The application was scrutinized and a copy of application was sent to State Government for recommendation on 08.03.2013/19.04.2013 (Reminder). A deficiency letter was issued to the university on 19.04.2013. The university has replied to the deficiency letter on 10.06.2013.
The SRC in its 251st meeting held on 11th-13th August 2013, considered the matter and decided to university to clarify whether B.P.Ed is being offered by the University.
The university has submitted its written representation on 21.08.2013 and submitting Conditional Recognition for starting B.P.Ed course (APS07810) dt. 12.04.2007 (with reference to online 251st meeting decision) institution stating as follows:-
university has already submitted the list of provisionally allotted candidates of B.P.Ed course for two academic years, i.e. 2010-11 and 2011-12 to the University College of Physical Education, Kakatiya University, Warangal as a proof of evidence, i.e. the UCOPE, KU is offering B.P.Ed course recognized by NCTE from the academic year 2006-07 onwards.
Now, please find enclosed again a copy of the “list of provisionally allotted candidates of B.P.Ed course for two academic years, i.e. 2010-11 and 2011-2012 to the University College of Physical Education, Kakatiya University, Warangal” along with a copy of the “Certificate” issued by Dean, College Development Council, Kakatiya University, Warangal stating that UCOPE, Kakatiya University, Warangal, is offering the B.P.Ed course. Besides, a copy of the decisions of Academic Senate 23rd meeting is also enclosed, wherein a decision has been taken to introduce the B.P.Ed course from the Academic year 2006-07 at KU campus.
Therefore, it is requested kindly to consider the aforesaid documents and further necessary action may please be initiated tor ecognize the M.P.Ed course at University College of Physical Education, Kakatiya University, Warangal, so as to enable the college to introduce the course from the academic year 2013-14 onwards.”
The Committee considered the matter, reply of the institution vide letter dated 10-06-2013 to the deficiency letter, and also clarification letter dated 21-08-2013, all other relevant documents and decided to cause Composite inspection for M.P.Ed (SRCAPP2020) course under section 14 (1) of NCTE Act, & for B.P.Ed (APS07810) course under NCTE Act to examine whether the institution fulfils all the requirements as per the norms, for both proposed programme & existing course, subject to the condition that thedeficiencies, if any, were duly rectified by the institution, as per the norms.

The institution has submitted hard copy of the application on 07.01.2013.
The application was scrutinized and a copy of application was sent to the State Government for recommendation on 06.02.2013/12s.04.2013 (reminder). A deficiency letter was issued to the institution on 12.04.2013.
The institution has submitted its written representation on 08.07.2013 stated as follows:-
“as per our proposals for opening of Nagarjuna M.Ed College, we have already submitted the information to your office. However we submit that as per your letter cited 2nd, the Joint Director of School Education already inspected our institution and checked the infrastructure, laboratories, library, OHP., and Projector Hall etc., and report submitted to the Director of school education the Director is kind enough to process the recommendation to the secretariat for issue of NOC. We are pursing matter at State Government for issue of NOC. Very shortly your office may get the NOC from the State Government. Immediately after getting the letter we submit the same.
We have already addressed to the NAAC, Bangalore for ‘B’ Grade certificate.
So, kindly permit us some more time to submit the same.”
Note: The institution has not submitted reply for Deficiency Letter till date.
The committee considered the matter, as the institution has not submitted reply for deficiency letter even after stipulated period of 60 days from the date of issue of deficiency letter and with reference to the totality of information collected & based on a collective application of mind, the committee decided as per clause 7(1) of NCTE Regulations 2009, to reject the application of the institution for recognition of M.Ed course.

Further, the institution has not submitted Certificate of accreditation with the National Assessment and Accreditation Council (NAAC) as per regulations of NCTE.

8 (4) of Regulations 2009 stipulates:
“An institution shall be permitted to apply for new course of Master of Education and Master of Physical Education and enhancement of intake in – Bachelor of Education, Bachelor of Physical Education, Master of Education and Master of Physical Education Programme, after it has been accredited by the National Assessment and Accreditation Council (NAAC) with at least a letter Grade B developed by NAAC”.

