ADSCOM SUBCOMMITTEE MINUTES

Introductions and meeting opened by Alec Monroe
OFFICIAL BUSINESS
1. Meeting Organization - Main Committee, is it necessary?
Will continue to have a Main Committee, but possibly reformat it.
2. IEEE-SA ASC C37 pullout - Concerns of the Committee
Terry deCourcelle(IEEE-SA) discussed the IEEE dissolving the memorandum of understanding with NEMA on C37 and Co-Secretariat.
At IEEE-SA BOG meeting Ted Olsen represented C37, Roy represented Switchgear Committee. BOG looking at ways for NEMA and other organizations to participate and have coordination between documents. There’s nothing in the rules to preclude IEEE committees from participating in a C37 Committee, it’s just that IEEE-SA will no longer pay to be Co-Secretariat.
NEMA has concern on documents like C37.06, etc. that NEMA has control of and IEEE voted on through C37.
MOTION by Bill Long: For IEEE Switchgear Committee to continue participation in ASC C37 and to vote, through the delegation, on documents not developed by IEEE Switchgear Committee. MOTION carried unanimously.
MOTION by Ray Capra: For IEEE Switchgear Committee to continue to submit documents developed by IEEE through the ASC C37 process. MOTION Carried 11 to 4.
3. Main Committee Membership - what does it mean?
Encourage Subcommittees to identify possible new Committee members.
4. Proposal for joint meeting with PES General Meeting
Look at the possibility down the road, maybe 2005.
5. Role of IEEE Switchgear Standards if IEC is dominant
The perceived threat of IEC seems to be in circuit breakers because of the erosion of US manufacturers of HVCBs.
6. List of directives from ADSCOM
Should we have a list somewhere. What do they mean? How binding are they? How do we enforce them?
Possibly put in the O&P manual.
Chair Report: Roy Alexander
Need new Vice-Chair Standards Coordinator. Dean Sigmon wants to give up that position. Marcel Fortin is considering the position.
IEEE-SA BOG is soliciting nominations for 2004-05 term.
Dues increase is being considered for IEEE-SA. Trying to make each standards organization self-supporting.
Registration fees: late fees, Do we keep this or not. Motion to have a discount for early registration to meeting, and a fee for late registration. Motion carried.
NOTE: Jeff needs to check with IEEE about credit card pre-registration.
Technical Council:
Attendance at New York WPM was about 1600.
Power Quality Committee proposal. T&D Committee has most of those groups now.
One General Meeting a year now.
Goal of PES is targeted and timely other meetings. Like conferences and seminars.
New PES Executive Director is Bob Dent.
Subcommittee Updates(by exception)
1. ERP
Discussion on review of Transactions papers.
Need to update web pages. Subcommittee Chairs need to look at the info on their site.
Certificate of appreciation to families for members who pass away.
Luncheon presentations: need ideas for Galveston
Look at tutorial/educational/training sessions at meetings. Suggestion of having each Subcommittee have a presentation on what each Subcommittee is responsible for.
2. HVF
No issues to be discussed.
3. HVS
Work continues on consolidation of air switch standards.
Considering a TF to review comments from the 1247 ballot.
Successful reaffirmation ballots on several documents. Need to be sent to RevCom for final approval.
4. HVCB
Circuit switcher document has been balloted.
TF on Future Circuit Breaker Standards is looking at difference between IEEE and IEC standards. Have adopted a format to show the differences and make recommendations on future actions on the differences.
5. LVSD
No known issues at this time.
6. RODE
See report.
TF to see how to test controls for equipment. Possibly could have enough wide spread affect to warrant an Adscom TF.
Looking at dropping C37.61.
7. SA
Ted Burse has been made a liasion to IEC SC17A.
8. Adscom
Common Clauses: IEC plans revison to 694. Alan suggest a WG on definitions to harmonize definitions with IEC, and suggest have someone on the Maintenance Team(MT34).
C37.100 is currently listed as a standard and has a requirement for reballot if you change or make additions. IEEE 100 is now a compendium of terms. If we make C37.100 a compendium then it might be easier to update definitions.
History: It was a C37 function which covered several committees. Barbara Beckwith in PSRC was supposed to handle revisions but that process seems to have gone away.
SCC10 has be reformed, which handled IEEE 100 in the past. Chair is Daleep Mohla
C37.59: Draft is in re-circulation ballot. Will look at next revision.
Capacitor Switching: Looking to make comparisons between different documents.
DEAN SIGMON-Standards Coordinator:
IEEE delegation to C37. Score card on when the delegation members vote on documents through C37. Have handled 8 standards in the last 6 months, 3 which were NEMA documents.
REVCOM says a number of documents need action, and will be withdrawn if no action is taken by the end of the year: 1325, 37.013, 37.081, 37.10, 37.11, 37.13, 37.18, 37.20.6, 37.23, 37.26, 37.30 , 37.38, 37.60, 37.61, 37.63.
