Premier’s Attainment Target
In the Premier’s speech of 23 October 2000, the Government set three benchmark targets for education and training, including a target for levels of educational achievement of young Victorians:
‘By 2010 90% of young people in Victoria will complete Year 12 or its equivalent.’
Young peoplehave been defined as 19 year olds. This is consistent with decisions endorsed by MCEETYA for national reporting of similar measures. The usual (although certainly not exclusive) way young people complete Year 12 is by successfully completing the VCE. The data below provides details of completion of the VCE to which completions of equivalent qualifications should be added for a full picture.

Young People Completing Equivalent Qualifications to the VCE
Additional young people who complete qualifications equivalent to the VCE can be added to these numbers and will contribute to the realisation of the Premier’s attainment target. These include students who are awarded the VCAL, the International Baccalaureate and other training qualifications.