The institution has submitted hard copy of the application on 07.01.2013.
The application was scrutinized and a copy of application was sent to the State Government for recommendation on 06.02.2013/12.04.2013 (Reminder). A deficiency letter was issued to the institution on 12.04.2013. The institution has replied to the deficiency letter on 11.06.2013.
The SRC in its 249th meeting held on 24th-26th July 2013, considered the deficiency letter reply dt. 11.06.2013 and the committee decided to cause inspection.
In the meantime, the institution has submitted its written representation on 17.07.2013 and 24.07.2013 stated as follows:-
“to complete the construction of building, some more time is needed in order to fulfill the requirements as per NCTE. It may be delayed it may take time for maximum one year, so that the management may fulfill sufficient funds and infrastructural facilities. Hence the management has decided to offer inspection after a one year so that we can fulfill all the requirements stipulated by NCTE.
Hence I request you to postpone the date of visit of the inspection committee which is not yet communicated to us till a fresh request is made. We shall be highly thankful to you for this.
This was already communicated to mail and fax to the respected Regional Director SRC, NCTE, Bangalore on 15.07.2013. this is for your information and kind consideration.”
Again, the institution has submitted its written representation on 22.08.2013 stating as follows:-
“ ……I came to know that at NCTE website our college name was under Cause Inspection. Hence kindly due to our personal problems of the executive body cancel our application.”
The Committee considered the request of the institution vide letter dated 22-08-2013 to withdraw the application SRCAPP201-B.P.Ed course applied for the session 2013-14 and permits withdrawal of application on their request.

Bharathiar University, Plot No. 38, Maruthamal Street, Somayampalayam Village, Bharathiar University Post, Coimbatore, Pin-641 046, Tamilnadu had applied for grant of recognition to Bharathiar University, Plot No. 38, Maruthamal Street, Somayampalayam Village, Bharathiar University Post, Coimbatore, Pin-641 046, Tamilnadu for M.Ed Course of one year duration under Section 14(1) of the NCTE Act, 1993 to the Southern Regional Committee, NCTE online on 27.12.2012 and physical application has been received in the office of SRC on 01.01.2013.
NCTE- H’qrs had directed to process the applications in accordance with NCTE Regulations 2009 and amendment Notified on 26th November, 2010 which reads as follows:-
2(B) for Sub Regulation (1-A) the following shall be submitted namely. 1(1-A) (I) the application shall be summarily rejected under one or more of the following circumstances:
a)The processing fee, as provided under Rule 9 of the National Council for Teacher Education Rules, 1997 is not furnished on or before the date of submission of online application.
b)Hard copy in triplicate of the online application is not dispatched within 7 days of the submission of the online application.
c)Copy of the registered land documents issued by the competent authority indicating that the society, institution applying for the Course possessed land on the date of application is not dispatched within 7 days of the submission of online application.
The SRC considered the matter in its 238th Meeting held on 05th – 06th February, 2013 and on careful perusal of the original file of the institution and other related documents, NCTE Act 1993 Regulations and guidelines from time to time laid on the table, the Regional Committee decided to summarily reject as per Regulations [7-1-A (i)] the application on the following grounds:
The Society has not dispatched copy of the registered land documents issued by the competent authority indicating that the society/institution applying for the course possessed land on the date of application, within 7 days of the submission of the on-line application, as required under sub-regulation 7(1-A)(i)(c) of NCTE Regulations 2009.
Accordingly, the application ofBharathiar University, Plot/Khasara No.38, Maruthamal Street, Somayampalayam Village, Bharathiar University Post, Coimbatore Taluk & District, Pin – 641 046, Tamilnadu for permission to M.Ed course was rejected on 18.03.2013.
The SRC NCTE received a letter from the institution on 27.03.2013 along with D.D. stating that “with reference to the Tamil Nadu Govt. Gazette fourth cited (copy enclosed), it is known that the G.O.Ms. No. 694, Education, Science and Technology dated 9th April, 1983 provided land for the formation of Bharathiar University, Coimbatore under section 6 of the Land Acquisition Act, 1894 (Central Act I of 1894). Again, it is to ascertain that the building proposed for offering the said course is covered in the same land. Hence, the University requests that the NCTE may kindly accept the copy of the aforesaid Govt. Gazette for the purpose and reconsider our application for NCTE recognition to offer M.Ed Programme from 2013- 2014”.
The SRC in its 244th meeting held on 09th -11th May, 2013 considered the institutions letter dt.27.03.2013 and decided to process the application further and advised Southern Regional Office to scrutinize the application of the said institution along with all the documents submitted and to issue a deficiency letter to the institution.
Accordingly, Deficiency Letter was issued to the institution on 03.06.2013. Now, the institution has replied to the deficiency letter on 10.09.2013.
The reply of the institution has been received on the 99th day from the date of issue of deficiency letter. Hence the institution has submitted the reply after the stipulated period of 60 days.

