Section B: Action: objectives, management structures and work plan
B.1Objectives of the Action
B.1.1 Specific objective(s) of the Action- Indicate how your proposal addresses the specific challenge and scope of the topic, as set out in the COSME work programme and in the Call objectives.
- Describe the specific objectives for the project, which should be clear, measurable, realistic and achievable within the duration of the project. Objectives should be consistent with the expected exploitation and impact of the project.
B.1.2. Target group/audience
- This section should describe to which target group(s) the activities are dedicated i.e. SMEs in general, SMEs in specific sector, regional authorities, sectoral organisations, etc. by making the link with the COSME work programme and in the Call objectives.
B.1.3 Description of work methodology and tools
- Describe and explain the overall concept underpinning the project. Describe the main ideas,models or assumptions involved.
- Describe the methodology, tools and quality control criteria needed for the implementation of the proposed action by making the link with the different work packages.

Performance indicators : * Sections 2.4 and 2.5 of the text of the Call display the general expected results, deliverables and indicators to benchmark and measure progress of the project against the general deliverables and indicators. The project proposal must report on these deliverables and indicators
- Number of start-ups and/or SMEs supported;
- Number of start-ups converted to scale-ups;
- Number of new business models developed and tested and showcase and good practice developed;
- Number of new products/services/solutions developed;
- Number of prototypes/proofs of concept developed;
- Quality and visibility of the support models developed and good practices identified;
- Number of promotional events organised: networking activities, workshops, match-making activities, events etc.
**Specific outcome indicators have to be defined for each project proposal, depending on the concrete results/outcomes foreseen for the specific project. Applicants should also propose further performance indicators to be integrated into their monitoring plan, which will be discussed and adjusted to each strand activities upon discussion with EASME and the Commission services at the beginning of the project.

The Consortia (the network of incubators/accelerators) must assign to the project at least three highly qualified experts primarily responsible for managing and implementing the proposed action with at least three years of experience each in running business networks activities, business incubators, accelerators and/or business support organisations which provide business support to SMEs and start-ups.
The curricula vitae (CV) must be submitted with the application. Preferably in European CV format or description of the profile of the main persons primarily responsible for managing and implementing the different activities of the action. Reminder for eligibility compliance with the specific criteria for eligible consortia
In line with Section 6.2 of the Call text, Proposals must be presented by consortia forming a TransnationalNetwork(s) of business incubators, accelerators and business support organisations which provide business support to SMEs and start-ups.
The transnational network(s) of business incubators, accelerators and business support organisations must be composed of at least four legal entities from at least three different EU Member States and/or COSME participating countries, as listed under section 6.1 of the Call text (EU Member States + countries participating in the COSME programme pursuant to Article 6 of the COSME Regulation)[11].
- The network of business incubators, accelerators and business support organisations will undertake the following international activities to support SMEs/Start-ups. List the intended support activities to incubate/accelerate SMEs and Start-ups and targeted countries.

ADMISIBILITY AND ELIGIBILITY
My proposal respects geographical conditions for eligibility:
Eligible applicants must be fully or partly public or private bodies; private bodies must be properly constituted and registered under national law.
Applicants must be legal entities forming a Consortium (a network) of business incubators, accelerators and business support organisations which provide business support to SMEs and start-ups.

[1] ‘Work package’ means a major sub-division of the proposed project
[2] ‘Deliverable’ means a distinct output of the project, meaningful in terms of the project’s overall objectives, and constituted by a report, a document, a technical diagram, a software etc.

[5] ‘Milestones’ means control points in the project that help to chart progress. Milestones may correspond to the completion of a key deliverable, allowing the next phase of the work to begin. They may also be needed at intermediary points so that, if problems have arisen, corrective measures can be taken. A milestone may be a critical decision point in the project where, for example, the consortium must decide which of several technologies to adopt for further development.

[9]Person-months factors help to determinate the effort which is necessary to make a certain action done (Work Packages). To calculate it, multiply the total number of hours allocated to the relevant WP by 12 and divide the result by 1720. For instance, if 350 working hours are allocated to member of the staff X and 510 working hours are allocated to member of the Staff Y, the person-months of that work package is 6. ((350+510)*12)/1720
[10] Applicants shall include one line per category of staff involved in the project (e.g. coordinator, communication officer, expert, etc.). Consequently, more than one line may be necessary for each Consortium partner involved in the WP.
[11] The following groups of countries are eligible for participation in COSME according to Article 6 COSME Regulation:
- European Free Trade Association (EFTA) countries which are members of the European Economic Area (EEA), in accordance with the conditions laid down in the EEA Agreement, and other European countries when agreements and procedures so allow;
- acceding countries, candidate countries and potential candidates in accordance with the general principles and general terms and conditions for the participation of those countries in the Union's programmes established in the respective Framework Agreements and Association Council Decisions, or similar arrangements;
- countries falling within the scope of the European neighbourhood policies, when agreements and procedures so allow and in accordance with the general principles and general terms and conditions for the participation of those countries in the Union's programmes established in the respective Framework Agreements, Protocols to Association Agreements and Association Council Decisions.
The updated list of eligible third countries is available on the following webpage: Proposals from applicants in Article 6 countries may be selected provided that, on the date of award, agreements have been signed setting out the arrangements for the participation of those countries in the programme.
