Artizan Khalasi-Mazon Plumber.

. There was a proposal to fill up the vacancies of Helper in Artisan category in pay band Rs.5200-20200+1800(GP) in WORKS SIDE (IOW) by inviting applications from Trackmen/Gateman/Trolley man/Store Watchman of Civil Engineering Department of MYS Division duly denying chances to employees working in pay band 5200-20200+1800 (G.P.) of WORKS BRANCH OF SAME ENGINEERING BRANCH OF MYS DIVISION. The general opinion of supervisors of works, ADENs and Sr.DEN/Co-ord/Mys is that a chance is to be given to Khalasi/Helper working in WORKS UNIT (IOW) only as they do not have avenue for promotion other than to progress in artisan category. Now the trackmen of the civil engineering Department is having enough promotional avenue as TRACKMAINTAINER I, II, III, & 1V.Hence this UNION demands to fill-up these vacancies by calling volunteers from WORKS SIDE(IOW ) .

Filling up of vacancies in SSE/WORKSIDE (IOW DEPARTMENT) of MYS Division.

There are nearly 90 vacancies of various posts are lying vacant at SSE/WORKS side (IOW DEPARTMENT) of MYS division. The filling up of these vacancies through RRC has been agreed in Last PNM preamble subject. But now it is astonished to see that MYS division has not received even a single RRC PAPER for works side. Because of these huge vacancies, Qtrs maintenance of the division is in mess. Hence it is urged to fill up these vacancies through RRC at the earliest.

Conducting of R.Cs of SMs at DWR instead of TPJ

The refresher course for SM’s of SWR is presently being conducted at ZRTI/TPJ. Occasionally it is being held at DWR also. SM’s of SWR attending RC at TPJ are facing lot of inconvenience like food, climate etc., and also the distance to be travelled to TPJ. Hence this union urges to conduct RC regularly at DWR instead of TPJ.

Payment of OT Allowance arrears of SMs of MYS-HAS section :-

(a)Job analysis for SMs working in MYS-HAS section (BLGA to MVC stations) was conducted during the period of September/October 2011 and was justified. Finally 8 hrs. roster was introduced from 02.04.14 based on the job analysis. All the SMs who are worked during the period have submitted OTA bills to the division in the month of MAY/JUNE2014. But till date it has not been paid to SMs. Hence this UNION urges the administration for making early payment of OTA arrears to all SMs who have submitted the OTA Bills.

(b)Denial of OTA to SM’s of MYS Division: SM’s of MYS Division who are forced to work extra hours due to non-availability of RG/LR SM’s are denied OTA payment. When approached the divisional administration they say that CR can be availed, but the question of availing CR is when there are sufficient no.of LR SM’s are available. Since there are many vacancies in this division and also all other category like Guards, Pointsman, AC Electrical Staff etc., are being paid OTA and also SM’s of SBC & UBL Division are getting OTA except SM’s of MYS Division. Hence this union urges for payment of OTA to eligible SM’s of MYS Division.

Cadre review of GDR.

The cadre reviewing of GDR (loco pilots and guards) of MYS DIVISION has not been done since long back, without this cadre reviewing, the pinpointing is not possible, and due to which their promotion has been held-up. Hence this UNION urges for an early Cadre Reviewing.

LDCE for OS.

The promotion of ministerial staff as OS under 20% LDCE quota has not been conducted in MYS division since 2006, in this connection the process should be initiated at HQ level, because of this undue delay in conducting LDCE, eligible staff are denied promotion. Hence this union urges to conduct the above selection at the earliest.

Posting of TTEs to their parent division or transfer the posts for the incumbents from other divisions to MYS division

Over MYS Division staff of TTE Cadre are posted on administrative grounds from other division and kept for long period. The division is facing difficulty for making salaries to employees as the post is retained at parent divisions. Further the staff due for promotion in the division are not promoted as these staff are blocking the posts and the staff from other division are also not getting promotion due to them.

This union urges the administration to post back the TTE’s of other division to their parent division or posts be transferred to MYS Division to avoid hardship to employees.

Fake currency detecting machine to all PRS and Booking Offices

The circulation of fake currencies is increasing day by day. The PRS and Booking offices are getting maximum number of this kind of currencies. In the absence of fake currency detecting machine, the employees are always at receiving end and losing their hard earned money. Hence this UNION to supply Fake currency detection machine to all PRS and Booking office (each counters of each PRS and Booking office) and to all stations of the division.

Eligibility criteria for accommodation in Empanelled Hospitals.