The Committee considered the matter and reply of the University dated 10-09-2013 to the deficiency letter and decided to write to the University for Clarification regarding the below mentioned deficiencies:
  • The building plan submitted by the university is illegible. The University to send a clear copy of the building plan.
  • The SY.nos relating to the Building and the SY.nos in the Government Notification of transfer of lands are not tallying. The Survey Numbers should tally.

Bharathiar University, Plot No. 257815/76F, Maruthamalai Road, Coimbatore - 641046, Tamilnadu had applied for grant of recognition for D.P.Ed Course for two years duration under Section 14(1) of the NCTE Act, 1993 to the Southern Regional Committee, NCTE online on 20.09.2011. The institution has submitted hard copy of the application on 26.09.2011.
The application was scrutinized and a copy of application was sent to State Government for recommendation on 29.09.2011. A reminder letter was issued to the State Government on 14.12.2011. A deficiency letter was issued to the institution on 14.10.2011. The institution has replied to the deficiency letter on 14.12.2011.
The committee in its 216th meeting held on 11th-12th January 2012 considered the matter and observed that there is a distinction between Diploma and P.G. Diploma. Universities are not ordinarily expected to offer Dip. Courses. Clarification is to be sought from NCTE (HQ) on whether the application is to be rejected or to be processed further.
Further, the committee decided to seek clarification from UGC Regional Office in Bangalore, whether universities can offer Diploma courses and P.G. Diploma courses.
Accordingly, a letter was sent to the Member Secretary & University Grants Commission Regional Office on 06.03.2012.
A clarification letter has been received from NCTE (HQ) dt. 21.03.2012, which reads as under:
“The NCTE Act and Regulations do not prevent University from offering a Diploma course in teacher Education. SRC may take a decision with regard to the application of the university in accordance with position of law as it prevails.”
As per SRC decision, clarification has been asked from UGC. Regional Office in Bangalore. The Regional Director UGC, Bangalore has sent a letter to the Joint Secretary, CPP II, UGC New Delhi, for clarification regarding Universities offering Diploma course. The committee considered the matter and decided to await for UGC clarification.
The committee in its 221st meeting held on 19th-20th April 2012 considered the matter and decided to await clarification from UGC Regional Office Bangalore.
Further, a reminder letter was issued to the UGC, New Delhi with a copy to office at Bangalore on 25.05.2012.
As the UGC has not offered any clarification in this regard, the matter was placed before SRC in its 229th meeting held on 30-31 July 2012 and SRC considered the matter and decided to Communicate NCTE decision/order which reads as under:
“The NCTE Act and Regulations do not prevent University from offering a Diploma course in teacher education. SRC may take a decision with regard to the application of the University in accordance with position of law as it prevails”.
The SRC in its 229th meeting held on 30th - 31st July, 2012 considered the matter and decided to write to University for clarification. Accordingly, a letter was sent to the University on 08.10.2012. The University has submitted its clarification on 19.11.2012.
The SRC considered the matter in its 236th Meeting held on 16th – 17th December, 2012 the clarification from the University vide letter dated 19.11.2012 and decided to request University to submit detailed curriculum of D.P.Ed course to NCTE through SRC as an Innovative Programme.
Accordingly, a letter sent to the institution on 05.02.2013. Till date the institution has not submitted detailed curriculum of D.P.Ed course to NCTE through SRC.
The SRC in its 244th Meeting held on 09th – 11th May, 2013 considered the matter and decided that the proposal of the university for starting D.P.Ed course can be considered for approval subject to appropriate clearance under the UGC Act. Accordingly, a letter was sent to the institution on 07.06.2013. This office is in receipt of letter 13.06.2013 received on 17.06.2013 from Bharathiar University stating that we have applied for clearance certificate to the University Grants Commission, Delhi. However, the clearance from the UGC is not required to start D.P.Ed. course at a state University. Hence, I earnestly request you to consider this and recognition may kindly be granted to start D.P.Ed. Course from this academic year at the earliest.
The SRC in its 247th meeting held on 20th-22nd June 2013, considered the matter and letter dt. 13.06.2013 from the University and advised Southern Regional Office to check with the Bharathiar University, whether the University is still interested to start D.P.Ed course.
Accordingly, a letter was sent to the University on 11.07.2013.
Till date the University has not submitted any reply to the letter dated 11.07.2013.
The Committee considered the matter and decided to await University’s reply for the letter sent to the University dated 11.07.2013 to know whether the University is still interested to start D.P.Ed course.
