1.1 Suspension

Under the guidelines for “Suspension of Membership,” approved by the Ninth Executive Committee in 1996, any member whose dues are in arrears for a period of three years is liable for suspension after due notification.
A reminder and due notification was sent in July 2013, but the members concerned failed to settle their dues within the three months period stipulated in the notification. The Secretariat has requested the Satellite Office, Bangladesh National Chapter, and Indonesia National Chapter to help communicate with members in India, Bangladesh and Indonesia, respectively.
1.2 Termination
Under Article VIII, Section 3 of the Charter (see below), these members are liable for termination of membership.

The list of members in arrears as of 30 September 2013 is attached as Annex I.
The above-mentioned cases of suspension and termination are for the consideration of the Executive Committee.
THE CHARTER OF THE NETWORKArticle VIII: Withdrawal, Suspension and Termination
Section 2: Suspension
Any member whose conduct proves incompatible with the objectives of the Network may have its membership suspended. Each suspension shall be decided by a simple majority of the votes cast in the Executive Committee Meeting. A suspended member has the right of appeal to the General Council, and the decision shall be made by a two-thirds majority of the votes cast.
Section 3: Termination
A member whose membership is suspended for a period of one year or more under the provision of Section 2 hereof shall ipso facto cease to be a member of the Network unless such suspension is earlier revoked by the Executive Committee.
A member whose conduct proves incompatible with the objectives of the Network shall, notwithstanding Section 3 (1), be liable to termination of membership. Such termination shall be decided by a simple majority of the votes cast in the Executive Committee Meeting. A terminated member has the right of appeal to the General Council, and any decision allowing such appeal shall be made by a two-third majority of the votes cast.

2. Payment of 2012 Membership Fee for Dhaka City
Dhaka City Corporation in Bangladesh has long been the member of the Network, however, it was divided into two cities in 2011. In the discussion at the 29th Executive Committee Meeting on 10th July, 2012 in Surabaya, Indonesia, the Executive Committee requested both Dhaka South City Corporation and Dhaka North City Corporation to submit the application form to CITYNET and their applications were approved by paper circulation among Executive Committee members on ______, 2013.
However, the membership fee for 2012 with the amount of US$4900 was still overdue and expected to be paid. The Secretariat proposes ------.
3. Reduction of Membership Fee
The Secretariat has received a request for reduction in the annual membership fee for the following members:
