General Site Observations
Since the introduction of the community parking scheme site observations have been conducted to evaluate the overall effectiveness of the restrictions. A large proportion of parking within the area could be attributed to local shoppers to the Precinct and initially Council staff working at the Civic Centre. The Council parking has been resolved with the construction of a new car park on Stanwell Road which came into operation on the
15th February 2008.
Negative comments generally reflect the introduction of pay & display on the Precinct car park a few years ago, however as we are aware this facility is privately owned and therefore subject to owners charges.
The level of congestion within the surrounding streets has diminished to an acceptable level with car parking spaces observed on all roads within the scheme. This is particularly evident on Clarendon Road and Wardley Street where previously severe congestion was being experienced. The introduction of the ‘One Way’ system has eliminated the potential conflict of vehicles and rationalised vehicle manoeuvres to maximise the available parking.
From the received correspondence and a recent local press article it is apparent that Bingham Street and Bingham Place are subject to some parking migration and therefore having direct impact on those residents affected this is also apparent on Sandy Grove and Crompton Street. The original consultation did not include these roads as they were outside of the original scheme boundary. It is our recommendation that the above be included in the existing parking scheme.
Initial problems were being experienced with disabled blue badge holders parking within the residents bays on Wellington Road. There is a misconception that a blue badge allows disabled drivers to park within a permit holders only bay. The accompanying blue badge book clearly states on pages 7 & 8 where not to park this includes parking places reserved for specific users e.g. permit holders only, loading bays, taxis, cycles. This misconception has resulted in numerous fixed penalty charges awarded to disabled drivers. The probationary period has shown a reduction in such penalty charges as understanding of the blue badge scheme increases.
Additional bays have been provided on Wellington Road but as can be seen from the comments contained within this report it has been deemed insufficient. It is our recommendation that further disabled bays be introduced on the north western elevation of Wellington Road.
From the comments made with regard to the number of permits available for businesses on Chorley Road it is apparent that certain businesses have extended staffing needs. This maybe an area for consideration but should take into the original need for the scheme.
With regard to yellow lines a site inspection will be carried out to assess any defects with regard to placement.
