor grading of 4ME or higher, with the civil works under this contract to be executed by a subcontractor with a CIDB contractor grading of 4CE/3CEPE or higher.

4.  The Koukamma Municipality’s Supply Chain Management Policy will apply.

5.  Broad-Based Black Economic Empowerment Status Level certificate

6.  Municipal Clearance Certificate

Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.

Failure to complete all supplementary and/or requested information will result in the tender being deemed non-responsive.
