  • Short Term Contract Situation:

The Service Order No. 09/06 on Short Term staff issue was discussed. This Service Order was published in 2009 in order to regulate the extensive use of short-term contracts over protracted periods. The service order stipulated that short term appointments can be granted for the same functionsfor consecutive periods not exceeding a total of 23 months, irrespectively of the person or persons who are granted the contract. In addition, any staff member who has completed the maximum period of service (23 months), irrespectively of the successive functions granted to the person concerned, is ineligible for further employment with the organization on a short-term appointment before a 6-month period has elapsed. The Service Order came into force on 15 July. A number of short-term staff members and services employing short-term staff for the same function will reach the maximum authorized periods by mid-June. The situation was discussed among Coordination Committee members and noted that some of these staff members are performing functions of a regular nature and should be maintained. It was decided to review each case on a case-by-case basis until the budgetary situation for the next biennium was made clear.