In regard to ward eligibility for staff when admitted in empanelled hospitals, Board issued a clarification vide its letter No. 2011/H-1/11/90/SCR/Accommodation Criteria dt. 25.08.14. Based on this letter, pay eligible in VIth CPC for accommodation should be advised to all RailwayHospital in SWR for necessary action in this regard (copy of Board letter and Para 633 of IRMM 2000 enclosed).

Supply of Diary, Pocket Diary and Purse for all Supervisory staff as New Year compliment.

All supervisory staff of all departments were issued with diary, pocket diary, calendar and purse. But this was gradually stopped. Hence, this should be restored and all these items should be issued to all supervisory staff of all departments.

Upgradation of post of DEE to Sr. DEE at CWS/MYSS.

Mysore shop is doing POH of AC, Non-AC coaches. Nov 2012 onwards, Mysore shops started IOH and POH of LHB coaches. So far, a total of more than 100 coaches of SS-1, SS-2 & SS-3 completed. In addition to this, Garib Rath coaches are also being attended regularly by Mysore shops. POH of all these coaches involve components/equipments ranging from 24 volts to 750 volts. For the effective management of procurement of various parts and components, shop finds it very difficult with the limited powers of DEE. It is very pertinent to note that Mysore Shop is nominated for IOH and POH of LHB coaches. In the coming years, more and more such coaches will be allotted to this Shop. Further, for promotion of electrical staff above GP 4200, now shop is depending Sr. DEE, Bangalore or Mysore. This delays operation of promotion. Hence, this Union request to upgrade the post of DEE into Sr. DEE at CWS/MYSS.

Maintenance of Health History Card in Rly. Hospital.

In all the hospitals whether Govt. or private, once attended on OPD, a file will be opened and a card will be issue to patient. Further, on every visit to that hospital, on production of the card, his/her file will be made available for reference. Instead of this, Railway Hospitals are issuing books to each employee. Hence, this Union request to create computerised health maintenance system in all Railway Hospitals in SWR duly issuing a Medical ID Card.

Supply of safe drinking water for CWS/MYSS.

Inside the Mysore Workshop, drinking water, drainage, ETP and fire hydrant pipe lines are laid underground but no diagram or any person knowing about the exact route of these lines is available in shops. It is observed many times that all these pipelines are damaged at various areas and there is every chance to get mixed all these type of water. This water is provided for drinking purpose also. It is very essential to provide safe drinking water connection to all shops of CWS/MYSS. Hence, this Union request to provide a centralised water treatment (RO) plant and provide separate pipeline connection to all shops for the supply of drinking water.

Presentation of Gold plated Silver Medal at the time of Superannuation.

It was a practice that a gold plated silver medal was presented to all the employees retiring on superannuation in memory of their service but the same was discontinued since some time. Though the cost of this is not much, reason for non supply of this medal is not known. Hence, this Union request to ensure the supply of said medal at the earliest.

Posting of ACMT and additional sanction of staff for CMT Lab at CWS/MYSS.

At present, the Chemical and Metallurgical Laboratory is managed by 04 C&MS (Chemical & Metallurgical Superintendent) and 01 C&MA (Chemical & Metallurgical Assistant). The workload is increasing for CMT Lab everyday because of increased testing of metals, non-metals, paints, petroleum products like oil, grease etc., NDT of wheel disc, ultrasonic testing of wheel disc, axle of Mysore and Bangalore Division, testing of CBB (Composite Brake Block), raw material process monitoring, end product testing etc. In this regard, local administration also approached CME/Plg/UBL during 2006 itself for sanction of additional staff. By considering the above increased activities, this Union request to review the workload of CMT Lab at CWS/MYSS and post one ACMT (Group B) and enhance the present sanction of 5 CMT staff to a minimum of 9 CMT staff.

Sanction to engage a cook to Railway Canteen, AP on temporary/daily wage basis.

This Union is demanding for engaging a cook to canteen on temporary basis, since our indent for RRB is pending since long time. In this regard, CWM/MYSS also sent letter to CPO/UBL on 21.12.09. Further, this was brought to the notice of GM during his inspection on 16.12.14. Hence, this Union request you to issue necessary order to engage a cook purely on temporary basis to Railway canteen at CWS/MYSS.

Re-imbursement of cost of shoes for 17 handicapped employees of CWS/MYSS.

A total of 17 orthopaedically handicapped employees are available at CWS/MYSS and they require special shoes. During 2013, an amount of ₹ 40,000 was sanctioned from CSBF and through RH/MYS, special shoes were supplied. These shoes were manufactured by an agency at Hubli but the quality was very worse. Hence, this Union request the administration to allow each employee to get shoes of their own choice and arrange the re-imbursement of such shoes to them.

