Supervisor, State Funds (SOES Supervisor)

SUMMARY

Resolve enrollment disputes with school districts to maximize funding, prepare ECOT for ODE (Ohio Department of Education) and Auditor of State FTE reviews. Ensure deadlines pertaining to the state-utilized ODDEX database are met, and analyze data to make corrections for EMIS reporting. This position is working on aspects of State Funds, which include payments made to the community school from ODE based on student FTE.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Retrieve error reports from various systems, investigate and resolve issues.

Respond to inquiries from school district personnel to ascertain proper student enrollment status and provide school districts with appropriate documentation to resolve errors

Manage data relating to JVS students and the shared funding.

Review EMIS files to ensure data is aligned with information in the ECOT funding system and is correctly being reported to ODE.

Contact parents/guardians to get any required documentation not received during the admissions process.

Maintain positive relationships with other departments to provide alternative documents to schools for resolving funding errors.

Maintain complete and accurate written documentation of SOES, SCR and ECOT Funding activity including documentation of unresolved errors.

Pull all comparison reports from Access to update data in ECOT Funding and SEP.

Complete monthly reports to reconcile ECOT data submitted to ODE.

Assist the Admissions and Pending Supervisor with questions regarding residency issues, court documentation and funding by consulting with the Director, EMIS, Legal Counsel, and reviewing any available supportive documentation.

Ensure ECOT is well prepared for ODE FTE funding reviews by performing mock audits with the admissions department to correct any documentation issues.

Keep Manager and ECOT Senior Management abreast of Paid FTE and ODDEX database errors (flags) on a consistent basis and provide monthly financial funding estimations.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Minimum Bachelor Degree in Finance or Accounting, prior SOES/EMIS experience, prior experience in Accounting or Finance, or a combination of education and experience. Management experience required. Knowledge of how the statewide ODDEX database works is beneficial, but not required.

INTERPERSONAL SKILLS

Proven ability to effectively relate to people with a variety of educational backgrounds and communication skills. Proven ability to communicate effectively with superiors, peers, and subordinates. Productively work on team assignments with strong written and verbal communication skills.

LANGUAGE SKILLS

Ability to read and comprehend instructions, detailed correspondence, and memos. Ability to write complex correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Ability to respond to complaints from students, parents and resident districts in a calm manner.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to use Microsoft Excel to create mathematical calculations.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to understand and retain state policies related to ODDEX.
