Sub:- Providing of 2/4/8Mbps (1:1) Premium Internet Leased Line Bandwidth connectivity,
Cyberoam firewall and Antivirus –Trend Micro to RGUHS, Bangalore

The Rajiv Gandhi University of Health Sciences, Bangalore has developed the internet infrastructure for hosting online contents like, RGUHS home page, Digital Library Website, Dissertation Display system, Notifications, Online application forms, Online student database management system, Online teachers database management system, HELINET Gateway for e-journals and e-books, convocation related data, web-mail service, PG entrance test related contents, counseling details etc, though the web-service. To enhance the effectiveness and efficiency of its services to the institutions as well as student community, the RGUHS has ambitious plans to bring many of its services online. Currently the university’s website provides comprehensive information about the activities of the university besides providing online results of various examinations conducted by the university. In the near future, the website is expected to be converted into a service portal which offers wide variety of services to the institutions teachers and student community. So it is proposed to have 2/4/8 MBPS(1:1) Premium Internet Leased Line Connectivity instead of existing 2 MBPS (1:1) lease line, Cyberoam firewall and Trend Micro Antivirus 110 users renewal license.
Sealed tenders are invited from bidders/Company for submitting proposals to provide 2/4/8 Mbps (1:1) Premium Internet Leased Line Connectivity and latest Antivirus-Trend Micro to RGUHS. Interested tenderers may obtain the blank tender forms from this office during office hours on submission of a requisition along with a DD of Rs.1,000/- plus 9% VAT drawn from a Nationalized Bank in favour of Registrar, RGUHS towards the cost of the tender form. The cost of tender form once paid will not be refunded.
The sale of blank tender form will be from 31/ 01/2009 to 19/02/2009 upto 1.00 PM. The tenderers shall furnish, EMD to an extent of 5% of the bid amount along with the tender. The last date for receipt of filled in tender form along with DD/pay order for EMD to an extent of 5% of the bid amount drawn on any Nationalized Bank in favour of Registrar; RGUHS is 20/02/2009 up to 3 PM. The tenders will be opened on 20/02/2009 at 3.30 P.M in presence of the tenderers or their representatives.
The tenderer desiring to submit the tender may drop the tender in the ‘tender box’ available in the office of the Registrar on or before specified time and date. Tenders can be sent by post/courier also. Tenders received after the due date and time (even through post) will not be considered.

To realize university’s intent of creating a strong service portal and offering various services online, it is felt essential to host the Servers (web/portal/database) within a professional Data Centre support. This is to provide easy availability, reliability, security coupled with huge bandwidth. Such a facility shall ensure overall success of the online services giving the end users best experience in terms of service delivery.
RGUHS hence plans to collocate its servers in a Data Centre with professional hosting environment and multi-homed Internet connection of high capacity.
This Request For Proposal (RFP) is to seek competitive quotes from capable service providers for the services mentioned under section 2.
1.Scope of Service and Technical Specifications
The scope of service and the technical specifications of the service are as per the details in the table-1 below:

2. Bidder’s eligibility Criteria:
a. The Bidder shall be a Class-A ISP with its own submarine cables and domestic fiber infrastructure.
b. The Bidder should have been in ISP operations for at least 5 years.
c. The Bidder shall have at least 100 Leased Line customers in Bangalore.
d. The Bidder shall have 24/7 service support with qualified manpower.
e. The Bidder shall have his own Data Centre.
f. The Bidder shall have TL-9000 standard certifications.

3. General Terms and Condition:
1. Intending bidders should furnish EMD to an extent of 5% of the bid amount. This EMD should be paid in the form of Pay order drawn in favour of the Registrar, RGUHS. EMD carries no interest, and the same will refunded to the unsuccessful tenderers, only after the finalization of the tender. Without EMD the tender will be rejected. The EMD of successful tenderer will be retained as security deposit and will be only refunded after the satisfactory completion of contract period.
2. The proposed service is for one-year period with university having the option to extend for a further period subject to satisfactory service and on the basis of price renegotiation.
3. If Internet price is slashed during the contract period, this should be compensated with the price, otherwise; the quoted price shall remain same for the entire duration of the contract except the applicable taxes.
4. The quotation for internet bandwidth should include the rental for all pertinent hardware.
5. The price shall be given for various options as per the commercial format only. Any
proposal in a format other than the prescribed shall be rejected summarily.
6. The commercial evaluation shall be based on quoted price for the items mentioned under section 6 of the commercial bid format. The other cost components are for reference and shall be used for service enhancements in future.
7. RGUHS reserves the option of negotiation with the L1 bidder.
8. Accepted Tenderer is required to execute an agreement on a stamp paper of the value of Rs.200/-.
9. Accepted Tenderer shall install the leased line intent Connectivity with in 30 days from date of supply order.
4.Documents to be submitted along with the bid:
The bids should be submitted in two parts, namely Technical Bid and Financial Bid:
The Technical Bid should contain:
i. Copy of ISP License
ii. Documentary evidence to meet the eligibility criteria
iii. Proposed Connectivity diagram for services mentioned under section 2
iv. Information about the proposed service and Service support system
v. Pay order for EMD
The Financial Bid should be submitted as per the format given under section 6 in a separate sealed cover. The quoted price shall be provided in the form of breakups for each of the service component and the taxes shall be mentioned separately for each of these components.
