The Minutes of the Parish Assembly held on 28 August 2013 were duly adopted.
50/13 / To recommend to an extraordinary sitting of the Licensing Bench the following applications for licences for the year 2013 in virtue of the Licensing (Jersey) Law 1974

Ms Gouveia presented the application stating that Mr Garcia was looking to obtain a 6th Category licence for the premises, which had been vacant for some time.
Geraint Jennings questioned the opening hours of the shop and asked if they were the same as before?
The applicant said that previously the shop was open between 7.00 a.m. and 10.00 p.m. seven days a week but he was only looking to be open Monday to Saturday between 9.00 a.m. and 8.00 p.m. and would be closed on Sundays.
Deputy Rondel queried what experience the applicant had.
The applicant stated that this was his first venture in Jersey but that he had been involved in the licensing trade in Portugal.
Ms Gouveia added that both co-owners worked for Iceland and had experience in the sale of alcohol.
Geraint Jennings reminded the applicants that it was a condition of the Bench that licence holders were fully conversant with the Licensing Law and that they could explain it to customers if required.
On being put to a vote, the application was unanimously approved.

Simon Hurry, an Associate of Collas Crill, presented the application

Mr Hurry explained that the application was an ancillary part of a deli that was next to Mr Rankin’s Ormer Restaurant and the idea was to give clients a taste of Ormer goods that could be cooked on the premises to be taken away. It would be high-end food, cheese, wine and liquors and the premises would be open between 7.30 a.m. and 7.00 p.m.
Deputy A Green asked if he had understood that hot meals could be purchased for take away and Simon Hurry confirmed that was the case.
Geraint Jennings queried the word ancillary and although that may be the case, the application before the Assembly was for a new liquor licence, which once approved could be transferred to another applicant. Mr Jennings also queried the ratio of liquor sales to food sales.
Mr Hurry stated that the premises’ opening hours were such to attract food sales in the morning, lunchtime and early evening and that they expected the sales of alcohol to be very low. It just gave clients that had used the restaurant and liked a wine or liquor an opportunity to purchase it from next door.
On being put to the vote the application was approved by five votes in favour and one vote against.
