DEVELOPMENT AREA- Global City Teams Scenario
Title:
Real-Time Geospatial Collaboration Platform for First Responders / Brief Description of the Project: Describe the project.
Leading up to and during critical situations within any community there is a universal need to coordinate the appropriate personnel and the appropriate information in order to realize the most efficient response. Combining real-time geospatial collaboration, Geospatial Information Systems, and easy to use mobile touch devices, Microsoft, Esri and TouchShare are joining forces aiming to offer a best-of-breed solution that improves the way in which first responders interact with and disseminate information for improved situational awareness across federal, state and local organizations. The prosed project includes analytical tools for improved analysis, like overlaid datasets, transparency of data sets, and lensing to focus attention to specific locations or relevant data, including demographic data and fusing feeds from connected devices/IoT. / Issues to be addressed: Describe the issue(s) to be addressed by this project.
This project focuses on the issues that breakdown situational awareness, and ultimately the safety of first responders and the community at risk, during critical situations, such as:
  • Inability to directly connect with internal or field personnel and remote and partnering organizations
  • Inefficiencies in obtaining/disseminating accurate information as a result of radio miscommunication, static/paper maps, and inconsistent data sets.
  • Inability to receive, access and collect up-to-date information from the incident site and/or isolated users (i.e. offline/remote environments)
  • Struggles with vast amounts of information (lack of focus on critical data)
  • Software and hardware that is not intuitive, or requires extensive training for volunteers and first responders with limited time for training

PROGRAM APPROACH
Major Tasks: Describe a possible approach to developing the identified need, including 3-5 major tasks
  • Discuss real-time Intra-agency & Inter-agency collaboration scenarios
  • Demonstrate effective information sharing between Geospatial Information Systems (GIS) professionals and non-GIS professionals
  • Demonstrate lightweight (low bandwidth) collaboration between co-located personnel and devices (e.g. large format displays, desktops, and mobile tablets)
  • Demonstrate a unique platform for visualizing, interacting and analyzing complex datasets (e.g. live feeds, videos, image, and metadata)
  • Overview of how to leverage an organization’s existing GIS investments, infrastructure and cloud services (i.e. Azure)
  • Connect to Cloud IoT infrastructure to bring feeds from connected devices to a Common Operating Picture (COP), providing a real-time situational awareness to the command/operations center and to the connected “client” devices.

  • Date/Frequency: every 30 days from project inception
  • Propose 3-5 milestone demos (in-person or remote) to showcase the following:
- Live demonstration using cloud-hosted services to share a common operating picture across multiple devices in multiple locations
- Enablement of field collection/eForms tools such as ESRI Collector and other tools, pushing field reporting to Online and Server-based services, turning field collection into a near real-time shared common operating picture
- Improved analytical capabilities by using data overlays, lenses and transparency tools to uniquely identify relationships within or between data sets. / Performance Targets: Identify 1-5 (quantitative if possible) targets that define a successful outcome (what does success look like?)
  • Proposed workflow vs. existing workflow time to completion comparisons for both in-agency and interagency collaboration.
- Cut hours off decision making and improve responder and community safety from an emergency through live collaboration and information sharing between partnering organizations, agencies, and personnel from Emergency Operations Centers to the field
- Improve the efficiency of field data collection/reporting by enabling in field responders, analysts, and subject matter experts to exchange information on the fly
- Provide first responders and remote personnel a way to be productive in connected and disconnected environments
- Streamline asset management using existing GPS tracking tools to help identify nearby subject matter experts and other resources
- Quantify cost savings to organizations considerable through effective remote collaboration (i.e. reduced travel costs)
Impacts and Benefits
Impacts: Describe the important benefits that would result from this system, if implemented (e.g., new products, jobs, economic growth, exports, tax base, etc.) as well as impacts on energy, health, safety, environment, and other quality of life aspects.
  • Connect to IoT infrastructure to bring multiple feeds from connected devices to a common operating picture- please see illustration (of possible scenarios) at the end of the document.
  • Faster and more efficient and accurate response to the community involved in a situation
  • Considerable cost savings to cities, counties, states, by reducing the need to travel or put knowledge experts onsite at each incident
  • Leverage existing GIS resources by making them collaborative with minimal additional investment
  • Considerable improvement in community safety as content from the field is disseminated in real-time to community members and first responders, allowing for a common understanding of the situation.
  • Cloud architecture and web-based applications will broaden data dissemination allowing civilians to visualize the current state of affairs and help in the response (as desired)
  • Potential as a real-time collaboration platform for dedicated broadband network for First Responders (“FirstNet”).
  • Training/readiness for handling situations given the use of the tools on daily basis – improving communications, teamwork, processes, data & services

In addition to Emergency Management, this solution would also be valuable in:
  • Law Enforcement – event planning, crime analysis, disaster response, and day to day patrolling
  • Defense and Intelligence – mission planning, reconnaissance, and operations
  • Oil and Gas – exploration, extraction, and problem solving during a disaster
  • Construction – where to build, analyze design challenges, improve level of service and communication with customers or stakeholders
  • Agriculture – weather impacts, drought control, etc.
  • Public utilities – Accelerated geo-referencing of assets and outlined affected zones during a situation and improved dissemination of suggested actions to the public
/ Demonstration/deployment: Please describe the physical demonstration that will illustrate your interconnected city system. Specify the place of deployment (cities, counties, etc) if possible.
  • Demo and deployment can be anywhere in US or worldwide due to cloud-hosted architecture, mobile devices and collaborative nature of the solution; within the US the cloud deployment is Criminal Justice Information system (CJIS) certified
  • Remote or in-person demonstration to show effective information sharing between Geospatial Information Systems (GIS) professionals and non-GIS professionals, including the public
  • Demonstrate lightweight (low bandwidth) collaboration between dispersed personnel and devices (e.g. large format displays, desktops, and mobile tablets). Demo will visually show minimal latency or delays in collaboration from node to node
  • Demonstrate a unique way to visualize, interact with and analyze complex datasets (e.g. live feeds, videos, image, and metadata)
