1Staff Experience

1.1Staff Experience

The Proposer must list Key Proposer Personnel by Proposed ProjectRole(s) whom the Proposer intends to use as staff on the project, including both the Proposer and any Subcontractor staff (see Table 1). Proposer Resources may individually fill more than one Proposed ProjectRole, and shall be listed for each Proposed ProjectRole they are proposed to play.

Note:Key Proposer Personnel may be subject to time commitment and onsite requirements.Should the Proposer proceed to Stage 2, Key Proposer personnel may be subject to an interview by the Selection Committee.

Instructions:For each key Proposer personnel listed above in Table 1, Proposer must provide a current resume reflecting the personnel skill sets, years of experience, and certifications (including expiration dates).

2Project Organization and Staffing Plan

The Proposer must describe the staffing organizational plan required to provide a fully functional Solution. The ASR will provide a negotiated number of subject-matter-experts to support the development and validation of the Solution. The Proposer should assume that it will be responsible for all of the professional services required for the project.

Note: Responses to individual questions within each response template should not exceed one (1) page in length. Marketing and sales-type information should be excluded. All parts, pages, figures, and tables should be numbered and clearly labeled with references to the appropriate section of the RFP.

2.1Overall Project Staffing Resources

Instructions: The Proposer must provide an overall estimate of expected resource levels required by both the Proposer and the Office of the Assessor-Recorder (business and technical resources) in delivering the proposed solution and services tothe Office of the Assessor-Recorder. Post-Implementation Maintenance and Operations Support has been broken down into constituent parts that may not be applicable to all potential solution delivery models. Proposers shall complete the resource estimate as applicable to their proposed solution.

2.2Project Organization and Staffing Chart

Instructions: Proposers must provide a proposed organization chart showing both the Proposer staff, their relationship to Office of the Assessor-Recorder, and other Office of the Assessor-Recorder contractor staff that may be required to support the System project(s). The organization chart must include all key Proposer personnel and, based on the proposed solution, the Contractor’s requirements for City resources. Proposers shall provide a summary of each key member’s high-level responsibilities. Key contractor personnel shall not be added, replaced or removed without Office of the Assessor-Recorder permission.

2.3Staff Contingency Plan

Instructions: The Proposer must provide a contingency plan that shows the ability and process to add more staff if needed to ensure meeting the project's due date(s).

The proposer must provide a description of their plan to monitor the project, and how a determination to deploy contingency staffing will be made. The proposer must also provide staff retention and succession plans.

2.4Use of City Resources

Instructions:The Proposer must take into account Office of the Assessor-Recorder staffing constraints and propose a plan that optimizes Office of the Assessor-Recorder staff time and uses only the Office of the Assessor-Recorder resources that will be available. Using that as a guideline, describe how you will incorporate those resources into the project to ensure successful completion and delivery of the System.
