Our diverse teams work with individuals, families and communities to reduce drug use, improve mental health and reconnect people to their family and the community.OHV provides community services for those whose lives have been affected by alcohol and other drugs and is partnering with Uniting Care ReGen to deliver integrated, person-centred and evidence-based treatment services as the N&W Metro AOD Service, part of the Victorian AOD sector reforms.

Position Objective

The Clinical Consultant is responsible forthe achievement of catchment wide integration for assessment and treatment planning. The position leads the Intake & Assessment and Care & Recovery teams and the clinical review process, ensuring a consistent multi-disciplinary approach to treatment planning, resource allocation and client classification.

Role Responsibilities:

Key responsibilities for this position include:

LEADERSHIP IN THE PROVISION OF TREATMENT SERVICES

  • Providing strategic direction, leadership and innovation regarding the provision of clinical services;
  • Providing high quality engagement, assessment, treatment and support services to individuals and their families, using best practice principles including Family Inclusive Practice and Dual Diagnosis principles;
  • Overseeing and coordinating the review of all assessments and treatment planning across the catchment through daily clinical reviews including:

Ensuring consistent decisions are made in regard to client classifications (complex or standard) and prioritising those with greatest needs;

Overseeing effective and efficient allocation of resources, including approval of provision of Care & Recovery if required;

Endorsing and or making recommended changes to treatment plans, ensuring that they adhere to relevant standards, that they are client driven and reflect an individualised, recovery based model of support;

Ensuring the provision of effective pre-treatment support where required; and

Providing re-assessment clinical reviews for clients whose needs change.

  • Overseeing client progress throughout their treatment journey;
  • Monitoring waiting lists for assessment and treatment and reporting to senior management as required;
  • Responsibility for maintainingthe efficient running of the assessment roster, including after-hours work as required;
  • Ensuring that client, counsellors and program goals are met in accordance with established program policies and procedures, agency expectations, funding guidelines and legislation;
  • In consultation with the Catchment Manager, coordinating the Assessment, Counselling and Care & Recovery functions across the catchment, including those employed by partner agencies;
  • Maintaining statistical data collection systems and ensuring effective and efficient procedures are in place to meet reporting requirements;
  • Assisting with referrals, assessments, and client counselling work as necessary.

PROFESSIONAL LIAISON AND CONSULTATION

  • Providing clinical expertise and secondary consultation to employees and external stakeholders;
  • Maintaining regular communication and feedback with the Catchment Manager and the wider organisation regarding clinical issues including waiting lists and client management;
  • Working closely with Care & Recovery Coordination to ensure service provision to those with complex needs;
  • Establishing and maintaining collaborative and productive working relationships with current and potential stakeholders and partners, both internally and externally including General Practitioners, mental health services, family services and other stakeholders;
  • Participating in team planning, steering groups, reference groups and working parties inside and outside the agency;
  • Acting as a representative in forums and related interagency meetings.

SUPERVISION AND PROFESSIONAL DEVELOPMENT

  • Actively participate in ongoing professional development by attending supervision and training;
  • Providing supervision to employees involved in Intake & Assessment, and Care & Recovery Coordination;
  • Providing clinical leadership and consultation to employees;
  • Supporting the student placement program.

QUALITY ASSURANCE

  • Leading the achievement of continuous quality improvement;
  • Promoting a legislative compliance culture throughout the organisation, and ensuring that employees within your catchment are fully conversant with relevant law, regulation, industry codes and policies/procedures;
  • Monitoring compliance with legislative requirements and risk management strategies within the catchment, and reporting incidents to the Catchment Manager.

ADMINISTRATION

  • Maintaining up to date client notes, case files and data entry;
  • Actively participating in the revision and development of policies, clinical guidelines and treatment programs;
  • Undertaking other duties as directed by the Catchment Manager.

Key Selection Criteria

  1. Relevant health and or welfare tertiary qualification e.g. in Social Work, Psychology, Nursing or Allied Health Sciences or working towards completion of relevant qualification.
  2. Certificate IV in AOD or have completed the required competencies (or able to complete within the first 12 months of employment).
  3. Competencies in dual diagnosis (or able to complete within the first 24 months of employment).

  1. Competencies/training in providing clinical supervision (or complete within the first 12 months of employment).
  2. Extensive experience in the provision of treatment services with AOD or dual diagnosis clients, including screening, assessment and treatment planning, withdrawal and community based treatment.
  3. Comprehensive knowledge of the relevant legislation, related policy and awareness of current trends in AOD service delivery.
  4. Proven ability to work with a range of people and organisations (including specific groups such as Aboriginal, CALD and Forensic clients) in a non-judgmental and respectful manner.
  5. Highly developed communication, mediation and negotiation skills (including the ability to resolve conflict and solve complex problems) with a range of people, including service users, families, employees, General Practitioners, mental health professionals and other key stakeholders.
  6. Ability to prepare correspondence, written reports and statistical data within established timeframes.
  7. Ability to provide leadership and supervision to others.
  8. A demonstrated commitment to teamwork and the ability to take appropriate individual and team responsibility for the welfare of clients.

Essential Requirements

  • Satisfactory outcome of a confidential Police Check and Working with Children Check.
  • Certificate IV Alcohol & Other Drugs, or willingness to complete
  • Empathy for those whose lives have been affected by problematic alcohol and other drug use/ and or mental health disorders.
  • Possession of a current Victorian Driver’s License.
  • Information technology skills, including proficiency in Microsoft Office suite.
  • Eligibility to work in Australia.

Desirable Requirements

  • Registration with a relevant professional body (e.g. AHPRA).
  • First Aid Certificate.
  • Current knowledge of OH&S practices.

AOD Competencies

OHV requires people in clinical positions to have the following competencies (or their equivalent). Where people do not already have these competencies OHV will invest in the person’s professional development by providing them through its RTO.

The competencies required in the first 12 months of employment are;

  • CHCAOD001 - Work in the AOD sector – 4 days
  • CHCAOD004 - Assess needs of clients with AOD issues and CHCAOD009 - Develop and review individual AOD treatment plans – 6 days combined

The competencies required in the second 12 months are;

  • CHCAOD002 - Work with clients who are intoxicated – 3 days
  • CHCAOD006 - Provide interventions for people with AOD issues and CHCAOD007 - Develop strategies for AOD relapse prevention and management – 8 days combined
  • CHCAOD511C: Provide advanced interventions to meet the needs of clients with alcohol and/or other drug issues
