Invitation to Quote Specifications
TAN TOCK SENG HOSPITAL
Quote for the Appointment of an Operator to install and operate a self-service automated machine at Tan Tock Seng Hospital (TTSH).
1. Introduction
TTSH is one of Singapore’s largest multi-disciplinary hospitals with more than 160 years of pioneering medical care and development. The hospital has 36 clinical and allied health departments, 15 specialist centres and is powered by more than 6,000 healthcare staff. TTSH sees over 2,000 patients at its specialist clinics and some 460 patients at its emergency department every day. 2. Management of Operations – Overview
The appointed operator shall install and operate a self-service automated machine.
3. The Machine – Detailed Specifications
The self-service automated machine should operate 24 hours, offering an extensive range of postal and payment services. For example, payment of taxes, fines and bills (hospital/ healthcare, Telco, utility, credit card…). The machine shall be located at level 1 next to AXS Station of the hospital.
4. Duration of the Appointment
The appointed operator shall operate the terminal for 1 year with an option to re-new the contract for a period of 1 year subject to the discretion of the Hospital.
5. Vendor Eligibility
a. $10,000 paid up capital
b. Have been operating the terminals for at least 2 years
6. Advertising and Promotion
All media related to machine by the awarded operator shall be proof read and subject to the Hospital prior approval before release to the public.
7. Quote Submission and Presentation
All vendors are to submit triplicate copies of their quote proposals/ offers. Vendors are also required to do a quote presentation of the proposals if and when requested by the Hospital.
8. Format and Contents of Quote Submission
The submissions should include:
a. Executive Summary
Please provide a brief outline of the scope of your proposal, summary of total investments and recommendations.
b. Overview Profile of Vendor
In addition to a compulsory submission of the vendor Registration Profile attached, you shall be required to outline your experiences and expertise relevant to management of the retail outlet.
c. Detailed Proposal to Proposal Specifications as outlined below
For the realization of the terminals, the vendor shall be required to propose a comprehensive plan and strategy for the Hospital assessment. The proposal shall include the following salient information:
i. Vendor must submit visuals of the terminal. To include details such as the dimensions of the terminal.
ii. The operator shall manage the terminal with the needs of the customers in mind and shall be required to use his / her initiatives in offering various types of customer services which would leverage its position as a valuable service provider in this aspect.
The vendor shall thus be required to advise the Hospital of the extent of their vendor contacts.
iii. The vendor shall provide the services. Any additional items please include more pages to the list.
iv. License Fee shall be imposed on the operator for the terminal. The vendor shall therefore be required to propose to the Hospital a monthly license fee.
A specimen copy of the License Agreement pertaining to the terminal, which may be subject to changes, shall be available for perusal at the Materials Management Department at a later specified date and at the expressed request from the vendor.

10. Final Written Agreement
The awarded vendor shall be issued a Letter of Acceptance and to subsequently enter into final written agreement with the Hospital.