Compassionate ground appointments

(a)Case of Kum.K.Sangeetha sister of Late Kum. K.Menaka, OS, COS/O/UBL, expired on 14.06.2013 (Ref: GS/SWRMU ltr to GM/SWR Dated:07.01.2014 & 24.11.2014)

This Union had requested several times to offer appointment on compassionate grounds and it is understood that the name of dependent sister of the late employee was not available in family composition certificate or other records. It is to inform that her name is appearing in Ration Card and as per latest instructions of Railway Board she is eligible for compassionate ground appointment. Hence, it is requested to reconsider the case, because the old father & mother are sickly patients, to look after them only this unmarried daughter only available now. So this union urges the administration to give offer of compassionate ground appointment to unmarried sister as per Board’s instructions.

(b) Case of Sri. Manjunath.P., S/o P.Nagendra of Bellary - extending a Third chance to appear for written examination

It is represented by Sri. Manjunath.P., S/o P.Nagendra of Bellary that he was called for written examination on 20.02.2013 for appointment on compassionate grounds, but could not do well due to his illness. He was suffering with Enteric Fever from 13th to 18th Feb-2013 and was under treatment. Therefore he could not do well in the examination and he has been offered Technician Gr.III post vide lr.no.H/P.563/II/CGA/SUP & Tech.III Vol.I dated 14.05.2013, but he is not having any technical knowledge. He has passed B.Sc and MBA and hence requesting for providing one more chance to appear for written examination for NTPC The Union requests your goodself to consider the request sympathetically in view of his qualifications and arrange to extend a third chance for appearing in the written examination for appointment on compassionate grounds.

Lifting of Ban for appointment of Junior clerks and Ticket Collectors from Compassionate Ground Appointment.

As per the directives of Headquarters Hubballi, from 2008 onwards there is no induction of Junior Clerks from CG Appointment. There are large number of clerical vacancies have come up in the ministerial cadre in all the department as on date there are vacancies in the recruitment grade i.e. Jr. clerks. Out of 15 P.Way depots only 5 depots are having their works clerk remaining 10 depots are functioning without works clerk. Although this union had made a demand in DRM/PNM to fill up the vacancies in the recruitment cadre of Jr. Clerk, it was replied to us because of the ban the same could not be filled up at divisional level and approval needs from headquarters. Similarly in the commercial department Ticket Checking cadre also no TC’s have been appointed in the Ticket Checking cadre due to the ban.

Hence, this union requests to kindly lift the ban and give directives to division to fill up the DR Quota vacancies of Jr.Clerk and TC from CG Appointment.

Problems of Loco Running Staff. Taking back of BCCN Train:

There was an agreement during 2010 between union & administration that the BCCN train from DMM to DBU shall be worked by GTL crew for a period of 3 months since, there was an acute shortage of crew. Now that off the crew position have improved, the administration should take back the train to SBC division to enable SBC crew to work the said train.

Problems of TRD Staff of SBC Division.

  1. Change of classification of Rosters for WFD, BWT & KPN/TSS staff – TRD Department.

Up to 2010 the TSS staffs at above places have been performing 08.00 hrs duty on continues roster. The rosters have been arbitrarily changed from ‘C’ to EI without any factual job analysis. The practical scenario of the JTJ section are having more no of train services as compared to 2010. The TSS staffs are finding extreme difficult to man the double section with EI rosters. Hence, this union urges to revert back ‘C’ rosters 08.00 hrs for TSS staff of JTJ section.

  1. Posting of One additional staff for manning SSP & TSS.

Apart from down grading the rosters of SSP & TSS staff, the staff strength also have been reduced from two to one. Previously two staff’s were being posted for manning duties. Now it has been curtailed to only one staff. During the failures one individual cannot attend and restore the failure, Between JTJ and MAS Electrification two staffs are working i.e. 1+1 on 08.00 hrs roster. Hence, this union urges to post one additional staff for manning SSP & TSS.

The Reimbursement of Medical Expenses claims in favour of SBC Division employees.

The following reimbursement claims made by the SBC Division employees has been shuttling from post to pillar since 2013. The above claims have been forwarded vide CMS/SBC Letter No.B/MD141/1 dated: 10.10.2013 duly obtaining necessary vetting from Sr.DFM/SBC vide their Letter dated: 22.06.2013 & 26.02.2013 sent to CMD/SWR the reimbursement proposal has been returned by FA & CAO to SBC Division and quoting the FA & CAO (G) SWR letter dated 13.02.2013 in the subject matter. Once again CMS/SBC have submitted the claims to Sr.DFM Bangalore vide letter No.B/MD 141 dated: 14.07.2014. Hence, this union urges communicate headquarters approval to division to reimbursement the claims at the earliest.
