TEMPORARY STOP NOTICE
- PURPOSE OF REPORT
1.1The scheme of delegation requires that the Planning Committee is advised when a Temporary Stop Notice has been served.
1.2A temporary stop notice was served on the developer of land and buildings at Tatnam Farm, Tatnam Road, Poole.
- RECOMMENDATION
2.1That Members note that a temporary stop notice was served on land and buildings at Tatnam Farm, Tatnam Road, Poole.
- INFORMATION/BACKGROUND
3.1Tatnam Farm is a Grade II Listed Building comprising a farmhouse and former outbuildings/ barns, which are acknowledged as fine examples of 19th Century architecture.
3.2Planning application 05/03713/037/F to retain the existing farmhouse, rebuild the granary to form a detached house, convert and extend an outbuilding to form a detached house and convert an outbuilding to form two new dwellings (5 dwellings in total), was approved on 30th November 2005.
3.3Several conditions were imposed in conjunction with the approval, including the submission of refuse details, materials, an arboricultural method statement, scheme for sustainable urban drainage, identification of a historic wellhead and architectural detailing. However to date none of the conditions have been discharged despite development commencing.
3.4The Enforcement Manager, accompanied by the Council’s Environment and Design Manager, visited the site on 13th and 19th April 2006 and observed workmen carrying out alterations to the roof over the attached barn.
3.5The works were proceeding despite conditions not being discharged and, without such control, the works were considered adversely to affect the setting, character and historic fabric of the listed building. Furthermore, no acceptable protective measures were implemented on site to protect trees covered by a Tree Preservation Order from damage. The commencement of works carried out on this site may have led to damage to protected trees and the Listed Building consequently the temporary stop notice was served requiring all operational development to cease with immediate effect
3.6The Stop Notice took effect on 22nd April 2006 and will end 28 days after the effective date, namely 20th May 2006.
