REAL PROPERTY REGISTRATION AND CADASTRE PROJECT

Based on the Law on Confirmation of the Loan Agreement (IBRD Loan No. 4674-HR) between the Republic of Croatia and International Bank for Reconstruction and Development for the Real Property Registration and Cadastre Project (Official Gazette No. 2/03), Project Implementation Unit announces

REQUEST FOR EXPRESSIONS OF INTEREST

for a Software Quality Expert (SQE)

for the Real Property Registration and Cadastre Joint Information System and Land Data Base Development and Implementation

1. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development for the Real Property Registration and Cadastre Project. The Project has additional funds from the European Union CARDS Grants, and intends to apply a part of the Project funds to cover eligible payments under the Contract for a Software Quality Expert (SQE) for the Real Property Registration and Cadastre Joint Information System and Land Data Base Development and Implementation.

2. Main objective of the assignment is strengthening the administrative capacity of the Project Steering Committee, Project Implementation Unit, Ministry of Justice, State Geodetic Administration and Zagreb Cadastre IT Directorates in the quality assurance aspects related to the design, development and analyses for the Joint Information System development and its implementation, in order to properly assure the requested level of outputs of the Joint Information System Establishment Project that has been contracted out, trough introducing of a proper IT quality standards and methodologies.

The expected period of service is 60 days during the period December 2007 – July 2009. The Consultant will have approx. 7-8 missions to Croatia for. 40-50 days for the total Contract duration.

3. The Project Implementation Unit on behalf of the Ministry of Justice and State Geodetic Administration invites eligible individual consultants to indicate their interest in providing the service. Interested consultants must provide information indicating that they are qualified to perform the services.

4. The SQE Expert should meet the following requirements:

·  Having min. 5 years of international experience with the design, development, test processes, and deployment of (geo-spatial) information system development;

·  Having min. 3 years of software quality assurance/testing experience of increasing complexity with the planning, organization, and control of Software Quality Procedures for complex information system development projects and experience in developing software and associated documents;

·  Having min. 5 years experience in reviewing and analysing the system design, development and implementation especially for Land Registration and Cadastre;

·  Has experience with current and emerging technologies;

·  Experience with testing modern-based applications in an informal to semi-formal testing environment;

·  Experience with Quality Assurance methods, standards, and tools;

·  Must be resourceful enough to apply testing methodologies even when a formal specification is not available;

·  Familiarity with the underlying architecture of a modern-based application for Land Registration and Cadastre is required;

·  Experience in using defect tracking and test management tools;

·  Understanding of the information system development life cycle processes, and sufficient knowledge of the application of various information system development methods (e.g. waterfall, iterative);

·  Solid troubleshooting and analysis skills with attention to detail and quality;

·  Having knowledge of World Bank procurement procedures;

·  Excellent knowledge in the English language;

·  Ability to work independently as well as a member of a team.

5. Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
