Sub: Regularisation of the Assistant Surgeons recruited through the Medical Recruitment Board (MRB) with or without the concurrence of the TN Public Service Commission – action requested - regarding

Greetings.

The TNGDA thanks the Govt. and our Honourable Chief Minister for forming the Medical Recruitment Board - MRB in 2012. This has changed the entire recruitment process and has made the process simpler and faster. This helps in the filling up of the vacancies in medical officers as and when required easier.

In 2012, the Tngda gave the proposal for recruiting doctors by a autonomous board for the following reasons.

  1. As doctors are needed for categring the needs of the public - for filling up the existing and arising vacanciesand for running many new welfare programmes - to speed up the recruitment processthe MRB was proposed.
  2. On the contrary, since 1982, TNPSC had neen entrusted with the respponsibilty of recruiting assistant surgeons regularly. But TNPSC had a tedious and time consuming process which almost took 15 to 24 months for recruiting a batch. In this situation, Govt. appointed assistant surgeons on temporary process under rule 10a1 since 1990. This process was repeated in 1997, 2002, 2005, 2009.

In between TNPSC also recruited assistant surgeons. When TNPSC appointed assistant surgeons are eligible to appear in Tamilnadu PG Entrance once they complete the minimum service of 2 years under the 50% Govt. quota, these10a1 appointed doctors even after 2 years have to be regularisedby a Special Qualifying exams held by TNPSC. This process of holding a Special Qualifying examtook atleast 2 moreyears and ultimately these 10a1 doctors had to wait 4 years for getting into the PG courses.

Considering all these things, the TNGDA requested creation of MRB to

  1. Speed up the process of filling up the doctors’ vacancies
  2. to avoid the delay in regularisation ofthe doctors and hence joining of PG courses

The TNGDA realised that recruitment through MRB and removal of the assistant surgeons in TNPSC list will serve both the purposes. But, this is possible only if the assistant surgeon post is removed from TNPSC perview. Till then, the rule that all those posts that are in the recruitment list of TNPSC needs to be regularised only by TNPSC will warrant a special qualifying exams and consequent delay in regularisation akin to the situation before MRB.

Though our Govt. has written to the TNPSC of its recruitment board and policy and have started recruitment with written/ viva exams, ranking following all mandatory rotations – till such time the post of assistant surgeons is removed from TNPSC list (which needs a elaborate process of getting concurrence of the parliament on the acceptance of TNPSC) even the MRB doctors cannot be regularised. Moreover the MRB has followed written/ viva and based on the marks and communal/gender rotation has allotted ranking among the doctors hence recruited. Now if TNPSC has to regularize, the marks and hence ranking scored in the TNPSC exams alone will count and not the ranking in MRB. This may lead to lot of confusion.

With the first batch of MRB doctors of about 2500 doctors joined the year last and the next batch of about 2500 is in the process of appointment, the TNGDA requests the Govt. to take definitive effective steps to remove the Assistant Surgeons from TNPSC list at the earliest. The first batch of MRB about to be eligible in the next TNPG Exams (March 2016), the TNGDA request the Govt the following.

  1. Requests the Govt. to take steps to remove the Assistant Surgeons from TNPSC list at the earlies
  2. Regularise the MRB batches from the date of appointment
  3. Permit these MRB doctors to appear in TNPG Exams in Govt. quota on completion of the mandatory 2 years of service (delay in PG couse can be demoralising to the meritorious students and a long break to join pg course can stunt the capacity to study)

With about 5000 MRB doctors (1/3rd of the total doctors’ cadre) career at risk, the TNGDA requests the Govt. to ensure faster action in this issue.
