TEMPORARY POWER USAGE AGREEMENT

“OLD PERTH ROAD TWILIGHT MARKETS”

The Town of Bassendean will provide power for the Old Perth Road Twilight Markets. The power will be distributed from generators through to mobile power boxes. To ensure the safety of all parties, market participants are required to abide by the following instructions.

Whilst every endeavor will be made by the Town of Bassendean to afford such power allocations there will be occasions where this is neither practical nor possible due to site power limitations, logistics and/or other extenuating site requirements. In any such event, where possible, the Town of Bassendean will advise the event coordinator in advance of any such increase or decrease in anticipated allocation.

The Town of Bassendean will provide

  1. Single-phase power provided from one point of distribution. Any requirement for additional power must be made in writing to the Town of Bassendean for consideration at least one week prior to the commencement of the event. A fee, to the Stall Holder, may be associated with access to additional power requirements.
  2. Distribution boards/points allocated for usage will be protected by an RCD Safety Switch with a functional earth test button for local site testing. The Town will also ensure that all RCD Safety Switches are regularly tested for compliance in accordance with OH&S and Industry requirements.
  3. That where deemed necessary by the Town of Bassendean, one or more Town representative(s) to be readily available for consultation, event management and policing of adherence to safety rules and responsibilities.
  4. Where necessary, afford suitable temporary fencing and cable management and /or protection to primary power cords/leads associated with incoming supplies to distribution boxes and to protect points of distribution.
  5. Where deemed necessary provide and/or erect suitable safety signage highlighting dangers, hazards and/or areas of concern.
  6. Prior to each event, conduct a site safety evaluation and/or risk management assessment, and where necessary, develop a site/event safety management plan that is communicated to and agreed by all parties and/or stakeholders concerned, prior to an even taking place.
  7. Conduct a safety risk assessment prior to the safe installation, management and use of temporary provisions prior to each event. Followed by an appropriated safety management plan established that includes and/or address all the items raised herein and subsequently communicated to all parties and/or stakeholders concerned.

Stall Holders - Responsibilities

  1. All end-user power cords/ leads used during the connection to and/or distribution of supply must be provided by the stall holder. A 25 metre in length power cord lead may be required for connection to the power supply. The Town of Bassendean will not supply leads/cords, cable management and/or suitable safety protection to event end-users.
  2. All such power cords/leads must have attached an approved, legible compliant safety test tag that has been tested and certified by a suitably qualified person with no less than 14 compliant days remaining on each tag.
  3. All apparatus, equipment and/or appliances connected to a single supply must not exceed 5amps or 1200watts in total unless otherwise advised by the Town of Bassendean. In the event additional power is required, event end-users must apply in advance of the event to ensure any additional demand can be accommodated without impinging on supply limitations and/or the needs of other users.
  4. Only power cords/leads may be connected to the allocated power outlet(s) within the Mobile Power Box as identified by the Town of Bassendean. No adaptors and/or power boards are permitted within power boxes.
  5. All such power cords/leads must have suitable plug top cable management/protection to prevent accidental dislodgment of any cables interconnected and/or daisy chained together.
  6. All such power cords/leads, when connected to a distribution source must be done in accordance with all applicable Occupational Health and Safety Requirements, ensuring they are secured from accidental dislodgment by looping cables around “cable secure” bars/holders and/or adjacent to distribution boards.
  7. The use of power boards within a participant’s stall/activity area is not recommended. Any such use is done at the participant’s own risk and any accidental overloading and/or failure to adhere to consumption limitations may result in cessation of power and/or eviction from the event.
  8. Any loss of power caused by faulty equipment, appliances and/or overloading caused by exceeding the allocated provision that results in the loss of function and/or revenue of another event participant will be deemed the responsibility of the person(s) that caused the problem.

All end-users must abide by strict requirements, rules and responsibilities and therefore must sign the Agreement/Disclaimer Document as outlined below:

Stall Holders Acknowledgement & Agreement

  1. I hereby acknowledge and agree that I have read and understand the requirements as set out in this Temporary Power Usage Agreement and have been afforded the opportunity to have any that are of concern clarified prior to accepting these conditions.
  2. I hereby acknowledge and agree to abide by any directives that may be issued from time to time by the Town of Bassendean and/or its representative(s) while attending the markets.
  3. I hereby agree to abide by all relevant Occupational Health and Safety requirements including any additional directive(s) and/or similar that may be issued to me from time to time by the Town of Bassendean and/or its representative(s).
  4. I hereby agree to act in a professional and ethical manner that reflects the best interests of the community, the event, the Town of Bassendean and the safety and/or welfare of the general public and property.
  5. I agree to and accept the role and responsibility for notifying all those associated with and/or acting on my behalf, whilst participating as an event end-user of all event requirements, including those stated herein and as may be communicated to me from time to time from the Town of Bassendean.
  6. Furthermore, I acknowledge and accept that should I and/or any person(s) associated with my activity breach these said requirements that it may result in immediate cessation of supply including omission from the event and/or future events.
  7. I acknowledge that the following are my allocated power provisions for use by me during the event and that any use of additional provisions constitutes a breach of Event Rules (Regulations) and Responsibilities.
