The Rushford City Council will hold a closed council session at the end of this meeting this date Monday, August 14, 2017 at the Rushford City Hall. As permitted by MN Statute 13D.03, the purpose of the session is to meet to consider negotiation strategies and/or discuss labor-negotiation proposals. See attached Statutory Language regarding closed meetings.

7. (A) Review and act upon recommendations of the Economic Development Authority (EDA) from their meeting of 8/9/17:
1) Approval of funding of $1,800.00 for a Kiosk Project to market the downtown community; funding costs being shared by Fillmore County SHIP, RPVCC, RCF and EDA – see attached memo
2) Approve budget adjustments for 2018 fiscal year to cut the CEDA contract and increase the RPVCC service contract. CEDA services will be utilized on a project or as-needed basis. RPVCC contract language will be amended and provided for Council action at a later date to incorporate changes to the scope of work and compensation for services and costs – see attached memo and spreadsheet
7. (B) Review and act upon recommendation of the Rushford Planning Commission from their meeting of 8/1/17 regarding small wireless facilities: new legislation allows wireless providers to place equipment on city-owned infrastructure or in the public right of way subject to the local government’s permitting and approval process. The Planning Commission has given approval of a site on Industrial Road for placement of a pole in the City’s right of way; subject to a “Rights-of-Way and Pole Attachment Agreement” being entered into, rental fees being agreed to and building permit paperwork being processed. Ryan Streff, permitting manager for Mobilitie, will attend the meeting to provide further information and detail – see attached information

11. CLOSE SESSION - For open meeting record keeping purposes, make note of all members and other persons present at the closed meeting session and time of commencement of the session. The session shall be tape recorded, preserved for two years and shall be available to the public after all labor contracts are signed. If specific action is called for as a result of this closed session, the meeting shall be re-opened for the Council to document that action.
