Role Overview:
The Team Leader – Government Reporting & Budgeting will provide day-to-day financial accounting advice and expertise with a strong focus on providing Finance support to CSIRO and its controlled entities. The position holds responsibility for achieving significant financial accounting outcomes and contributing to the delivery of accurate, quality financial accounting compliance. The Team Leader will also input strategic and analytical advice to the Group and assist management with the delivery of their CSIRO business objectives.
Additional responsibilities of this role include:
  • managing the preparation of external related budget and reporting requirements, including the transition to CBMS-R and associated templates and models;
  • input into strategic and analytical advice provided by the team; and
  • assisting management with the delivery of CSIRO’s business objectives.
As the specialist in government budgeting and reporting, the Team Leader – Government Reporting & Budgeting reports to the Manager, Internal & External Budgets, and works closely with the Team Leader – Internal Reporting - Capital and Projects.
Duties and Key Result Areas:
  • Develop rationale for, manage creation and review the submission and data entry of CSIRO’s budgets and monthly/annual reports of financial results to government, monthly CMBS returns, Portfolio Budget Statements (PBS); Mid-Year Economic Fiscal Outlook; Portfolio Additional Estimate Statements (PAES); Loss Approval requests; and Pre Election Fiscal Outlook.
  • Working closely the Team Leader - Budgeting & Government Reporting, ensure ongoing alignment of budget parameters from internal budget development and appropriate representation of the budget to government stakeholders.
  • Working closely with the Team Leader – Internal Reporting, Capital and Projects, ensure ongoing alignment of monthly financial results as reported internally and in CBMS.
  • Contribute to providing best practice financial management service delivery and performance with a focus on accurate delivery and continuous improvement.
  • Prioritise finance work and service delivery for self and team.
  • Participate in ongoing knowledge transfer across the Finance team.
  • Rotation to positions (at level) to deliver on business objectives, support development and build the groups sustainability. This may require deployment to major projects, teams within Corporate Finance or other positions across groups.

Selection Criteria:

Pre-requisites:
1.Education/Qualifications: A tertiary qualification in finance or relevant work experience in a financial environment.
2.Security: Current Australian Security Clearance.
3.Communication: Excellent written and verbal communication skills (underpinned by use of the Microsoft Office suite of programs) and demonstrated ability to provide robust and relevant financial advice to key internal and external stakeholders.
4.Behaviours: A history of professional and respectful behaviours and attitudes in a collaborative work environment.
Essential Criteria:
  1. Demonstrated experience in producing technically accurate work and proposing recommendations that have led to improvements in business processes.
  2. Demonstrated sound judgement, forward thinking and impactful problem solving skills to resolve accounting issues in an accurate and timely manner.
  3. Demonstrated experience of Government operating and capital budgeting and reporting processes and requirements.
  4. Demonstrated experience in working within a small team to create, share and deliver a proactive, solutions-oriented work environment and support staff development.
  5. Demonstrated experience in and commitment to working proactively in a cross organisational team
Desirable Criteria:
  1. Demonstrated proficiency in using SAP and Business Intelligence Tools.
