QUALIFICATIONS

1.CHARACTER:

Each candidate must be of good character.

2HEALTH

Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

3.EDUCATION AND EXPERIENCE:

PARTICULARS OF OFFICE

1.The post is wholetime, permanent and pensionable under the terms of either the Single Public Services Pension Scheme or the Local Government (Superannuation)(Consolidation) Scheme 1998 (which ever is applicable) and for the duration of the contract as determined by Kilkenny County Council.

2.SALARY

The salary will be €41,625 – €49,990 (LSI 2) - the terms of Circular Letter EL 10/2017 will apply.

3.DUTIES

Reporting to Head of Information Systems the successful applicant will be expected to:

• Work with ArcGIS software and MapInfo software

• Produce custom maps of to meet specific public and Council GIS user needs.

• Tabulate statistics, frequencies and data summaries.

• Provide technical support to departmental users.

• Prepare map services for GIS applications.

• Work with SQL Server

• Work with FME

• Manage the internal and external GIS systems

• Drive the continuous development of the department’s geographic information systems, including: design, create, and maintain SQL Server databases, maps, data files, and documentation.

• And carry out other duties as assigned.

4.BASE

The base will be County Hall, Kilkenny County Council, John Street, Kilkenny

5.WORKING HOURS

The person appointed will be required to work a 37 hour week Monday to Friday which equates to a 7 hour 24 minute day to be accounted for within attendance hours of 9.00 a.m. to 5.24 p.m.

6.RESIDENCE

Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof.

7.SUPERANNUATION CONTRIBUTIONS

Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable officers of a local authority are required, in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme, 1986, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme.

For Class D officers the minimum retirement age is 60 and the maximum retirement age is 65.

Persons who become pensionable officers of a local authority, who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).

For Class A “non new entrants‟ as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 60 and the maximum retirement age is 65.

For Class A “new entrants‟ as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 the minimum retirement age is 65 with no maximum retirement age.

Persons who become pensionable officers of a local authority for the first time on or after 1 January 2013 or former public servants returning to the public service after a break of more than 26 weeks are assigned to the Public Service Pensions (Single Scheme & Other Provisions) Act 2012. Therefore, the conditions of employment regarding retirement age and superannuation shall be as follows:

The minimum retirement age is 66 in line with State Pension contributory age. This will increase to 67 in 2021 & 68 in 2028. Scheme members must retire at age 70.

You are liable to pay the Class A rate of PRSI contribution. You are required in respect of superannuation to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social

insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable pay.

All persons who become pensionable officers of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5%of their pensionable remuneration in accordance with the terms of the scheme.

8.RETIREMENT AGE

The Single Public Service Pension Scheme (“Single Scheme”) as provided by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 commenced with effect from 1st January 2013. The act introduces new pension and retirement provisions for new entrants to the public service appointed on or after 1st January 2013. Pension age set initially at 66 years; this will rise in step with statutory changes in the SPC age to 67 years in 2021 and 68 years in 2028. Compulsory retirement age of 70 applies

There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 65 years.

9.MEDICAL

For the purposes of satisfying the requirements as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner who will be nominated by Kilkenny County Council. Employment will be subject to a satisfactory medical report.

If after undergoing the medical you do not take up the post the cost of the medical must be refunded to the Council.

10.PROBATION

The employment will be subject to a probationary period of 6 months from date of commencement of employment. Such probationary period may be extended at the Manager’s discretion. Such person shall cease to hold such office at the end of a period of probation unless during such period the Manager has certified that the service of such person in such office is satisfactory.

11.SHORTLISTING

Kilkenny County Council reserves its right to shortlist candidates in the manner it deems most appropriate. Shortlisting will be on the basis of information supplied on the Application Form. The number of persons to be invited, in these circumstances shall be determined by the local authority from time to time having regard to the likely number of vacancies to be filled.

12.COMPETITIVE INTERVIEW

The competitive interview shall be conducted by or on behalf of the local authority. The merits of candidates shall be assessed by reference to their suitability for appointment, general knowledge and intelligence, educational qualifications, and relevant experience of value, if any.

13. PANELS

Panels may be formed on the basis of the interviews. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may within the life of the panels concerned be appointed as appropriate vacancies arise.

14.Kilkenny County Council will not be responsible for any expenses a candidate may incur in attending for interview.

15.PERIOD FOR ACCEPTANCE OF OFFER:

The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if he/she fails to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint him/her.
