MINUTE / ACTION / DATE
  1. WELCOME
  2. Meeting was opened and CBC thanked CPF Sector 2 for hosting their meetings at CBC
  3. Chris Visser in turn thanked CBC for the opportunity to host their meetings at the school
  4. The purpose of the meeting of the CPF is a platform, to identify safety and security concerns, give suggestions & find solutions not find fault with our Law Enforcement agencies or Councilors.

2.1 Attendance register was completed and apologies noted.
  1. CONFIRMATION OF PREVIOUS MINUTES
  2. Previous minutes were approved.
  1. SAPS REPORT
  2. Capt Jenkins tabled the monthly crime stats.
  3. Certain areas are becoming the crime spots for Sector 2
  4. Capt Jenkins suggested that residents look at people sitting at busstops – oblivious to anyone around them whilst sending messages on cell phone.
  5. Theft out of motor vehicles have increased - Simply solution don’t leave valuables visible in car
  6. House Breakings – (Block 119) happening at 04h00, 12h00 and between 07h00 – 13h00. Most break-ins are through a window or front door. Items targetted are flat screen TV.s.
  7. Parkwest – problem with Drugs . Complex Patrol security is commencing on Friday 1 March 2013.
  8. Crime prevention staff – are working at different spots at different times.
  9. Some good arrests have taken place.
  10. Detectives are encouraged to follow through on crimes, in particular where finger prints are available etc – to ensure the crime reaches the courts.
  11. Capt Jenkins asked that people who do not belong to NW – please start a Street Committee,
  12. Do not allow strangers into your home – check credentials of anyone knocking at your door.
  13. Be observant at all times.
  1. NEIGHBOURHOOD WATCH REPORT
  2. 58 radio linked members & 19 non- radio members.
  3. A drive to boost members is on-going. More members are crucial.
  4. Sector 2 hosts the most crime
  5. Street Committees - obtain your neighbours details
  6. NW have access to Camerasin the New Sunningdale Area.
  7. Be the eyes & ears
  8. Visibility & crime prevention is “key”
  9. NW busy with Green Belt clean-ups
  10. Attend Charl Viljoen from CoCT seminar on Broken Window”
  11. Ken Spies – wonderful with cleaning up the area.
  12. SMS alert system – email if you wish to receive a SMS
  13. Control Room – situated at SAPS, Parklands has 2 managers. Introductory session held on Mondays at 19h00. Volunteers welcome. All that is required is a Police Clearance at R140.

  2. Chris Visser tabled pics of various elements of crime:
  • Vehicles parked in dark spots.
  • Light up the parking area, drive-ways etc
  • Valuables left in car
  • Don’t leave valuables in car at all, e.g. cameras, laptop, Ipad, money
  • New cars do not have alarm system – only have immoboliser & central locking
  • Numbers on houses
  • Ensure your house number is visible from the road and not obstructed by trees etc.
  • Old Alarm Boards
  • Criminals know which security companies are operating in the area. Take down old sign boards – which indicates to them that your system either does not work or hasn’t been updated in the last few months etc.
  • Vagrants – a huge problem.
  • This problem is our own problem. Do not put bins out the night before refuse removal day. Vagrants are digging in bins and sleeping over in our area.
  • Chris Visser showcased various items found in our bins, Metals, Brass, Copper, Electrical Cables, Aluminium, Lead, Dye cast – these items are classed as “gold” as items above can reach up to R51kg. Cardboard, plastic & paper is of no use to vagrants – only get .60cents. Red Bull tins are also of good value.
  • Our junk – is valuable to vagrants. They buy cheap liquor from Diamond Bottle Store
  • The criminal element is working in between the vagrants.
  • Link Road
  • St Chads Walkway – vagrants are sleeping, bathing, & feces can be found. Houses are being burglared and washing stolen
  • Riverglade Retirement Home
  • NW are watering the lawns 3 times a day. Successful as vagrants have moved,
  • Leonardo Park & Superspa
  • Vacrants are sitting outside these centres as it is close to Diamand Liquor Store for the purchase of cheap wine.
  • Cavalier Centre & Eclipse Park
  • Private Property so SAPS unable to enter
premises to address issues.
  • It is being adressed by NW.
  • KFC Greenbelt
  • Vagrants making fires
  • Dustbins put out night before collection –inviting vagrants
  • NW – Hendrik Du Plessis very active in cleaning up Green Belts
  • Power boxes along Parklands Main Road
  • Vagrants setting up house behind boxes
  • Trolleys
  • NW provides plastic bags when trolleys get confiscated.
  • Chris Visser showcased some of the Items/weapons found inside trolleys, i.e. rusty screwdriver, panga etc. Other items found in trolleys were manhole covers, street-signs etc.
  • A vagrant found a pair of scissors in our bin, and robbed a girl with it.
  • Trolleys are returned to supermarket
  • Various supermarkets have filed a complaint of theft.
  • Law Enforcement looking at a by-law that will fine a shopping centre for trolleys
  • 26 February 2013 – NW did an exercise by sanitising various areas with 1000lts of water & jeyes fluid.
  • Looking for a sponsor of JEYES FLUID for the continuation of cleaning.

  • CPF – cleaning the Green belts on a monthly basis
  • Drug Nests
  • ParkWest – Complex Patrol vehicles can be seen parked there regularly.
  • CBC thanked SAPS for their on-going support
  • CBC enquired whether the CPF was working with the schools in the area?
  • Drugs are the most difficult to combat. SAPS are actively involved in combating drugs
  • Loitering
  • Not a criminal Offence
  • Nothing can be done to curb loitering
  • The Nuisance Act has replaced the Loitering Act and must be enforced by Law Enforcement.
  • Fine cannot be enforced as generally no fixed address is available.
  • A special operation with Law Enforcement will be arranged for March where certain elements that have become a nuisance will be arrested and prosecuted under the Nuisance By-Law.
  • Free Trade Area
  • Blouberg is a “free” trade area and traders can trade without a permit.
  • Member of Public thanked CPF for all the work they are doing
  • Chris Visser asked how many first time attendees were present at the meeting. A good number of hands were visible.

Chris Visser urged all those not yet involved to join TVNW, CPF Committee, regularly look at CPF website & facebook page , TVNW Facebook page, start a street committee, Educate friends & neighbours. Log complaints on the City of Cape Town website.
