Telangana Palle Pragathi Project

Telangana Palle Pragathi project (Telangana Rural Inclusive Growth Project – TRIGP) is focusing on enabling the institutional platforms of the poor to achieve ‘inclusive growth’ by expanding and diversifying livelihood opportunities and ‘improved quality’ of life through human development initiatives and access to entitlements, particularly for the poorest of poor rural households. The total project cost for the proposed Project has been estimated at Rs 642.00 Crores, out of which Government of Telangana share is Rs 192 Crores & World Bank share is Rs 450 Crores. . The project period for implementation is 5 years starting from 2015.

Beneficiaries’targeted:The beneficiaries targeted are small and marginal farmers and the SC/ST households from communities in the 150 most backward Mandals in the newly created state of Telangana, covering about 6,000 villages.The major components of the project are:

Livelihoods enhancement: 2.5 lakh producers (of whom at least 70% are Poorest of Poor) increase their income by at least 50% through livelihood diversification, productivity enhancement and improved market access through producer organizations (PO). The project will focus on establishment of 19 Paddy, 25 Red Gram, 10 Dairy, 18 Poultry, 40 Small Ruminant, 5 Seed, 9 Vegetable and 4 Soybean Producer Organizations across 150 backward mandals of the state. The project also focuses on development of rural retail chains. It is targeted to build a total of 7500 KRUSHE marts network in the project mandals.

Human Development improvement:The objective is to have 250,000 poor households experience improvement in levels of human development through health and nutrition security and higher educational attainment for enhanced employability, consistent with norms of gender equity. This is attained through strengthening the demand for quality nutrition, health, sanitation and pre-school education services, strengthening service delivery through community engagement, community monitoring and ICT based monitoring systems. Also the all villages under TRIGP will be declared as ‘Open Defecation Free (ODF) villages’ before the closure of project.

Palle Samagra Seva Kendram: Access to entitlements for poor through one stop shop by establishing Palle Samagra Seva Kendram (One Stop Shop (OSS)) service points at the panchayat level with digital connectivity to improve the outreach and quality of access for the select services. This also involves establishing PRI offices as a nexus for convergence and system integration between various government departments in order to provide a range of services though a single window, including information, enrolment, e-governance; payments; and independent grievance redressal.

IMPLEMENTATION ARRANGEMENTS: The project implementation agency in the state for TRIGP is Society for Elimination of Rural Poverty – Telangana (SERP-Telangana)
