Substance Abuse PreventionManager

Job Summary:The general function and responsibility of this full-time professional position is to identify and address community needs in the areas of substance abuse and tobacco in Healthy Androscoggin’s service area. This manager also provides leadership to a community based volunteer coalition focusing on new and expanded education, prevention, outreach, intervention, and control services. The Substance Abuse Prevention Manager reports to the Executive Director.

Skills and Experience Desired:

Bachelor's degree in a related field required; Master’s degree in public health (or related field) preferred. A minimum of five years' experience in public health related capacity required, including experience with community mobilization, group process, and program development. Experience and knowledge of current prevention theory and best practices related to: tobacco and substance abuse. Experience writing and managing multiple grant projects and staff. Excellent communications skills, computer skills (including word processing, spreadsheet and database), able to work with diverse groups, and the ability to work independently.

This is a grant-funded position.

Position responsibilities include but are not limited to:

1. Assists local coalition with identifying community health needs, convening community stakeholders, developing and implementing long range, community wide, action plans to address those needs. Pays particular attention to reducing health disparities within Healthy Androscoggin’s service area.

2. Assures that action plans are carried out and activities are consistent with project goals, objectives, strategies, and desired outcomes. Assures that local plans are in line with district, state and national-level efforts, when appropriate.

3. Assists with leadership development and membership recruitment for the coalition. Ensures community inclusiveness of key subpopulations and under-represented groups.

4. Manages and oversees the day-to-day activities of substance abuse and tobacco-relatedgrants (subject to change based on strategic direction and availability).

5. Develops positive working relationships and partnerships with local and state agencies including but not limited to: health care organizations, social service agencies, municipal governments, schools, law enforcement, businesses and work sites, civic and community groups, media, parents, youth and individual community members. Networks on local and state level.

6. Assists with the development of targeted education, prevention, outreach, intervention, and control programming in the Healthy Androscoggin service area.

7. Ensures implementation and proper documentation of programmatic activities as outlined in all managed grant workplans. Ensures completion of all necessary grant reports to funders and provides reports to Executive Director and Healthy Androscoggin Advisory Board upon request.

8. Ensure that substance abuse prevention is aligned within the coalition’s overall work and integrated with other coalition topic areas where possible and appropriate.

9. Directly supervises and evaluates project staff, volunteers, interns, consultants and sub-contractors including temporary positions as appropriate.

10. Leads evaluation efforts to assess Healthy Androscoggin’s impact. Oversees data entry into funder-required data entry systems, provides progress reports to the Healthy Androscoggin Advisory Board, Central Maine Community Health Board, and other community and hospital-based entities as needed.
