TERMS AND CONDITIONS

(Single stage – one envelope)

  1. Bids are invited following the tendered specification, terms and conditions on single stage one envelope basis.
  2. The above-mentioned item shall be manufactured strictly in accordance with the specification given above.
  3. Quantity mentioned above can be changed (increase or decrease) at the time of purchase order.
  4. Security equal to 5% (Five percent) of the gross amount of payment to supplier shall be retained by the University from the bill which will be returned after satisfactory completion of six-month warranty period for furniture items from the date of satisfactory inspection of all the furniture items at AIOU Campus. Incomplete/conditional tenders or those received without specified earnest money or received late shall be rejected.
  5. Tender along with earnest money (refundable) in the shape of Call Deposit only, equal to 5% of the total highest value of the tender, drawn in favour of Treasurer, AIOU Islamabad be sent with the tender. The last date for the submission of the tender would be 28-03-2018at 10:00 AM The tender would be opened on the same day at 10:30 AM in the presence of the bidders or their authorized representatives, who wish to be present.
  6. Tender will be accepted only with original tender documents, issued by AIOU. As such the tendered rates to be approved/accepted for furniture should be valid for 90 days from the date of opening the tenders.
  7. Sample of furniture items may be manufactured and be got approved (before painting the same) within 15 days.
  8. The item shall be supplied, within 45 days.
  9. The furniture not conforming to the specifications or not up to the required standard of workmanship (as approved) shall not be accepted and University shall not be under obligation to pay any expenses therefore, whatsoever. In this connection decision of the University shall be final and binding.
  10. The supply of the furniture will be carried out in accordance with the time schedule and in case of delay, penalty of 2% of the total cost per week or part thereof, will be imposed which may be recovered from the earnest money and/or bill of the supplier.
  11. No advance payment will be made as per Government Rules.
  12. Government Taxes shall be deducted at source according to the rules.
  13. The furniture items shall carry a warranty of six months.
  14. The University reserves the right to accept or reject any or all tenders fully or partially, without assigning any reason thereof. In case of any dispute, the decision of the University Purchase Committee will be final.
  15. The tender will be submitted in sealed cover on which “TENDER FORFURNITURE ITEMS” shall be boldly written.
  16. The rates are to be quoted inclusive of cost of the furniture, GST, other taxes, carriage, octroi loading, verification, inspection, and installation. Higher specifications in the same price will be preferred.
  17. The supplier at his own risk and cost will remove any rejected furniture. The earnest money will be forfeited in case the tenderer/supplier violates or fails to comply with any for the terms and conditions.
  18. In case the firm fails to supply (whom purchase order served) whole or part of the ordered quantity according to the agreed schedule, the University will forfeit the earnest money and reserves the right to arrange such supplies from the open market at the risk & cost of the supplier.
  19. The supplier must supply following documents with the tender in addition to above.
  20. Particular of the firm with official address, telephone no./telegraphic address, etc.
  21. Date since doing/functioning the business with copy of certificate of registration.
  22. Income tax department registration/national tax number.
  23. Sales tax registration no. with copy of sales tax registration certificate.
  24. If ever black listed by any Government or other similar organization, give details.
