Instructions:States must provide explanations for the % Difference between FFY2016 and FFY2017 Total Service Expenditure/Service Units which can be found in the Service Unit and Expenditure Report for each service (older adult and caregiver services) if the difference is equal to or greater than 10% (plus or minus).

Initial Steps:
- Enter your state’s 2 letter abbreviation in the place indicated below.
- Open and run the SPR Service Unit and Expenditure Report available through the SRT (State Reporting Tool).
Review % Difference between FFY2016 and FFY2017 Total Service Expenditure/Service Units Steps:
- Use the SPR Service Unit and Expenditure Report to fill-in the corresponding columns for all services for the three programs listed below.
- Provide explanations for all % Difference that is equal to or greater than 10% (e.g. -20%, -10%, +10%, +36%, etc.).
- Provide explanations for any expenditure per unit that are highly unusual.
Final Steps: Email completed SPR Service Unit and Expenditure Report to your ACL Regional Office State Liaison for their review and approval.
