Please read these notes before submitting your form to Knowsley MBC

1.  Applicants must complete all requested items overleaf legibly in block capitals- incomplete requests will always be rejected causing delays;

2.  When attending any appointment made you must produce all required identity documents to allow the council to undertake dbs and dvla checks and also to prove your entitlement to work in the United Kingdom.

3.  The application packs will be emailed to you with an appointment time and date. You will be asked for a “read” receipt. You may also receive a telephone call or text to confirm the appointment

4.  Any applicant who does not attend, or who attends late or who does not have the required DBS information will have to request and wait for a new appointment.

5.  Only if you have not received an appointment within four working weeks should you re-contact

All applicants are expected to be able to:

1.  Have held an EEC/ EEA or DVLA licence for at least 12 months AND to be currently the holder of a DVLA licence in the correct current address;

2.  Complete legibly all required application paperwork and DBS/ DVLA Application forms honestly, truthfully and in full- Any omitted or false details provided may be enough reason to refuse a licence ;

3.  Pay for the Council to undertake a DVLA records check to confirm their licence status at a cost of £5;

4.  To provide a full unbroken 5 year address history and to provide all DBS-required original documents to allow a DBS Enhanced Certificate application to be made at a cost of £44;

5.  Once the DBS Certificate has been produced to the Council (as satisfactory) to then undertake and pass a Driver Essential Skills Session (held monthly as required);

6.  To be able to undertake and pass a Level 2 VRQ or NVQ in “Transporting Passengers by Taxi and Private Hire”;

7.  If an applicant has matters which require a Chairperson’s Hearing then an ESA can only be booked after such a hearing has agreed the applicant may proceed to be licensed after having passed a Group II Medical standard examination;

Applicants are highly recommended to study the emailed guidance especially concerning criminal and motoring matters to determine if anything relating to your application breaches any of the Council Policies currently in force. If you do breach any such policies it is for you to successfully prove you are fit for the grant of a licence.

If the Council is, at the end of this process still unsure then by law it must, by Notice, refuse to grant a licence, giving grounds for refusal and detailing any statutory right to make an appeal to the courts.
