MOTION FOR APPROVAL OF THE OCTOBER MINUTES BY MR. WILLIAMS, SECONDED BY MR. TUCKER. MOTION PASSED UNAMIOUSLY.

Chairman Bratton stated that he had a conflict on item # 1 and would have to abstain, so he turned the meeting over to Vice-Chairman Geminden.

Vice-Chairman Geminden called the meeting to order.

  1. PUBLIC HEARING-REZONING-REPRESENTED BY FERLISI CIVIL DESIGN- ( 4TH COUNTY COMMISSION DISTRICT)Tim A. and Bebe D. Holland and Jerry C. and Cynthia S. Gillihan were requesting to have their property located at 2559 Highway 25-W, Cottontown, TN. rezoned from Agricultural to a Commercial 2 Planned Unit Development and for Preliminary Master Development Plan Approval. Subject property is located on Tax Map 79, Parcels 29.04 and a portion of 29.02, and contains 1.58 acres and is zoned Agricultural.

This was advertised in the Gallatin News Examiner on November 14, 2014. The adjoining property owners were notified by certified mail.

Mr. Joyner gave an overall presentation of this request. He stated that all of the staff comments had been addressed.

Chairman Geminden opened the floor for the public hearing.

There was no one present to speak for or against this request.

Dave Ferlisi came forward to represent this request and to answer any questions. Mr. Ferlisi stated that the existing building would be torn down.

There was discussion.

Motion for approval by Mr. Honeycutt to forward to the County Commission for vote, seconded by Mr. Kirby. Motion passed.

5 Ayes: Honeycutt, Kirby, Williams, Tucker, and Taylor

1 Abstention: Bratton

  1. LIBERTY SPRINGS (FNA: PATRICIA JANAN DORRIS)-FINALPLAT-REPRESENTED BY JIM CARMAN-(4TH County Commission District)-Applicant was requesting FinalPlat approval of 6 lots on Neals Lane and Liberty Lane. Subject property is located on Tax Map 115, Parcel 12 P/O, contains 14.86 acres, and is zoned Estate A.

Mr. Carman was present to represent and to answer any questions.

Mr. Joyner gave an overall presentation. He stated that all of the staff comments had been addressed, and that engineering and erosion control notes will need to be added to the final plat prior to recording.

There was discussion.

Motion for approval by Mr. Gemimden, seconded by Mr. Williams. Motion passed unanimously.

  1. FIRST PRESBYTERIAN CHURCH-SITE PLAN FOR SHILOH CHURCH-REPRESENTED BY TOM AUSTIN- (3RDCOUNTY COMMISSION DISTRICT)-Applicant was requesting site plan approval and off-site septic area approval for the Old Shiloh Church expansion. Subject property is located at 105 Shiloh Road, on Map 90, Parcel 21, and is zoned Agricultural.

Mr. Tom Austin was present to represent and answer any questions.

Mr. Joyner gave an overall presentation. He explained that they are trying to bring this church back to life. It is one of the local historic landmarks in Sumner County (as indicated in the Architectural/Historical Inventory –Route 840 survey from 1995). He explained that they are asking for an off-site septic approval, and if this is granted, it should be part of the motion.

There was discussion.

Motion for approval of the site plan and off-site septicby Mr. Honeycutt, seconded by Mr. Geminden. Motion passed unanimously.

OTHER BUSINESS:

CHAIRMAN BRATTON REMIMDED EVERYONE THAT THE DECEMBER PLANNING COMMISSION MEETING WILL BE HELD ON DECEMBER 16, 2014 (DATE CHANGED TO A WEEK EARLIER DUE TO THE HOLIDAY SEASON).
